2. Makes in order a motion offered by the chair of the Committee on Natural Resources that the
     House concur in the Senate amendments.
3. Provides one hour of debate on the motion, with 50 minutes equally divided and controlled by
     the chair and ranking minority member of the Committee on Natural Resources and 10
     minutes equally divided and controlled by the chair and ranking minority member of the
     Committee on Ways and Means.
4. Waives all points of order against consideration of the motion.
5. Provides that the Senate amendment shall be considered as read.
