FUNDING REQUESTS 2011

As you know, the Constitution grants Congress the responsibility for appropriating the nation’s public funds.  This system allows for federal funds to be directed to those projects which have broad and meaningful application to the well-being of our communities, state, and nation.  In keeping with that Constitutional mandate, I receive hundreds of requests each year asking that federal funding be directed to specific projects.  After reviewing all those proposals, I submit what I believe are the most meritorious projects to the appropriate committee for consideration as possible additions to bills under their jurisdiction.  Each project is evaluated by the involved committee with only a small portion of the recommendations selected for final approval. 

Many citizens are understandably interested in the authorization and appropriations process through which federal funding priorities are established.  So, in an effort to ensure greater transparency, I support recent requirements established by Congress to provide a new openness of the process.  As part of that accountability, I have listed below those projects which I  submitted this year to various committees for consideration of federal funding.

I hope Arizonans will find this information of interest as we invest in valuable endeavors that benefit our mutual goals of improving the nation’s defense, educational system, healthcare, transportation infrastructure, quality of life, economic growth and prosperity, and long-term legacy.

WRDA 2010 REQUESTS 

 

Nogales Wash, AZ Section 902 Ceiling IncreaseThis critical flood control project began construction in April 2006 to promote flood damage reduction, mitigation, and recreation.  The project will result in channel enlargement and levee construction to protect 220 homes from a 100-year flood event.

  Tres Rios, AZ Section 902 Ceiling IncreaseTres Rios is a flood control and ecosystem restoration project with incidental water quality and recreation benefits.  The project is currently in Phase II of a five-phase construction project, and work continues on the regulating wetlands feature that will receive effluent from the 91st Avenue Wastewater Treatment facility.  Work on the flood control levees for protection to downstream communities is also underway. 

 

Tres Rios del NorteThis project is along 18 miles of the Santa Cruz River and will restore 1300 acres of riparian habitat for environmental protection, recreation, and groundwater recharge for the Arizona Indian Water Settlement Act.

 

2011 FUNDING REQUESTS

 

Project Name:  ACE Program at Maricopa County Community Colleges

Request Amount: $1 million

The ACE Program is a nationally recognized program that targets students who may not consider attending college as an achievable goal.  The unique program focuses on at-risk youth and is specifically designed to help students make a smooth transition from high school to an accredited community college, then continue on to a university in order to complete a bachelor's degree.  Identifying eligible high school sophomores, the program then assists juniors and seniors in enrolling in college courses while still attending high school.

 

Project Name:  Arizona Department of Public Safety Enhancement Project

Request Amount:  $875,000

By allowing Arizona to more fully participate in the Criminal Information Sharing Alliance network (CISAnet), it would be part of a ten state law enforcement partnership that would share real-time information on criminal activity.  This would be very beneficial in light of Arizona’s southern border which violent Mexican cartels use to move humans, illegal drugs, weapons, stolen vehicles, and money into the interior of the United States.

The requested funding would be used to continue and expand free glaucoma/vision screenings, follow up and treatment services for high risk populations, including seniors, Hispanics, African-Americans and people with Diabetes or high blood pressure.

 

Project Name:  Arizona Meth Project

Request Amount:  $1 million

The Arizona Meth Project is dedicated to helping teens and young adults in Arizona reject methamphetamine by influencing attitudes through high-impact advertising.  The project employs a variety of approaches to deliver research-based Meth education messages to the Arizona public.  This includes a pervasive media campaign reaching the target population through TV, radio, billboards, print and the Internet.  According to Arizona Attorney General Terry Goddard, “Between 2006 and 2008, the ARIZONA METH PROJECT, in conjunction with increased local law enforcement and youth education programs, helped decrease meth use in Arizona by up to 50 percent in many age groups.”

