How to Submit an Amendment for Pre-Printing in the Congressional Record
The Democratic Majority has announced that it will require every "first degree" amendment to one of the general appropriations bills to be pre-printed in the Congressional Record. The following are instructions for submitting amendments for pre-printing.
If the amendment is prepared by the Office of Legislative Counsel:
Be sure to include the member’s original signature on the amendment and when the House is in session, deliver it to the Republican Cloakroom, or have the Member put in the "Amendments" box. (The amendments box is on the first tier of the dais on the Democratic side of the Floor and is administered by the Bill Clerks. It is marked by a sign stating, "Amendments.")
If the amendment is not drafted by the Office of Legislative Counsel:
Make sure to include:

The name of the bill or resolution to which the amendment will be offered;
- The point in the bill or resolution where the amendment is intended to be offered;
- The full text of the proposed amendment; and,
- The Member’s signature on the document you submit to be printed;
