Congressman Adam H. Putnam Transporation Funding Requests

All of the requests submitted to the Transportation Committee for consideration by Congressman Putnam are subject to strong guidelines established by the Congressman in order to provide a more transparent process. These guidelines are above and beyond those that are required by the House Transportation Committee, Rules of the House of Representatives, and the House Republican Conference. The standards implemented by Congressman Putnam’s office mirror those outlined in legislation he introduced at the start of the 111th Congress (H.Res. 100). In accordance with these guidelines, all of the projects requested for the Reauthorization of Surface Transportation Legislation adhere to the following:

  • All projects are directed to public entities or universities. No private organizations (outside of universities) are provided with project funding;
  • All projects include at least a 10 percent funding match from the recipient in order to ensure state and local support;
  • No projects are named after a Member of Congress, which ensures that no “monuments to me” are funded;
  • All project requests are available on-line (in a readable format) for review upon submission to the Appropriations Committee. This long-held office policy allows the constituents of the 12th Congressional District to review the important project priorities that are being requested.

DISTRICT 12 REQUESTS


The following are all requests submitted to the House Transportation and Infrastructure Committee for the reauthorization of the Safe, Accountable, Flexible, and Efficiency Transportation Act: A Legacy for Users (SAFETEA-LU), which is six year surface transportation legislation. These vital transportation projects will assist in addressing the growing transportation challenges of Central Florida. All submissions have been designated by the Florida Dept. of Transportation, and county of jurisdiction, as an eligible and priority highway program of significance to the state and region.

US 98 Six Lane Widening from Manor Drive to CR 540A$16,500,000

U.S. Highway 98 is a part of the Florida Strategic Intermodal System (SIS), assigned to transportation thoroughfares of statewide and regional importance. Polk County is located at the crossroads of Central Florida and US 98 serves through-traffic traversing the region and state. The Polk Transportation Planning Organization’s (TPO) 2030 Transportation Improvement Plan includes the proposed 6-lane widening of US 98 from Manor Drive in Bartow to SR 540 (Winterlake Road) in Lakeland. This improvement will provide a continuous 6-lane corridor between SR 60 and SR 570 (Polk Parkway), two intersecting SIS facilities. This will facilitate traffic and reduce congestion between the county seat of Bartow and metropolitan Lakeland, Florida.

US 27 Six Lane Widening between I-4 and CR 54$17,000,000

The project is a 6-lane widening of US 27 from Richie Road (adjacent to Interstate-4) to the Polk/Lake County line at US 192. This improvement will provide a continuous 6-lane corridor between SR 60 and US 192 at the Polk/Lake County line, two intersecting SIS facilities, as well as Interstate-4. Such funding will help advance the right-of-way and construction stages of the project.

Design Funding for SR 542 (Dundee Road) Widening from US 27 to SR 542$5,500,000

Funding will be used to design the widening of SR 542 (Dundee Road), from SR 549 to US 27. The project has a Project Environmental and Development study (PD&E;) completed. Requested federal funding secured for this project will help advance the design of the project, which would advance the right-of-way and construction phases.

Poinciana Parkway - Planning and Design (Phase II)$25,000,000

The Poinciana Parkway project would provide a critical regional arterial corridor within Central Florida, linking the north-central Osceola County transportation system with the western regions. The Parkway will provide a key roadway for the safety of the traveling public by creating a more direct route to Interstate I-4, and establishing an additional route for hurricane and disaster evacuations, as well as reduce congestion in a high-traffic area. Construction on Phase I is complete and funding is sought for the Phase II portion of the Poinciana Parkway.