 

Project Name:  Arizona Phoenix-Tucson Rail Project

Request Amount: $4 million

Intended Recipient: Arizona Department of Transportation

Interstate 10 between Phoenix and Tucson is a major bottleneck in one of the busiest transportation corridors that stretches east-west across the United States.  Having been selected by the U.S. Department of Transportation as a Corridor of the Future, this is clearly an important corridor in moving both people and transportation.  Providing an alternative mode of transportation for people traveling from southern Arizona to Phoenix and back again will reduce congestion, enhance air quality and increase safety on this major corridor. 

Project Name:  Arizona Science Center’s Satellite Science Program

Request Amount:  $651,326

This requested funding would expand upon a successful pilot science after-school and camp program through the Arizona State Department of Education in low income, minority area schools in three cities and 16 schools across the state.  The funding would be used to conduct semester-long weekly after-school programs and week-long camps that will offer experiences in project-based science and engineering to low income and minority children, populations that are under represented in classes and professions of biology, medicine, engineering, natural and physical sciences.  The funding would be used for personnel and materials to provide resources for Satellite Science camps and outreach efforts.

Project Name:  Arizona Science Center’s Science on Wheels Program

Request Amount: $662,596

Intended Recipient:  Arizona Science Center

This requested funding would support the Science on Wheels Program, which brings motivating and engaging hands-on science activities and demonstrations to low income and minority school children in grades K-8 and children in community programs, ages 6-12, throughout the state of Arizona.  The program would help to develop an interest in science learning among low income and minority children, populations that are under represented in classes and professions of biology, medicine, engineering, natural and physical sciences.  The funding would be used for personnel, vehicles and materials to provide resources for regional and statewide outreach.

 

Project Name:  Arrowhead Ranch Water Reclamation Facility Blowers, Glendale

Request Amount:  $907,500

Intended Recipient:  City of Glendale

Replacing the existing, inefficient, and unreliable blowers with high energy efficient blowers will significantly reduce power costs and carbon emissions, and ensure the plant meets effluent compliance requirements.  This will save approximately $230,000 in annual costs and 1,128 metric tons CO2 equivalent.

 

Project Name:  Avondale City Center Transit Facility    

Request Amount:  $9.52 million

Intended Recipient:  City of Avondale

This proposed park-and-ride will provide intermodal connectivity to the regional transit system and Light Rail Transit service for many West Valley residents, including those from Goodyear and Tolleson,  in addition to Avondale.  As a commercial core in the area, this location will also allow riders to easily access businesses as part of their commute while also relieving congestion, improving air quality because of a decreased number of vehicles on the road, and enhancing traffic safety.

 

Project Name: Bilingual Nursing Program at South Mountain Community College

Request Amount:  $613,900

Intended Recipient:  Maricopa County Community College District

This requested funding would continue the Bilingual Nursing Program at South Mountain Community College, which recruits and graduates nursing students proficient in English and Spanish.  The program would ultimately assist in reducing the nursing shortage, continue recruitment of nursing students from under represented populations, and continue to address the language barrier in health care.

 

Project Name:   Bullion Plaza Cultural Center

Request Amount:  $500,000

Intended Recipient:  Bullion Plaza Cultural Center and Museum

                            Miami, AZ 85539

Upgrading the electrical, heating, and cooling systems to an 87 year old building that is the jewel of the community.  The building serves as a museum as well as hosting community events that provide ongoing economic development opportunities for the town of Miami, AZ.

 

Project Name:  Carl Hayden Community Center

Request Amount:  $900,000

Intended Recipient:  Chicanos Por La Causa, Inc.

This project will go largely to rehabilitate a building, but will also provide start up costs for a workforce development center and computer lab that will offer much needed life skills and work readiness development to disadvantaged minority youth and young adults (ages 15-25).  Adding this workforce development component to the programs already offered at this location would assist the area’s at-risk youth with constructive direction on how to successfully pursue employment opportunities and avoid the negative lifestyle choices/behavior that are prevalent in this community.  It will provide a full array of services that range from resume writing and computer skills to small business training.

