Project: CSU Agricultural Research Initiative (ARI),

Project Description: ARI competitively funds science and best management research related to climate change, air quality, greenhouse gas emissions, and carbon sequestering; food safety and security; water quality, infrastructure, and conveyance; and public health and welfare.  Most funded research takes place in California, but results are available in the public domain, and are applicable to improving agriculture and environmental practices throughout the nation, and increasing industry, consumer, and public policy makers' accessibility to "real time" scientifically based information about pressing issues. Charles B. Reed, Chancellor, California State University, is the designated recipient of these funds. ($3 million)



Project: California County Pest Detection Augmentation Program- Pest Detection funded through Animal Plant Health Inspection Service, U.S. Department of Agriculture.

Project Description: The California County Pest Detection Augmentation Program is a statewide program maintains a network of insect traps and other detection tools to serve as an early warning system against serious agricultural pests and supports our agricultural product export programs. AG Kawamura, Secretary of Agriculture at the California Department of Food and Agriculture, is the designated recipient of these funds.   ($1.35 million)

Project: California State University, Bakersfield Energy Center, funded through the Department of Education, Higher Education.

Purpose: The CSUB Energy Center will provide consultation and research services, offer specialized educational trainings, disseminate public policy reviews and recommendations, and provide public professional development opportunities related to energy efficiencies. The Center will place CSUB student interns at energy-centered businesses and will also coordinate summer camps for K-12 students interested in energy/environmental issues.

Project: Adventist Health Patient Safety and Quality Improvement Initiative: Disseminating Best Practices System-Wide and to the Nation

Project Description: This funding will be used to implement Phase 2 of the Initiative, which seeks to further improve the system's culture of safety, as well as patient outcomes and patient satisfaction scores, and develop and publish textbook materials for hospitals across the United States. Project: Water Resources Policy Initiative at the California State University

Project Description: The State of California has set a goal of 20% per capita water consumption reduction by the year 2020. The funding would be will be used support 8 to 12 funded projects focused on water conservation, improved management, reuse and desalination to improve California’s water supply. ($1.2 million)

 

Project: California State University, Bakersfield Doctorate in Educational Leadership (Ed.D.) Program

Project Description: The funding would be will be used to a Doctoral Program in Educational Leadership (Ed.D. program) at CSUB designed to prepare K-14 educational leaders with the capacity to reform and ensure quality teaching in our schools. ($250,000)

Project: Rape, Abuse & Incest National Network (RAINN)

Project Description: RAINN is seeking a FY09 appropriation to support the nationally significant anti-sexual assault initiatives that are authorized by Congress at $3 million annually. These include two national hotlines for sexual assault victims, as well as RAINN's public education and outreach programs regarding the incidence of sexual violence and rape prevention, prosecution, and recovery. ($3 million)

Project Description: In order to respond to the substantial gang violence and methamphetamine production problems in the Central Valley, the California Department of Justice is requesting $750,000 in Justice funding. This funding will be used to support MNVT operations in California's Central Valley. Specifically, the proposed funding will be used to help cover the substantial costs associated with personnel, overtime, wiretapping charges, translation services, and equipment.  ($750 thousand)

Project: State Route 198 / 19th Avenue Interchange

Project Description: An interchange at this location will enhance the operation and safety of the route by providing improved access control. It will improve the connectivity of the corridor between two highway systems - Interstate 5 and SR 99. In addition, the closure of two at-grade crossings is part of the project, which will further enhance the safety and connectivity of the highway. An interchange at this location will improve access to jobs, housing, and commerce and will improve the safety for the employees and patrons of the businesses in the Lemoore Industrial Park. ($3 million)

 

Project: Veterans Boulevard and SR-99 Interchange

Project Description: Funding would go toward the Project Approval Report, environmental document and preliminary right-of-way for the development of the Veterans Boulevard freeway interchange at State Route 99. The interchange is a critical element to alleviate congestion at the Shaw Ave/SR-99 and the Herndon Ave/SR-99 interchanges. ($3 million)
 

Project: Community Medical Foundation (Terry’s House)

Project Description: Community Medical Centers (CMC) is the largest hospital system in the San Joaquin Valley, and houses one of only five Trauma Center level 1 (highest acuity) centers in the state. The Level 1 Trauma Center, Burn Center, and Level III neonatal intensive care unit serves nine counties from Los Angeles to Sacramento, and west to the Pacific Ocean. Over the past decade, Community has contributed to the revitalization of downtown through construction of a six-floor Critical Care Tower and an Ambulatory Care Center, serving as an anchor for other business entities to locate to or stay in the downtown area. It is well established that family and loved ones play a vital role in the healing process. However, for low-income families who live outside of Fresno, extended stays near loved ones can be cost prohibitive.  Project funding will be used to complete the construction and furnishing of Terry's House, a home away from home for families of loved ones receiving care at CRMC. Terry's House, a 17,000 square foot home near CRMC, will provide 20 guest rooms with private baths, a family resource center, and more. Each guest room will accommodate 6-8 people. ($1,000,000)

