As members of Congress, my colleagues and I have an obligation to ensure that the Department of Homeland Security (DHS) is equipped to meet the complex challenge of protecting the American people in an increasingly dangerous world. Through my position on the Homeland Security Appropriations Subcommittee which funds all DHS functions, I have worked to ensure that the Department’s diverse components have funding commensurate with the scale of their responsibilities.

In addition, I have fought for greater federal resources to address Los Angeles’ unique vulnerabilities. Home to America’s largest port complex and one of its busiest international airports, LA’s infrastructure and size make it a prominent terrorist target. In addition, the city faces the constant threat of natural disasters ranging from deadly earthquakes to raging wild fires. I continue to advocate for better management and more considered planning at DHS to ensure that the Department is also prepared to cope with the wide array of hazards that threaten our nation’s communities and the southland.

I have also long insisted that we approach the tough task of defending the homeland with appropriate respect for the civil liberties of all Americans. Mitigating the threat posed by terrorism doesn’t require steps that are inconsistent with our oldest democratic traditions. I strongly believe that we can protect the American people without violating their constitutional rights or compromising our time honored ideals.
