UPDATE: On May 5, 2009, the House Natural Resources Committee held a hearing on H.R. 1454. Read testimony and watch a video of the hearing.

This Congress I have introduced H.R. 1454, to provide for the design, issuance, and sale by the US Postal Service of a semipostal stamp to raise public awareness about a number of endangered keystone wildlife species, including African and Asian elephants, rhinoceros, tigers, great apes, and marine turtles. This semipostal stamp will be a convenient way for the public to contribute to funding for the projects supported by the Multinational Species Conservation Funds that have been authorized by Congress and are administered by the US Fish and Wildlife Service.

This is a fiscally responsible bill that will boost funding for international wildlife conservation. Any cost associated with the issuance of the stamp would be recaptured by the US Postal Service from sales, and there would be absolutely no cost to US taxpayers.

H.R. 1454 has the potential to raise a significant amount of money for the cause of international conservation. It is for this reason that a diverse group of organizations, representing millions of Americans, have endorsed this legislation. These organizations include, but are not limited to, the Humane Society of the United States; the National Rifle Association; the Association of Zoos and Aquariums, the Congressional Sportsmen's Foundation; the Wildlife Conservation Society; the Ocean Conservancy; the Nature Conservancy; Feld Entertainment; the American Veterinary Medical Association; the Dallas Safari Club; Safari Club International; and the World Wildlife Fund.
