Fiscal Year 2010 Funding Requests

Every year, my office receives hundreds of requests for funding and I do my best to help local non-profits, schools, police and fire departments, small businesses, and municipalities secure federal funding to provide services, create jobs, and grow the local economy. One of the avenues for federal assistance is through the annual appropriations, or budget, process.

Listed below are the projects I submitted to the House Appropriations Committee for consideration for fiscal year 2010 (October 1, 2009 – September 30, 2010). These requests will be reviewed by the House Appropriations Committee and the relevant federal department or agency to ensure they meet program guidelines. It is important to note that there is no guarantee that any of these project requests will be funded. This is a year-long process and the earliest that funding would be made available is late 2009/early 2010.

For each of the project requests, I have listed the proposed recipient, the address of the recipient, the amount of the request, an explanation of the request, and justification of why the project would be a valuable use of taxpayer funds. The amount of each request is based on the historical funding levels available through the relevant federal department or agency, and does not in any way reflect the merit of the project.

Accipiter Systems, Inc. – Next Generation Communications System

Funding would be used to continue the development of a high bandwidth, energy efficient data communications system. This is a valuable use of taxpayer funding because it would significantly save energy, lower operational costs, and reduce the amount of equipment space and weight needed. The requested funding would be through the U.S. Army – Armament Research, Development and Engineering Center .

Acutronic USA, Inc. – Flight Motion Simulator

Funding would be used to develop a composite structure Hardware-in-the-Loop guided weapons system flight motion simulator. This is a valuable use of taxpayer funding because it would help to efficiently and accurately test the next generation of guided weapons systems. The requested funding would be through the U.S. Army – Aviation and Missile Research, Development and Engineering Center .

Funding would be used to restore North Park Lake, the largest of the County parks, by removing accumulated sediment. This is a valuable use of taxpayer funding because the Lake is a valuable asset to the local community, providing open space and recreational opportunities to visitors. Alle-Kiski Medical Center – Bedside Medication Verification System

Funding would be used to purchase equipment, computer technology and other infrastructure needed to implement Bedside Medication Verification at Alle-Kiski Medical Center. This is a valuable use of taxpayer funding because it would ensure that the more than 160,000 patients served by the Alle-Kiski Medical Center will receive the timely and accurate administration of their medications. The requested funding would be through the U.S. Department of Health and Human Services – Health Resources and Services Administration .

Army Corps of Engineers, Pittsburgh District – Emsworth Locks and Dams

Funding would be used for the emergency replacement and repair of the Emsworth Locks and Dams, which are in an exigent condition. This is a valuable use of taxpayer funding because safe and reliable navigation of the Upper Ohio River is critical to the local economy. The requested funding would be through the U.S. Army Corps of Engineers .

Funding would be used to continue the Upper Ohio River Navigation Study in order to determine the optimal plan for maintaining safe, reliable, efficient and environmentally sustainable navigation. The requested funding would be through the U.S. Army Corps of Engineers .

Beaver County Economic Development – High Purity Magnetite

Funding would be used to purchase equipment for a demonstration plan aimed at producing high purity magnetite that can be used to remove harmful toxins from the coal burning process. The requested funding would be through the U.S. Department of Energy – Office of Energy Efficiency and Renewable Energy .

Beaver County Minority Coalition – At-Risk Youth Program

Funding would be used to provide at-risk youth programs operated by the Beaver County Minority Coalition. This is a valuable use of taxpayer funding because it will provide programs for youth in the community who are at-risk for participation in criminal activities. Beaver County Sheriff’s Office – Law Enforcement Technology

Funding would be used to purchase law enforcement technology and equipment. This is a valuable use of taxpayer funding because it would enable the Sheriff’s Office to better serve and protect the citizens of Beaver County. Bidwell Training Center – Electronic Health Record Training

Funding would be used to establish the Electronic Health Record Training Program to train students to be proficient in accurately documenting data and maintaining the electronic health record in a physician’s practice. This is a valuable use of taxpayer funding because the program will train individuals to assist in clinical duties, perform non-clinical tasks, and be proficient in all aspects of electronic record maintenance. The requested funding would be through the U.S. Department of Labor – Employment and Training Administration.

Carnegie Mellon University – Buffalo Township Accelerator Program

Funding would be used to support the development of a new business incubator utilizing the innovation resources of Carnegie Mellon University to catalyze the growth of knowledge-based companies in Buffalo Township. The Cathedral Foundation – Scottish Rite Cathedral

Funding would be used to make improvements to the Scottish Rite Cathedral in New Castle, one of the sites listed on the National Register of Historic Places. This is a valuable use of taxpayer funding because it would help restore a significant cultural asset and national treasure. Celtic Healthcare, Inc. – Chronic Disease Management

Funding would be used to deploy a combination of tele-health technologies and expert clinical oversight to improve the chronic conditions of rural western Pennsylvania residents with limited access to healthcare. The requested funding would be through the U.S. Department of Health and Human Services – Health Resources and Services Administration.

Children’s Hospital of Pittsburgh – Neurosurgery Center

Community Center and Library Association

Funding would be used to plan, design, and construct two modern facilities – a library and a community center. This is a valuable use of taxpayer funding because the new library and community center will help grow the center of town and be valuable resources for local residents. Community College of Beaver County – Air Traffic Control Program

Funding would be used to support the Air Traffic Control training program at the Community College of Beaver County. This is a valuable use of taxpayer funding because this unique training program will prepare new air traffic controllers to fill jobs at Pittsburgh International Airport and around the country. Converteam, Inc. – IPS Power Dense Harmonic Filter Design

Funding would be used to validate models of the existing DDG-1000 baseline harmonic filters through testing at the Florida State University’s Center for Advanced Power Systems Facility and to develop models for a hybrid filter design for DDG-1000 to be produced in western Pennsylvania. This is a valuable use of taxpayer funding because it would enhance performance of the hybrid filters for shipboard power systems and create jobs in western Pennsylvania. The requested funding would be through the U.S. Navy – Naval Sea Systems Command .

Crisis Center North – Domestic Violence Services

Funding would be used to provide comprehensive prevention education programming to community members and ensure ongoing advocacy and counseling services to victims of domestic violence. This is a valuable use of taxpayer funding because Crisis Center North is the only domestic violence center in Allegheny County that provides in-person, 24-hour advocacy services responding to victims in need. The requested funding would be through the U.S. Department of Health and Human Services – Administration for Children and Families .

Jameson Hospital – Emergency Room Renovation

National Character Education Foundation – Character Education Program

National Network of Digital Schools Management Foundation – Online Learning