Project: California State Route 46 Widening

Project Description: State Route 46 carries substantial interregional traffic from the San Joaquin Valley to the central California coast, including commercial trucks. Its two-lane construction requires vehicles to pass using the oncoming traffic lane, increasing the risk of a head-on collision. The proposed median and added lane in each direction will help eliminate vehicles passing in the opposing traveled lane and reduce head-on collisions by separating the opposing traveled ways. It would also improve connectivity as an alternative goods movement corridor to the heavily traveled 101 and 99 corridors, which have few viable connector routes between them. Funding would go to Segment IV of the State Route 46 widening project, which extends from Brown Material Road to Interstate 5.  ($5 million)

 

Project: 13th Ave Widening/Reconstruction Project

Project Description: The Project will extend street widening and reconstruction improvements, both north and south of the Hanford Learning Center Development, to increase capacity of the street from two to three travel lanes. Construction of additional travel lanes will reduce travel delays and associated greenhouse gases. The project will also improve safety within the corridor by constructing a raised median to separate Northbound and Southbound traffic. Sidewalks, street lighting and additional travel lanes will allow bicyclists and pedestrians to safely utilize the roadway. ($1.2 million)

Project: High Speed Rail Heavy Maintenance Facility Water and Sewer Project

Project Description: This project is for the design and construction of water and sewer infrastructure needed to support the future high-speed rail heavy maintenance facility for Fresno. It consists of the construction of new pipelines wells and sewer lift stations that are needed to extend the services to the new facility. ($2 million)

 

Project: San Joaquin Valley Air Pollution Reduction Program

Project Description: The San Joaquin Valley has some of the poorest air quality in the country. The San Joaquin Valley Air Pollution Control District has created a plan to meet national standards by 2023. The plan relies on a variety of emissions reductions strategies, including incentive programs. The incentive program that would be funded by this request would reduce mobile and agricultural source pollution. Of the $10 million requested this year in federal funds for the San Joaquin Valley Air Pollution Reduction Program, $5.79M will be spent to replace 300 heavy-duty vehicle engines, and $4.21M will be spent on off-road agriculture source category (replacement of irrigation pumps; introduction of methane capture and control strategies). ($10 million)

 

Project: Kettleman City Water Project

Project Description: This project is for the new construction of a water treatment facility and water storage tanks to ensure an appropriate quantity and quality of water is available for the Kettleman City community to improve its quality of life, economic development, and achieve successful economic growth and stability for the region. ($3.3 million)

 

Project: South Shafter Wastewater Project, Phase I

Project Description: Design and construction of a wastewater collection system to replace 50-to-60 year-old septic systems that are aging and overused by the 600-700 low-income people who live in the unincorporated area of Smith's Corner, approximately 3/4 mile south of the City of Shafter. Project will connect to existing City of Shafter sewer trunkline. ($1.925 million)

 

Energy and Water

Project Name: Semitropic Water Storage District – Phase II Groundwater Banking

Project Description: Phase II of Semitropic's Groundwater Storage Project provides an additional 650,000 acre-feet of storage and a minimum of 200,000 acre-feet per year in dry or drought years. It is part of a proven 1,650,000 acre-feet groundwater storage facility cited in the supporting documents of CALFED Record of Decision. ($5 million)  

 

Project Name: San Joaquin River Restoration Settlement

Project Description: Budgeted activities for implementing the San Joaquin River Settlement in FY 11 including release of interim flows and monitoring of experimental projects associated with interim flows, including groundwater seepage; planning and design of channel improvements; and Water Management Goal projects, including the Friant-Kern and Madera Canal capacity restoration project.  The Bureau of Reclamation is not requesting appropriations for the San Joaquin River Restoration Fund and has budgeted only non-appropriated revenues automatically deposited into the fund from the Friant Surcharge and Friant Repayment.  With additional funding (appropriations) the canal capacity restoration project could be constructed in FY 11, and other Water Management Goal activities could be carried out, including construction of the reverse pump-back project on the Friant-Kern Canal and implementation of the cost-shared groundwater banking project assistance program. ($50 million)

 

Project Name: Isabella Lake, CA

Project Description: Funding for Army Corps to continue to do: various field work (such as trenching to characterize the Kern Canyon Fault); studies (including seismic, structural and environmental assessments and economic evaluations to assess risk); and preliminary design work to determine the steps that are needed to restore Isabella Dam to its previous condition and capacity.
