How do I decide to support or cosponsor a bill?

Is it Necessary?
Does the bill address a problem that is pressing for the district, state, or the nation – put simply, is it necessary? In addressing the issue before us does the bill enlarge government in any way or interjects the government into a role that it has traditionally not been involved? Even if an issue is pressing, could a State and/or private entity perform this function better or more efficiently than the federal government? Is legislation redundant or duplicative to a private, local, or existing federal program? Are the provisions of the bill allowed by an enumerated power of the U.S. Constitution? Will the legislation make government more efficient, more transparent and more responsible to the American taxpayer?

What will it Cost?
How much will the legislation cost the taxpayers? This question goes beyond a Congressional Budget Office score or increased taxes, and includes higher prices that individual citizens might have to pay or an increase in the federal bureaucracy with which they will have to interact. Further, what will be the legislation's impact on the economy? Does the legislation create new bureaucratic red tape or burden the private sector in a way that will hurt consumers and business? Will the legislation create jobs, grow the economy, strengthen our nation’s infrastructure or defense and benefit the 26th District of Texas?
