Water Resources Development Act Project Requests

Atlantic Intracoastal Waterway Commission - Florida, Georgia, North Carolina, South Carolina, Virginia

Modeled after the successful Mississippi River Commission, the Atlantic Intracoastal Waterway Commission will study the Waterway identifying and prioritizing the maintenance needs of the Waterway, but also what steps can be taken in the short term to encourage freight transportation through the Waterway and report these findings to officials within the U.S. Army Corps of Engineers' headquarters, the Office of Management and Budget and Congress: $2.0 Million

Charleston and West Ashley, South Carolina Environmental Infrastructure - Charleston, South Carolina

This project will increase and simplify the Federal authorization for the replacement of the wastewater tunnel system in Charleston, SC: Increase the authorization from $16 million to $42.8 million

Charleston Harbor Post -45' MLW - Charleston, South Carolina

This project will allow for expedited construction of the Charleston Harbor Post -45' MLW Project should the project prove feasible: Prospective authorization, no funding request needed at this time

Congaree Riverfront - Columbia, South Carolina

This project will help create a 74-acre waterfront park, providing environmental restoration and flood protection: $26.0 million

Clemson University Intelligent River - Georgia, South Carolina

The Intelligent RiverTM research program will eliminate the need for costly manual water monitoring systems: $1.5 million

Grand Strand, South Carolina Environmental Infrastructure - City of Myrtle Beach, City of North Myrtle Beach, Town of Surfside, Town of Atlantic Beach and Horry County, South Carolina

This project will combine 3 existing ocean outfall authorizations into 1 authorization, add 2 communities and increase the authorization by $10,000,000. Thee focus of all of these projects is the creation of an underground collection system to retain and discharge stormwater via underwater offshore outfalls. Because this system will end the dumping of stormwater directly onto these beaches, it will go a long way towards reducing beach closings and erosion at Grand Strand's most popular tourist beaches: Increase the combined authorization amounts from $40.0 million to $50.0 million

Georgetown, South Carolina Draining Improvements/Environmental Infrastructure - Georgetown, South Carolina

The City of Georgetown currently experiences severe flooding during moderate to heavy rainfalls in the main downtown area, having a significant impact on the two major hurricane evacuation routes out of the City, City services, and several of the community's major employers. The City is currently conducting a significant draining improvement plan that involves the construction of a new drainage pipe system (including force mains and supplementary pipes) and storm water pump systems: $3.3 million

Port of Georgetown - Georgetown, South Carolina

Currently, critical maintenance shortfalls are preventing the Port of Georgetown from realizing its full potential, the channel and harbor are well short of their authorized depth. The Corps have stated that it will take more than $9 million to return the port to its full capacity. the South Carolina State Ports Authority have stated it is willing to enter into an agreement with the Corps whereby the Authority would immediately conduct the needed dredging and be reimbursed by the Corps at a later date. This request would compel the Corps to enter into such an agreement: Federal funding will be delivered through another vehicle; this request simply requires the Corps to accept a common-sense solution in the interim.

Spring Street-Fishburne Street Stormwater Project - Charleston, South Carolina

The City of Charleston, South Carolina is in the final stages of designing a new stormwater collection tunnel and pumping system to alleviate frequent flooding within the Charleston peninsula. This project will also preserve US Highway 17 - a major Federal transportation corridor and evacuation route, in the event of tropical events - and to maintain all weather access to Federal and other important community facilities like the Veterans Hospital, Medical University of South Carolina, US Army Corps of Engineers, Charleston Housing Authority, Roper Hospital and Burke High School: Increase the authorization from $4.0 million to $6.0 million

St. George Water and Wastewater Environmental Infrastructure Project - Dorchester County, South Carolina

The St. George Wastewater Infrastructure Project will upgrade the existing St. George Treatment Plant, providing increased wastewater capacity throughout the county, in addition to direct jobs related to the project construction. It will provide service to residential and commercial users through a system of collector sewers and pump stations. The wastewater to be treated will be from both domestic and industrial sources. An industrial pretreatment program for the facility will dictate the discharge requirements for industry to ensure that effluent limits are met: $13.165 million
