Residents of California's 23rd district may purchase a United States flag through my Washington, D.C. Congressional office. Flags can be flown over the U.S. Capitol to celebrate a special occasion or in recognition of a person or group. A certificate suitable for framing is included with the flag. Due to the numerous requests received, my office is unable to provide these flags free of charge.  The prices of each flag are listed below in the Flag Request Form.

Flags can also be flown on any specific date, including weekends and holidays. Each Flag is individually boxed and includes a certificate of dedication. There are some nominal fees associated with flying a flag over the Capitol, and the price varies according to the size and material of the flag you request. This cost will be passed on to you; all items are provided at cost and no profit is incurred. If you are simply ordering a flag without having it flown, requests can be expedited.

The certificate reads: “At the request of the Honorable Lois Capps, Member of Congress, this flag was flown…” (This is followed by the Certificate Inscription text that you provide.)

Important: Please mail the check to my Washington, D.C. office made out to "Lois Capps’ Office Supply Account." Normal processing time for flags flown over the Capitol is approximately eight weeks. If a rush order is needed, please indicate the date the flag is needed by, and my staff will try to accommodate your request.