Project Name:  Central Mesa LRT Extension Project Development

Request Amount:  $8.5 million

Intended Recipient:  Valley Metro Rail, Inc. (METRO)

The purpose of the Central Mesa LRT Extension is to improve mobility, decrease congestion,  and provide additional capacity in the alignment.  The project is intended to connect the Central Mesa alignment with major activity and employment centers located east and west of the project alignment, such as Downtown Phoenix, Downtown Tempe, Sky Harbor International Airport, Arizona State University (ASU), the proposed Mesa Gateway Area, and the ASU East Polytechnic campus.  The project will also enhance multi-model connectivity to the newly constructed Mesa Link BRT that currently serves East Mesa, including Superstition Springs Mall.

 

Project Name:  City of Glendale’s Recreation After-School Programs

Request Amount:  $298,000

Intended Recipient:  City of Glendale

This requested funding would provide for the expansion and enhancement of the Glendale Recreation After-School Program (GRASP) and the Workforce Development Program.  The programs would be expanded to provide educational and enrichment classes such as health and nutritional programs, specialized tutoring and mentoring assistance, culture awareness events and additional self enhancement classes that prepare at-risk teens for the workforce.  The programs would assist at-risk teens between the ages of 15 and 18 to become better citizens by learning skills that will enhance their opportunities in school through community and local government projects as well as internships. 

Project Name:  City of Phoenix Emergency Operations Center

Request Amount:  $1 million

Intended Recipient:   City of Phoenix

The funding would be used to replace the City of Phoenix’s current Emergency Operations Center (EOC), which lacks sufficient size to accommodate essential personnel, as well as the additional communications and technology systems required to meet the region’s capacity and functionality emergency needs.  These shortcomings were clearly evident during a recent Homeland Security exercise (TOPOFF 4) which exposed the existing center’s deficiencies.  This project will produce an EOC suitable for Phoenix's stature as the 5th largest city in the United States.

 

Project Name:  Construct Communications Facility Addition

Request Amount:  $10 million

Intended Recipient:  Luke Air Force Base

These funds would be used to consolidate critical communication functions from seven inadequate facilities, many of which have insufficient wiring and back-up power, into a single, modern Communications Center.  This proposed centralization will provide significant productivity enhancements, operational benefits, increased security, and infrastructure support cost savings.

 

Project Name:  Construct EOC/ICC Facility

Request Amount:  $7 million

Intended Recipient:  Luke Air Force Base

This construction project would replace and update Luke Air Force Base’s Emergency Operation Center/Installation Control Center (EOC/ICC).  The Center will support the wing command post, crisis action team, emergency communications center (command post control, fire dispatch, and security forces dispatch), emergency support force (civil engineering, fire department, medical, bioenvironmental, etc.) and the incident commander.  The current facility is undersized, does not meet the requirements of Homeland Security Presidential Directive-5, and is only 300 feet from the perimeter fence that borders on a highly used road.

  

Project Name:  Digital Evidence Data System

Request Amount:  $550,000

Intended Recipient:  City of Glendale

This is a critical digital system that will provide the City of Glendale with a centralized storage of electronic evidence resulting in faster and more accurate investigations, facilitating a higher success rate when investigating and prosecuting crimes.  It will also reap a substantial cost benefit due to the elimination of multiple data systems, while also providing increased protection of material. When combined with the City’s West Valley Information Sharing Network, it may be possible for smaller cities to piggy-back on this system.  

   

Project Name:  Domestic Violence Advocacy and Prosecution Program

Request Amount:  $3.231 million

The City of Phoenix is seeking to more aggressively hold the perpetrators of domestic violence accountable for their actions.  Therefore, it is seeking to institute a three-year plan that acknowledges victims are often unwilling to testify out of fear of retribution from their assailants, by providing those victims with trained advocates and prosecutorial resources that can help them break free from the cycle of violence.

