FY10 Requests

The below requests were submitted for Fiscal Year 2010, which is already in effect.  On March 11, 2010, House Republicans voted to ban all earmarks for one year and called on all Members of the House to follow suit.  The moratorium applies to Fiscal Year 2011.

 

Child Abuse Treatment in Knox County – Childhelp of East Tennessee, 2505 Kingston Pike, Knoxville, Tennessee 37919.  $400,000.  The requested funding would assist Childhelp in expanding its important services to more children in Knox County and the surrounding region who have suffered abuse.  Specifically, the Children’s Center of East Tennessee will expand its forensic interview capacity and related services to more Knox County children who have, in the past, been turned away, as well as its community based forensic interview and medical examination services.

Tennessee Team Focus Youth Mentoring Program – Team Focus of Tennessee, 5800 Central Pike Avenue, #1606, Knoxville, TN 37912.  $500,000.  The funding would be used to continue Team Focus’ outreach efforts in Maryville to serve hundreds of Tennessee fatherless young men in a model leadership camp training program.  Team Focus is a 501(c)(3) organization.

Pellissippi Research Centre on the Oak Ridge Corridor – City of Alcoa, 223 Associates Boulevard, Alcoa, TN 37701.  $750,000.  The funding will be utilized to develop infrastructure servicing the new Pellissippi Research Centre on the Oak Ridge Corridor.  The vision embraced by a regional partnership is the creation of a world-class community aimed at attracting research and development firms. 

Morganton Road Roadway Improvements – Blount County, 341 Court Street, Maryville, TN 37804.  $5,503,610.  The project seeks to improve 2.23 miles of Morganton Road by widening the road to twelve foot wide travel lanes with three feet wide improved shoulders on either side, to make intersection improvements at certain roads to enhance sight distance and to facilitate turning movements, to add acceleration and turn lanes at specific intersections, to make needed drainage improvements, and to improve rideability and safety by resurfacing.

Knox County Brownfield Renewal Project – Knox County Public Defender, 1101 Liberty Street, Knoxville, TN 37919.  $135,000.  The funding would be used for redevelopment of brownfield property at the Knox County Public Defender’s Office.

Energy Plant Production and Carbon Sequestration – University of Tennessee, 114 Morgan Hall, 2621 Morgan Circle, Knoxville, TN 37996.  $3,000,000.  This project would entail the ARS at Knoxville working in cooperation with University of Tennessee scientists in improving plant carbon production from atmospheric CO2 and the sequestration of the carbon in plants.  The funding would be used to develop technology for the production, harvesting, and transportation of energy plant (feedstock) for biofuel production.

Clinics of Hope, USA – Clinics of Hope, USA, 1064 Hayslope Drive, Knoxville, TN 37919.  $2,400,000.  The funding would be used to develop three free medical clinics in the Knoxville, Tennessee area.  The clinics would serve those who are under two-times the federal poverty level.  The requested funds will be used for initial start-up of the three clinics and for the first year of operation.

Highway 321 at Fort Loudoun Lake bridge – Loudon County, 274 Blair Bend Drive, Loudon, TN 37774.  $40,000,000.  The project would involve the construction of a 4-lane bridge over the Tennessee River and Little Tennessee River.  New structures will be located approximately 1,000 feet downstream of the existing dam/bridge and will replace a circa 1940’s bridge to improve the functional classification and safety of the area.

Combined Arms Virtual Trainers (CAVT) – TN Army National Guard, Houston Barracks, 3041 Sidco Drive, Nashville, TN 37204.  $5,000,000.  The funding would be used to allow Army National Guard trainers (both fielded and yet-to-be procured) to network together on a Combined Arms virtual battlefield. 

Mine Resistant Ambush Protected Vehicle Virtual Trainers – TN Army National Guard, Houston Barracks, 3041 Sidco Drive, Nashville, TN 37204.  $5,000,000.  The funding would be used to allow soldiers to train and drive simulated MRAP vehicles and to operate cranes and mobile arms to disarm or destroy IEDs without endangering themselves.

Athens Utilities Board Wastewater Infrastructure – Athens Utilities Board, 100 Englewood Road, Athens, TN 37303.  $3,000,000.  The funding would be used to replace degraded wastewater collection lines and interceptors including a pump station and extension.

Tennessee Statewide Bus and Bus Facilities – Knoxville Area Transit, 1135 Magnolia Avenue, Knoxville, TN 37917.  $20,000,000.  The funding would be used to replace aging bus fleet and bus facilities.

