Reichert (R-WA) and Poe (R-TX), which would replace the current pay for with $1.6 billion in unused census funds; $4.99 billion in rescissions; and $1 billion by requiring the collection of unpaid taxes by federal employees.

To make in order and provide the appropriate waivers for amendments #1, #2, #3, and #4, offered by Rep. Smith (R-TX) to H.R. 847.  Amendment #1 would limit non-economic damages. Amendment #2 would extend the deadline for claims under the September 11th Victims Compensation Fund of 2001 for 5 years.  Amendment #3 would put a limitation on payments to aliens unlawfully present in the United States. Amendment #4 would limit attorney fees.
