Can anyone tell me if these funds for modernization are zero interest bonds that schools must repay . If this is correct than this will add to the debt limitations imposed on schools by municipalities and therefore will not help!

The funds are allocated as grants to districts for the purpose of modernization renovation and repair of schools, and are not composed of bonds which school districts must repay.
