Base Closures and Realignment Law, 10 U.S.C. § 2687
Base Realignment and Closure (BRAC) law was established to ensure that Congress has sufficient time and opportunity to review DoD proposals that would result in the closure or realignment of significant military facilities. It also includes requirements intended to ensure that such decisions are made only after a comprehensive review of costs, impacts, and alternatives. Any recommendation to close JFCOM should only be made as part of a BRAC or 10 USC 2687 process.

Congress has required by law that every four years the Department of Defense conduct what would outside of government simply be called a strategic review of its existing plans and programs. The Department calls this process the Quadrennial Defense Review or the QDR for short. No recommendation to close Joint Forces Command was included in this report.
