FY 2011 Appropriations Requests

Brief Overview:

Federal appropriations requests – commonly known as “earmarks” – fund important initiatives and programs that may never receive funding through the President’s budget proposal. While they are requested for specific projects, their responsible use can have widespread benefits for our communities, our state, and the nation. This is an extremely laborious process as each appropriations subcommittee has its own rules and requirements on how projects must be submitted.

The federal appropriations process involves 12 separate bills that must be enacted each year to fund the activities of the federal government. I have requested specific projects for 11 of the 12 bills. My requests focus on research (i.e., agriculture, energy, oceans); infrastructure development (transportation, housing, agricultural water, wastewater, harbors, flood control); resource protection (endangered species, environmental restoration); health; and education. I believe each of these projects has an intrinsic value; in addition, many will help provide jobs and improve the infrastructure on which our economy depends.

In compliance with new House Appropriations Committee rules and in order to make this process as transparent as possible, I am posting all of my appropriation requests on this website. On this list, you will see a few requests made on behalf of private, mostly high-tech, companies. These requests have been made with the most careful consideration and scrutiny. Even if these projects are funded, they will be subjected to a competitive bidding process by the administration, and as a result may not ultimately go to the company listed as a recipient in my request. I am including these because of my desire to support new industries and high technology businesses in Hawaii.

Not all of my requests will be funded. The various House Appropriation Subcommittees ultimately decide which projects receive funding.

Below is the list of projects I submitted for fiscal year 2011.

Agriculture:
Agricultural Development and Resource Conservation (HI) ($1,400,000)
The requested funding would be used to stimulate agricultural development in Hawaii by providing training, management, and funding assistance through Hawaii's four RC&Ds to effectively utilize the resources released by the closure of sugarcane and plantation agriculture.

Agricultural Development in the American Pacific ($750,000)
The requested funding would be used for research and outreach programs to support sustainable agriculture development in Hawaii and the U.S. Pacific territories.

Agriculture Diversification in Hawaii/Tropical Fruit Industry ($200,000)
The requested funding would be used to provide scientific and outreach support services to the Hawaiian tropical specialty fruit industry.

Alaska Native-serving and Native Hawaiian-serving Education Grants ($3,200,000)
The authorized funding provides noncompetitive grants to individual eligible institutions in Alaska and Hawaii.

APHIS Interline Inspections in Hawaii ($3,000,000)
The requested funding would be used to provide the authorized level of funding needed to conduct inspection of  outbound passengers in order to meet federal quarantine requirements.

APHIS Wildlife Services in Hawaii/Brown Tree Snake Control ($2,230,000)
The requested funding would be used to support Wildlife Services operations in Hawaii and Guam, particularly focusing on preventing the Brown Tree Snake from entering Hawaii.

Floriculture in Hawaii ($400,000)
The requested funding would be used for industry-directed research to enhance the competitiveness of the floriculture industry in Hawaii.

Geographically Disadvantaged Farmers and Ranchers ($15,000,000)
The requested funding would be used to assist geographically disadvantaged farmers in Hawaii, Alaska, and the Caribbean and Pacific Island Basin to be competitive in interstate and foreign commerce.

Hawaii Agriculture Research Center ($913,000)
The requested funding would be used to continue research to enable the Hawaii Agriculture research Center (HARC), to continue supporting Hawaii’s agriculture industry.

Honeybee Protection/Varroa Mite Containment Program ($500,000)
The requested funding would be used to suppress the varroa mite on the island of Oahu, eradicate populations on the island of Hawaii, and prevent its spread to the other Hawaiian islands.

Ka`u Agricultural Water Cooperative District Plan ($300,000)
The requested funding would be used to assist the Ka`u Agricultural Water Cooperative District in rehabilitating the Ka`u irrigation system.

Kunia Agricultural Park ($1,000,000)
The requested funding would be used to assist the State of Hawaii in designing the planned Kunia Agricultural Park to expand diversified agricultural opportunities on prime agricultural land on the island of Oahu.

Lahaina Watershed, island of Maui ($3,825,000)
The requested funding would be used to provide flood protection to residential and commercial lands in the southern part of Lahaina and to reduce the amount of sediment entering nearshore waters.

Lower Hamakua Ditch Watershed, island of Hawaii ($1,800,000)
The requested funding would be used to ensure and improve the agricultural water supply to small farmers and ranchers along the Hamakua Coast of the island of Hawaii.

Maui Upcountry Supplemental Watershed Plan-Waikamoi Flume Replacement ($1,000,000)
The requested funding would be used to create a Supplemental Watershed Plan to add the Waikamoi Flume to the Maui Upcountry Watershed Project. 

Molokai Bovine Tuberculosis (BTB) Surveillance and Control ($60,000)
The requested funding would be used to assist the Hawaii State Department of Agriculture in conducting needed BTB tests on domestic and wild cattle, goats, and swine on the east end of the island of Molokai.

Multispecies Sterile Fruit Fly Production Facility (HI) ($2,850,000)
The requested funding would be used to develop and evaluate nontoxic, environmentally suitable, and publicly acceptable technologies and processes for fruit fly control.

Pacific Basin Agriculture Research Center Construction ($10,864,237)
The requested funding would be used to complete construction of this ARS facility.

Pacific Basin Agricultural Research Center Staffing ($700,000)
The requested funding would be used to support the Center's plans to add two new scientist positions in organic/sustainable agriculture and value-added/biofuels production.