Lenoir City Utilities Board Wastewater Treatment Improvements – Lenoir City Utilities Board, 200 Depot Street, Lenoir City, TN 37771.  $5,000,000.  The funding would be used to improve the LCUB wastewater treatment plant that has received numerous treatment violations within the last several years by the Tennessee Department of Environment and Conservation. 

Maryville College Institute for Undergraduate Research and Education in the Sciences – Maryville College, 502 E. Lamar Alexander Parkway, Maryville, TN 37804.  $750,000.  Maryville College proposes to develop an innovative, experiential-based program in science education that will benefit undergraduate students, faculty, pre-secondary/secondary students and their teachers throughout the Southern Appalachian region.  Through initiatives that range from tightly focused out-reach programming to summer research-based opportunities for students and teachers, the College will significantly expand involvement in basic research, the education of undergraduate scientists, and the education of younger students and their teachers.

City of Knoxville Pedestrian Riverwalk – City of Knoxville, 400 Main Street, Knoxville, TN 37902.  $5,000,000.  The funding would be used to construct a new pedestrian riverwalk connecting the north side of the Tennessee River to the South Waterfront Riverwalk. 

Southeastern Water Resources Institute – University of Tennessee, 311 Conference Center Building, Knoxville, TN 37996.  $1,500,000.  The Southeastern Water Resources Institute, housed within the Institute for a Secure and Sustainable Environment, is a multi-disciplinary, multi-institutional research entity devoted to the study of the science, technology, and public policy of surface and groundwater issues, with specific attention to safety, disputes, ecological issues, and supply and demand.  The overall mission of the Institute would be to develop the information, tools, and techniques required by policy-makers, utilities, and land managers to allocate, distribute, and use water in an efficient, equitable, and environmentally friendly manner.

Large Bearing Test for Alternative Energy – RBS Mascot Plant, 2122 Holston Bend Drive, Mascot, TN 37806.  $3,000,000.  The funding would be used to install laboratory test equipment that will enable DOE, and industry, to test AFBs and AFB systems (self-contained bearings with lubricants, seats and surface treatments) under conditions representative of the loads, speeds and environmental conditions that these products will experience in service (application testing). 

Fort Loudoun Lake Debris Removal – Fort Loudoun Lake Association, 956 Volunteer Landing, Knoxville, TN 37915.  $500,000.  The funding would be used to aid in the removal of hazardous logs, dead animals and all large debris and trash. 

NTRCI Legacy Engine Demonstration Project – NTRCI, 2360 Cherahala Boulevard, Knoxville, TN 37932.  $5,360,000.  NTRCI will conduct over-the-road, heavy vehicle testing and research to validate the benefits and reliability of the Legacy rotary engine to demonstrate the capability of the Legacy engine to deliver greater fuel efficiency and thus lower consumption and reduced emissions for the $7 billion Class 8 heavy vehicle engine market.  Validation would lead to commercialization of the Legacy engine which would translate to significant economic development benefits for the 2nd Congressional District.

Glass Ceramic Armor Systems for Force Protection – SCHOTT Gemtron Corporate, 615 Highway 68, Sweetwater, TN 37874.  $6,000,000.  Current glass systems for physical security do not provide desired levels of protection against blast and multi-hit fragments, and often interfere with surveillance sensors, or alternatively, do not provide the desired level of shielding.  This program would seek to optimize the materials and manufacturing needed to produce lightweight, affordable, armor that is ballistically and optically superior to current fielded systems. 

Knoxville Urban League – Knoxville Urban League, 1514 E 5th Avenue, Knoxville, TN 37917.  $500,000.  The funding would be used to expand and enhance the Restore Our Homes-Homeownership Center to connect people to housing counseling, homebuyer education, financial literacy workshops, credit counseling, fair housing advocacy and foreclosure assistance. 

University of Tennessee Pedestrian Bridge – City of Knoxville, 400 Main Street, Room 503, Knoxville, TN 37902.  $5,000,000.  The funding would be used to construct a new pedestrian bridge with a free span of 800 feet, connecting the South Knoxville Waterfront and the University of Tennessee.

Partnership for Energy and Automation Technologies – University of Tennessee, 328 Ferris Hall, 1508 Middle Drive, Knoxville, TN 37996.  $30,000,000.  Funding would be used for design, testing, and evaluation of systems needed for the harvesting and storage of green energy.  The need for the nation to design, implement, and test systems and processes capable of producing renewable energy at a large scale is vital for the US military and the nation as a whole.