 

Project Name:   Glendale Alternatives Analysis

Request Amount:  $4.5 million

Intended Recipient:  Valley Metro Rail, Inc. (METRO)

The long-range transportation goal of the Regional Transportation Plan is to provide a safe, efficient, economical, attractive, and integrated multi-model transportation system that offers convenient, accessible, and affordable mobility for all people and the movement of goods.  In support of this goal, the Glendale Corridor light rail project will provide a valuable transportation alternative for commuters, students, shoppers, and others in need to get across town by connecting downtown Glendale and the northeast Phoenix area with Downtown Phoenix, Sky Harbor International Airport, Tempe Gateway Development Area, Arizona State University, and Downtown Tempe.  This will provide a valuable reduction in the number of vehicles on the area’s overcrowded roadways.

Project Name:   Glendale Business Incubator

Request Amount:  $1 million

Intended Recipient: City of Glendale

The purpose of the incubator is to provide new and emerging businesses the technical support they need at minimal cost, thereby, fostering companies through programs and services that will assist them in becoming viable companies.  This is a valuable investment in the future that “seeds” private sector commercial growth, producing successful firms that will be able to strengthen the economy and provide locally produced jobs. 

 

Project Name:  Glendale Municipal Airport Security Equipment

Request Amount:  $1.425 million

Intended Recipient: City of Glendale

After September 11th, airport security has been heightened and there is now a need for general aviation airports to install security equipment.  The University of Phoenix Stadium (home of the NFL Cardinals), the Jobing.com Arena (home of the NHL Coyotes) and the Los Angeles Dodgers and Chicago White Sox Training Facility are all located within the Glendale Municipal Airport’s three mile radius of air space.  The venues have large populations during events and the airport has seen a dramatic increase in operations, making it imperative to provide appropriate security measures.

   

                                                  

Project Name:  HIV/AIDS Community Center Renovation Project

Request Amount:  $3.6 million

Intended Recipient:  Southwest Center for HIV/AIDS

The requested funding would assist in a coordinated effort with the City of Phoenix and private support to renovate a local community center to provide more space for community classrooms, clinical trial laboratories, exam and counseling rooms, and space for a primary care health care clinic partnered with Arizona’s largest public HIV/AIDS family primary care clinics.

 

 

Project Name:   Hoover Dam Bypass Bridge

Request Amount:  $8.1 million

Intended Recipient:  Arizona Department of Transportation

Since 1964, more than 500 accidents have occurred along SR 93 from Nevada milepost 2.2 and Arizona milepost 1.2 (a 3.4 mile stretch of highway including the dam).  Commercial trucks were involved in 96 of these accidents.  In each accident the cause was partially attributable to sharp curves, narrow highway widths, insufficient shoulder widths, poor sight distance and slow travel speeds.  When completed in Fall of 2010, this new route will improve safety and dramatically reduce congestion problems at this dangerous bottleneck.  

Project Name:  Human Genomics, Molecular Epidemiology and Clinical Diagnostics for Infectious Diseases

Request Amount:  $2 million

Intended Recipient:  Translational Genomics Research Institute

The purpose of the project is to take a rapid diagnostic tool as developed by TGen and move it toward clinical validation.  The resulting protocol will have considerable utility and benefit to the U.S. military and civilian patients suffering from burn wound infections, by improving patient outcomes.  In addition to the valuable health and well-being benefit, this will provide potential cost savings as a result of more effective interventions and treatment.  Furthermore, it is believed that this could serve as a prototype for similar assays to be used throughout the clinical setting to rapidly detect infections including those resistant to antibiotics.

                                      

Project Name:   International Arid Lands Consortium

Request Amount:  $850,000

Intended Recipient:  University of Arizona

This project funds a consortium of universities whose members submit projects for competitive funding that focus on achieving research and development, educational and training initiatives, demonstration projects, workshops, and other technology-transfer activities applied to the development, management, restoration, and reclamation of arid and semiarid lands in the United States, the Middle East, and elsewhere in the world.  This ongoing applied research, with an international component that leverages valuable knowledge, enables researchers to solve problems critical to U.S. farmers and communities in arid and semiarid regions, which ultimately benefits U.S. consumers.

