H.R. 5893 - Investing in American Jobs and Closing Tax Loopholes Act of 2010
1. Closed rule.
2. Provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Ways and Means.
3. Waives all points of order against consideration of the bill except those arising under clause 9 or 10 of rule XXI.
4. Provides that the bill shall be considered as read.
5. Provides that all points of order against provisions of the bill are waived. This waiver does not affect the point of order available under clause 9 of rule XXI (regarding earmark disclosure).
6. Provides one motion to recommit with or without instructions.
7. Waives clause 6(a) of rule XIII (requiring a two-thirds vote to consider a rule on the same day it is reported from the Rules Committee) against any resolution reported from the Rules committee through the calendar day of Sunday, August 1, 2010.
RESOLUTION
Resolved, That upon the adoption of this resolution it shall be in order to consider in the House the bill (H.R. 5893) to amend the Internal Revenue Code of 1986 to create jobs through increased investment in infrastructure, to eliminate loopholes which encourage companies to move operations offshore, and for other purposes. All points of order against consideration of the bill are waived except those arising under clause 9 or 10 of rule XXI. The bill shall be considered as read. All points of order against provisions in the bill are waived. The previous question shall be considered as ordered on the bill to final passage without intervening motion except: (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Ways and Means; and (2) one motion to recommit. Sec. 2. The requirement of clause 6(a) of rule XIII for a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House is waived with respect to any resolution reported through the calendar day of August 1, 2010.
