Rule Summary:
 
  1. Provides for consideration of the .Senate amendment to H.R. 2638.
  2. Makes in order a motion by the chairman of the Committee on Appropriations that the House concur in the Senate amendment with the amendment printed in the report of the Committee on Rules accompanying the resolution.
  3. Waives all points of order against consideration of the motion except those arising under clause 10 of rule XXI.
  4. Provides 1 hour of debate on the motion equally divided and controlled by the chairman and ranking minority member of the Committee on Appropriations.
  5. Provides that the Senate amendment and the motion shall be considered as read.
  6. Provides that, notwithstanding the operation ofthe previous question, the Chair may postpone further consideration of the motion to a time designated by the Speaker.
  7. Provides that the chairman of the Committee on Appropriations shall insert in the Congressional Record dated September 24, 2008, such material as he may deem explnatory of the motion.