 

 

Project Name:   Kolb Studio Restoration at the Grand Canyon

Request Amount:  $100,000

The restoration of the historic Kolb Studio, an iconic building in Grand Canyon Village, will benefit visitors, scholars, and researchers in understanding the Grand Canyon's pioneer history.

 

 

Project Name:  Law Enforcement Technology

Request Amount:  $713,000

Intended Recipient:  City of Surprise

The City of Surprise Police Department serves a current and planned area of over 300 square miles.  Experiencing a substantial increase in the number of incidents over the last several years, (from 92,596 incidents in 2008 to 100,970 in 2009) the City has a significant need to upgrade their mobile data computers, in-car cameras, and electronic citation writers.  This technology will allow officers to maintain a greater presence in the field, increase law enforcement data integrity, and enhance the effectiveness of their public safety role.

 

 

Project Name:  Maricopa County Court Tower Solar Project

Request Amount:  $1.5 million

Intended Recipient:  Maricopa County

Project will fund a 150kW solar array on the roof of the Maricopa County Court Tower building.  The project will decrease carbon dioxide by as much as 2 tons/year, improving air quality; save $36,000 in annual energy costs; and enhance public safety in the event of a power outage in the Court facilities.

 

                                               

Project Name:   Maricopa Integrated Health System ARK project

Request Amount:  $2.93 million

Intended Recipient:  Maricopa Integrated Health System

The requested funding would be used to expand and transition to an Electronic Medical Record (EMR) system to increase access to medical specialty care services at several health care clinics and centers.  The transition will lower patient costs, avoid medical errors, provide superior preventive care and lower health care costs.    


                      

Project Name:  Maricopa Integrated Health System (MIHS) Graduate Medical  Education Project

Request Amount:  $7.5 million

Intended Recipient:  Maricopa Integrated Health System

The requested funding would assist MIHS in expanding their Graduate Medical Education (GME) project by purchasing new equipment and expanding office space.  By expanding the GME facilities, the funding will enhance the program in a state that is in dire need of new physicians and improve health care for a growing, aging and under-served community.

Project Name:   Maricopa Integrated Health System (MIHS) Medical Equipment

Request Amount:  $3.478 million

Intended Recipient:  Maricopa Integrated Health System

The requested funding would be used to replace current medical equipment that is at the end of its lifespan.  This would ensure Arizonans continue to receive high quality health care services and expand the MIHS workforce.

 

 

Project Name:  National Institute on State Policy on Trafficking of Women and Girls

Request Amount:  $500,000

Intended Recipient:  Center for Women Policy Studies

The Center for Women Policy Studies works with state legislators and community leaders nationwide on formulating state-level policies that address issues associated with the trafficking of women and girls into the United States.  The requested funding would be used to focus on working with states interested in providing effective victim services, supporting community-based organizations that serve victims of trafficking, and educating the public about international trafficking.  The intended result is to reduce the number of women suffering from denial of their basic human rights.

 

 

Project Name: National Urban Fellows’ Public Policy Initiative

Request Amount:  $500,000

Intended Recipient:  National Urban Fellows

This requested funding would support the design and launch of a new Public Policy Fellows Program.  The new program would help to cultivate and prepare the next generation of diverse leaders for careers in non-profit and government organizations.  The program would build on the current model, which consists of a 14-month fellowship program that combines a full-time MPA degree program with a nine-month leadership and management practicum, but will culminate in a MPP degree.  The funding would also explore and solidify infrastructure for the program, including the selection of a university partner, mentorship outcomes, leadership curriculum and various sustainable funding models.

Project Name:  NCJFCJ Judicial Training, Research and Technical Assistance  Project

Request Amount:  $3 million

Intended Recipient:  National Council of Juvenile and Family Court Judges

Through this program, the National Council of Juvenile and Family Court Judges (NCJFCJ) seeks to ensure that courts and juvenile services are kept current on successful methods of improving outcomes for children and teenagers brought into the judicial system.  By providing judicial education nationwide on matters related to juvenile delinquency and child abuse and neglect; providing national statistics on juvenile justice; and providing technical assistance to judges and courts to improve their effectiveness, the organization’s programs help ensure that judicial and related professionals are appropriately equipped to respond to juvenile delinquency and victimization, and that juvenile delinquents are held accountable for their actions but receive the services needed to become contributing members of society.

