With this funding, the University of Massachusetts, Boston would like to further develop the work begun in Iraq by Professor Padraig O'Malley, which resulted in the ”Helsinki
Agreement,” which sets out 16 principles that all parties agreed to comply with as the framework for negotiations on all issues of dispute. Professor O’Malley’s work is based on the premise that people from divided societies are in the best position to help people in other divided societies. Peace can be fostered by citizens of divided cities working together in jointly sponsored, sustainable development and environmental restoration projects that directly benefit the citizenry and build a foundation for the future.
