Article I, Section 9, Clause 7 of the U.S. Constitution states, "No money shall be drawn from the treasury, but in consequence of appropriations made by law." Earmarks, the congressional direction of funding to local projects for public purposes, are part of Congress's power of the purse and are essential to the balance of powers between the branches of government. Earmarks can have significant positive impacts for our communities, our state, and our nation when they are applied responsibly.
Beginning in 2007, the House of Representatives has instituted significant reforms to protect the integrity of the earmark process and assure the proper use of taxpayers' money. In accordance with these efforts to bring greater transparency to appropriations process, earmark requests for Arkansas's First Congressional District for fiscal year 2010 are posted on this website.
It is important to note that these are requests only, and they are not guaranteed funding from the federal government. Each request must first be approved by the House Appropriations Committee and both the U.S. House of Representatives and U.S. Senate, and must be signed into law by the President of the United States in order to receive funding.