 

 

Project Name:   Operation Quality Time After-School Program

Request Amount:  $600,000

Intended Recipient:  Operation QT, Inc.

The requested funding will support after-school programs in over 20 schools, K-12, located in economically disadvantaged areas.  By giving these students supervised after-school academic and recreational programs, they have healthy alternatives to gangs, drug or alcohol abuse, and juvenile crime activities, while also building self-esteem and community awareness.

 

 

Project Name:  Pascua Yaqui Tribe Master Drainage Plan

Request Amount:  $4 million

Intended Recipient:  Pascua Yaqui Tribe

This continues planning and implementation of the Pascua Yaqui Drainage Master Plan.  The project will address safety, economic, and transportation problems resulting from flooding and drainage issues by providing a systematic approach for solving existing and future drainage issues within the Tribal lands and the surrounding communities.

 

 

Project Name:  Phoenix Art Museum’s Collection Management System

Request Amount:  $432,112

Intended Recipient:  Phoenix Art Museum

This requested funding would support the purchase of hardware and software to produce and store digital images that will expand the visual record of the Museum’s collection and that illustrate the general history of art to facilitate the Museum’s educational activities onsite and in the community.  The funding would be used to establish a Collection Management System and Digital Asset Management System that together will fully document art objects, while providing secure and segmented access to legal and contextual information for both internal and public use.  These systems would support a wide array of activities, including required professional practices related to managing physical assets, as well as mission-critical educational functions such as off-site programs for schools and senior centers, website content support, and research for staff and outside scholars.

 

 

Project Name:  Phoenix Children’s Hospital Central Energy Plant Expansion

Request Amount:  $6 million

Intended Recipient:  Phoenix Children’s Hospital

This project provides energy for a critical care facility based on innovative power technology currently being used in the desert environment in Saudi Arabia.  The unique and innovative energy plant will provide chilled water, hot water, and a power generator for a 320 bed facility.  Using variable frequency drives, the system regulates power consumption based on need, and reduces energy consumption by more than 17 percent.  This is the first use of this type of energy system in a critical care facility.

The current electronic storage systems maintained by the Phoenix Police Department were acquired at a time when technology was considerably less sophisticated than the types of evidence processing and crime scene investigative techniques employed today.  As such, the City’s storage systems are inadequate in managing the volume and type of electronic evidence now being collected, such as high resolution crime scene photos, video surveillance, as well as images and notes captured by the Crime Lab during evidence processing.  The improvements being sought with this funding will greatly enhance law enforcement’s ability to investigate and prosecute criminal activities.

As the last asphalt taxiway at the airport, Alpha is spalling and cracking throughout the two-mile stretch.  The condition is so serious commercial planes do not use the taxiway because of the potential damage to jet engines from “foreign object debris.”  With traffic limited to small propeller driven aircraft, even those planes are required to use other taxiways at night because there is no appropriate lighting on Alpha.  This causes unnecessary congestion at what the Federal Aviation Administration has rated as the 10th busiest airport in the United States.  The requested funding would modernize the taxiway.

 

Project Name:  Phoenix West Light Rail Extension

The $2 million appropriation will help fund the Phoenix West Alternatives Analysis phase and continue towards supporting the goals and objectives of the voter approved Regional Transportation Plan.  Regional sales tax (Proposition 400) revenues approved by voters in 2004 are funding the local share of the project.  This high capacity transit project will expand the METRO system’s demonstrated ability to improve mobility and promote sustainability in the region.

