Grant Award Information

The Department distributes billions of dollars in grants to states, territories, urban areas and transportation authorities under programs to bolster national preparedness capabilities and protect critical infrastructure. More about each grant allocation is available at FEMA.

Homeland Security Grant Program funds planning, organization, equipment, training and exercise activities:

  • The State Homeland Security Program (SHSP) enhances capabilities through planning, equipment, training and exercise activities.
  • The Urban Area Security Initiative Grant Program (UASI) builds capabilities in 60 high-threat, high-density urban areas.
  • The Citizen Corps Program engages citizens in personal preparedness, exercises, ongoing volunteer programs, and surge capacity response.
  • The Metropolitan Medical Response System (MMRS) helps designated metropolitan areas to sustain and enhance regional all-hazards mass casualty preparedness and response capabilities and increase integration with state and federal agencies.
  • Operation Stonegarden (OPSG) provides funding to enhance cooperation and coordination among local, state and federal law enforcement agencies to secure the nation's land borders.

Other Grant Programs

The State Homeland Security Program - Tribal (SHSP Tribal) provide supplemental funding to directly eligible tribes pursuant to the 9/11 Act.

The Urban Area Security Initiative Grant Program (UASI) Nonprofit Security Grant Program (NSGP) provides funding support for target-hardening activities to nonprofit organizations that are at high risk of international terrorist attack.

Emergency Management Performance Grants (EMPG) helps state and local governments to sustain and enhance their emergency management programs' effectiveness.

Interoperable Emergency Communications Grant Program (IECGP) helps states, territories, and local and tribal governments to improve interoperable emergency communications, including communications in collective response to natural disasters, acts of terrorism and other man-made disasters.

The Regional Catastrophic Preparedness Grant Program (RCPGP) provides funding to support coordination of regional all-hazard planning for catastrophic events, including the development of integrated planning communities, plans, protocols, and procedures.

Preparedness Grants (formerly known as the Infastructure Protection Program) supports specific activities to strengthen security at ports and enhance transit, trucking and intercity bus systems:

  • Transit Security Grant Program (TSGP) supports sustainable, risk-based efforts to protect critical transit infrastructure:
    • Freight Rail Security Grant Program (FRSGP) funds security plans, vulnerability assessments and employee security awareness training.
    • Intercity Passenger Rail (Amtrak) funds Amtrak to harden underground and underwater track and tunnels against IEDs, train employees, and expand deterrence activities.
  • Intercity Bus Security Grant Program (IBSGP) focuses on vulnerability assessments, security plans and preparedness exercises for explosives and non-conventional threats.
  • Trucking Security Program (TSP) recruits highway professionals to participate in an anti-terrorism and security awareness program.
  • Port Security Grant Program (PSGP) protects critical port infrastructure from terrorism, enhance maritime domain awareness and risk management capabilities to protect against improvised explosive devices and other non-conventional weapons; and to conduct training and exercises and support implementation of the Transportation Worker Identification Credential (TWIC).
  • Buffer Zone Protection Program (BZPP) funds buffer zone plans for preventing and protecting the perimeter of critical infrastructure sites.
  • Emergency Operations Center (EOC) Grant Program improves emergency management and preparedness capabilities by supporting flexible, sustainable, secure and interoperable EOCs to address identified deficiencies and needs.
  • Interoperable Emergency Communications Grant Program (IECGP) is for planning, training, exercises and equipment to states, territories, local and tribal governments to carry out initiatives identified in Statewide Communication Interoperability Plans, and improve interoperable emergency communications for responding to natural disasters and acts of terrorism. 
  • Driver’s License Security Grant Program (DLSGP) prevents terrorism, reduce fraud and to improve the reliability and accuracy of personal identification documents that states and territories issue.
