Remote and Subsistence Harbors

This request builds on language Congresswoman Hirono had inserted in the 2007 Water Resources Development Act to ensure that harbors in remote areas that are vital to the communities they serve are eligible for assistance by the Army Corps. The change seeks to address the U.S. Army Corps Honolulu District's recurring inability to economically justify construction of general navigation features in insular islands due to high construction costs and a lack of sufficient population base and associated cargo volume demand. The language requested would exempt projects that are at least 70 miles from the nearest surface accessible commercial port with no direct rail or highway link to another community served by such a port and projects located in Hawaii, Puerto Rico, Guam, the Northern Marianas Islands, the U.S. Virgin Islands, and American Samoa.