Project Name:   Pima County Wastewater Treatment Facility Central Laboratory Upgrade

Project Name:  Rapid Criminal Identification Project

With the acquisition of the equipment being requested, fingerprints can be taken of legally detained subjects by patrol officers in the field and transmitted to the Arizona Automated Fingerprint Identification System to be searched against fingerprints from approximately two million subjects who have had contact with law enforcement in Arizona.  Unlike traditional live-scan systems, results of this check will be returned to the officer in a matter of minutes, granting officers valuable information when deciding to release, arrest or issue citations to subjects.

The project restores riparian habitat along an eight mile stretch of the Salt River from 19th Avenue to 83rd Avenue.  The project will join the Rio Salado and Tres Rios habitat restoration projects.  It corrects years of ecosystem damage to the Salt riverbed and encourages private investment that will revitalize the community adjacent to the river.  The project provides 16 miles of regional trails and 1,140 acres of habitat for Arizona wildlife.

 

 

Project Name:  Roosevelt School District Sustainable Science and Engineering Park

This program allows leading university researchers, investigators and their institutions in partnership with industry to engage in focused, results-oriented projects directed at developing biologically, economically, and environmentally sustainable shrimp farming in the United States for the purpose of developing an internationally competitive production system.  A portion of the funding also will strengthen the breeding program and enhance molecular capabilities to facilitate disease monitoring and genetic solutions efforts.  Additionally, researchers will be able to determine the mechanisms of disease resistance for protection of farmed and native shrimp stocks, and address market and product quality issues for U.S. label and consumer safety assurances.

The Central Arizona Salinity Study (CASS) examines the problems created by importing highly saline water, human activities that concentrate salts, and the lack of drainage needed to export salts in central Arizona.  CASS serves to coordinate the participating agencies and communities in order to efficiently and effectively identify and assess salinity problems and develop possible solutions for central Arizona's growing salinity issues.  The next phase of the study will review the viable options for concentrate management and put into place a demonstration project to test different concentrate management processes.

 

 

Project Name:   South Central Light Rail Feasibility Study

Project Name:  Southern Arizona Buffelgrass Mitigation on Federal Lands

This research will aid in identifying genetic characteristics of plants that will enable robust food production; identifying new methods of water management to optimize agricultural production; and solving many other agricultural problems related to water, plants, and arid land agriculture.  The funding will allow for the development of innovative plant biotechnology advances in agriculture in arid and semi-arid regions.  The programs objectives include evaluating tolerances in desert plants and arid lands crops, impacts of stress on plant pests and beneficial organisms, and genetic modifications of plants for adaptability to arid regions.  While these efforts will certainly improve conditions for agricultural producers, it also has the long-term benefit of improving responsible land and water management for the future.

 

Project Name:  State Route 347 Grade Separation Project

State Route 347 is the City of Maricopa’s “Main Street.”  The Union Pacific Rail Road currently crosses this busy thoroughfare with roughly 60 trains every day at speeds in excess of 50 mph.  With the completion of double tracking this year, rail traffic will increase to 80 trains a day and speeds will accelerate to 70 mph.  With a population of 45,000 and nearly 34,000 vehicles crossing this rail line each day, the intersection poses a significant safety hazard.  In addition, there is an obvious congestion problem created by having to halt traffic for each train.  The funding being requested would be used to initiate the steps necessary to execute a viable alternative that allows traffic to safely negotiate over the tracks.

The Department of Defense continues to work with the Department of Veterans Affairs, Department of Health and Human Services, academia, and industry to focus on gaps in the scientific study and treatment of TBI in war fighters.   The funding being requested would allow researchers with years of experience on tracking Alzheimer’s Disease to incorporate their knowledge on the brain into relevant work that develops real solutions for today’s warfighters in such areas as therapeutic drug discovery, neuropsychiatric and biochemical breakthroughs, the study of rehabilitation treatments focused on cognitive functioning, and brain imaging.

Project Name:  U.S – Mexico Transboundary Aquifer Assessment Program

Design of 67th Avenue Bridge Over The Salt River

Intercity Passenger Rail Between Phoenix and Tucson

Palo Parado Road and Bridge

Paratransit Vehicle Procurement
