Norton Ranked 19th “Most Influential” and 16th in "Legislative Power” 

The 110th Congress has been one of Congresswoman Eleanor Holmes Norton’s most productive legislative sessions, with 37% of the 55 bills she introduced becoming law.  She also saw 13 of her bills pass or have a hearing in the House.  This rate for signing into law, as well as of House passage of a member’s bills is very rare and helps explain why Norton is ranked 19th “most influential” and 16th in “legislative power” among the 440 members of the House by an outside organization, Power Rankings. Among the bills that passed the House was the D.C. Voting Rights Act, which fell three votes short of the 60 required in the Senate.