Transfer Center for Knoxville – Knoxville Area Transit, 1135 Magnolia Avenue, Knoxville, TN 37917.  $2,659,097.  The City of Knoxville is requesting funds to complete the transit center project.  The funding would be used to help purchase an Automated Vehicle Locator system and passenger variable message signs in an effort to prevent idling times at the transfer center which will help improve air quality. 

Optical Surveillance Equipment – Lentix, 800 South Gay Street, Suite 1625, Knoxville, TN 37929.  $4,000,000.  This system will allow the reproduction of large-format/high-resolution calibration patterns used for performance analysis of surveillance systems in black-and-white, color, and multi-spectral bands.  Secondly, it will allow the military to print targets, such as vehicles, tanks, and vessels, which mimic enemy hardware, and place it at realistic distances to gauge the performance of surveillance devices.

Loudon Utilities Water Treatment Plant Expansion – Loudon Utilities, Post Office Box 69, Loudon, TN 37774.  $7,000,000.  The water plant expansion project will increase the production of water from 14 million gallons per day.  Planned expansion will consist of new flocculation and sedimentation basins, new filters, new raw water pump station and intake, new chemical building and new high service pump station.

Blount County Communications System – City of Maryville, 404 W. Broadway Avenue, Maryville, TN 37801.  $1,000,000.  The Blount County Communications System will provide interoperable communications of all departments in Blount County; interoperable communications with surrounding counties; an increase in range covering parts of Blount County that is currently deficient; portable radio coverage within buildings; and, reduced maintenance costs by operating one instead of many independent systems. 

Fluid Medical Waste Treatment System – Innovasan Corporation, 342 Maplewood Drive, Knoxville, TN 37934.  $6,000,000.  The funding would be used to facilitate research to build systems capable of handling both large and small volume waste streams from both mobile and fixed installation for Army and Navy use. 

Phytosensors for Crop Security and Precision Agriculture, TN – University of Tennessee, 114 Morgan Hall, 2621 Morgan Circle, Knoxville, TN 37996.  $1,000,000.  The UT is among the world’s leaders in “phytosensor” technology: using biotechnology to produce plants that could be used to monitor the environment on a large scale.  The project seeks to combine state-of-the-art technologies in biotechnology and photonics to produce crop plants that can be used directly as early-warning sentinels for the detection of plant diseases.

Knoxville College Business Incubator Project – Knoxville College, 901 Knoxville College Drive, Knoxville, TN 37921.  $450,000.  Funding would be used to continue providing students and aspiring community-based entrepreneurs with a head start in the development and implementation of business plans and assist in the successful development of start-up and/or fledging companies within the City of Knoxville’s Empowerment Zone. 

Safe Skies Alliance Training Center – National Safe Skies Alliance, 110 McGhee Tyson Boulevard, Suite 201, Alcoa, TN 37701.  $2,500,000.  The funding will be used to create a research and training center that will provide critical improvised explosives recognition training to TSA Transportation Security Officers, law enforcement personnel, fire fighters, emergency services personnel, first responders and others.

Currently there is no formal explosives training available to familiarize local law enforcement officials and personnel within the greater Knoxville area. This program is essential to providing all law enforcement and first responders the expertise and training when responding to any chemical or explosive devices.

UT Medical Center – UT Medical Center, 1924 Alcoa Highway, Knoxville, TN 37920.  $2,000,000.  The renovation and expansion of the Family Medicine Building and Clinic at the University of Tennessee Medical Center will provide additional opportunities to offer primary care and a medical home for citizens in a 21 county region served by the Medical Center.  Enhanced space and a strong clinical opportunity will significantly improve the current residency and fellowship training programs and encourage physicians to practice in underserved areas of the East Tennessee region and utilize the medical home model. 

Strategic Investment Planning and Technology Management – Integrated Manufacturing Technology Initiative, 2025 Castaic Lane, Knoxville, TN 37932.  $3,000,000.  The project provides technology roadmaps and strategic investment plans – more comprehensive and focused investment guidance – enabling DoD to better align technology development activities to directly meet the needs of the Warfighter.  The project will multiply the return on DoD and other federal agency manufacturing technology investments by eliminating duplication of effort, increasing collaboration, and assuring that R&D resources are clearly focused on delivery maximum impact for every dollar expended.

Knoxville-Knox County CAC Transportation – Knoxville-Knox County Community Action Committee, Post Office Box 51650, Knoxville, TN 37950.  $500,000.  The funding would be used to purchase transit vehicles in order to provide reliable transportation to the residents of Knox County.

Blount Mansion Protection and Improvement Project – Blount Mansion Association, 200 W. Hill Avenue, Knoxville, TN 37902.  $280,000.  The funding would be used to upgrade and improve the National Historic Landmark.