Prevention and Control of Invasive Termite Species in Hawaii ($200,000)
The requested funding would be used to assess and improve methods of termite.

Tropical and Subtropical Research (T-Star) ($9,000,000)
The requested funding would be used for tropical and subtropical research in the Pacific and Caribbean Basin.

Tropical Aquaculture Feeds Research ($1,438,000)
The requested funding would be used to facilitate expansion of the U.S. aquaculture and aquatic feeds industries and to assist suppliers and processors of agricultural byproducts and feed ingredients.

Upcountry Maui Watershed, Maui ($2,000,000)
The requested funding would be used to increase the availability and reliability or irrigation water in the Upper Kula area of the island of Maui.

U.S. Marine Shrimp Consortium (Shrimp Aquaculture) ($4,200,000)
The requested funding would be used to improve the commercial potential of existing and pending farm start-ups and help guarantee the future of domestic shrimp production.

Wailuku-Alenaio Watershed, island of Hawaii ($2,040,000)
The requested funding would be used to reduce the risk of damage due to flooding in the city of Hilo.

Watershed Planning Program ($500,000)
The requested funding would be used to provide additional staff needed to address the high demand for watershed improvement and conservation projects in Hawaii. 

Commerce, Justice, and Science:
Coalition for a Drug-Free Lanai ($25,000)
The Coalition for a Drug-Free Lanai will use the funds to support its Youth Mentoring Program, an evidence-based program to prevent or decrease the use of alcohol, tobacco, or other drugs by at-risk youth on the island of Lanai.

County of Hawaii Coastal Land Use Extension Project ($120,000)
The requested funding would provide improved protection of coastal natural resources and minimization of risks to human lives and safety on the island of Hawaii (also known as the Big Island) through technical and outreach support by the University of Hawaii Sea Grant College Program.

Ecosystem-based Management of Tropical Marine Reserves in the Pacific Region ($2,500,000)
The requested funding would support research efforts in the Papahanaumokuakea Marine National Monument.

Hawaii Fisheries Development Program ($750,000)
The requested funding would be used to assist in development of new information and technologies for both fishery management and marine aquaculture development in Hawaii and throughout the United States.

Hawaii Integrated Justice Information Sharing Program ($2,000,000)
This program will enable real-time, secure information sharing among justice and public safety agencies at various levels of government. The Hawaii Criminal Justice Data Center, an agency of the Hawaii State Department of the Attorney General, will be responsible for management of this program.

Hawaiian Monk Seal Recovery Plan Implementation ($5,700,000)
The requested funding would be used to implement the Hawaiian Monk Seal Recovery Plan.

Holistic Client and Community Services to Address Domestic Violence ($250,000)
The requested funding would be used support the Holistic Client and Community Service programs of the Domestic Violence Action Center.

Imiloa - Astronomy Education Center ($1,500,000)
Imiloa serves to unite efforts to advance knowledge of Hawaiian culture and astronomy, deepen understanding and respect of both, and thereby create opportunities for generations of young people.

International Pacific Research Center, University of Hawaii ($3,000,000)
The requested funding would enable International Pacific Research Center to continue and enhance its work to increase understanding of climate variability in the Asia-Pacific region.

Kauai County Law Enforcement Technology Improvements ($500,000)
This project would support upgrades to Kauai County’s radio system. 

Kauai County Substance Abuse Prevention Initiative ($150,000)
The purpose of this initiative is to educate and support Kauai’s families in order to significantly reduce problem behaviors, delinquency, and alcohol and drug abuse in children as well as improve social competencies and school performance.

Marine National Monument Shipwreck Removal ($9,600,000)
The requested funding would be used to remove two sunken fishing vessels from the reefs at Kingman Reef and Palmyra Atoll National Marine Refuges, both of which are components of the newly proclaimed Pacific Remote Islands Marine National Monument.

Maui Economic Opportunity BEST Reintegration Program ($750,000)
The requested funding would allow BEST to assist 160 persons in prison before release, over a 12-month period, with pre-employment training classes, cultural activity, specialty classes for women, family reunification, cognitive skills, and case management.

National Center for State Courts ($2,000,000)
This project will provide training, education, research, and technical support to all state court systems in the United States.

Protected Species Habitat Restoration at Kure Atoll Papahanaumokuakea Marine National Monument ($100,000)
The requested funding would be used to restore critical habitat for numerous protected species on Kure Atoll in the Papahanaumokuakea Marine National Monument.

Sexual Assault Response Services, YWCA of Hawaii Island and YWCA of Kauai ($625,000)
The requested funding would be split evenly between the YWCA of Hawaii Island and the YWCA of Kauai to help both organizations meet the needs of their respective communities.

Study of Coral Health and Disease, Hawaii ($1,200,000)
The proposed facility in Hawaii will be located four miles inland and designed with the same closed cycle restrictions and biocontainment procedures incorporated into NOAA’s Charleston laboratory that studies shallow coral reefs.

Supporting Keiki of Incarcerated Parents ($399,205)
The requested funds will be used to support the further expansion of the SKIP program at additional correctional facilities throughout our islands.

Zero to Three Court Teams ($300,000)
This project would support a multidisciplinary court team in Hawaii to raise awareness, increase knowledge and skills, and change practices regarding the needs of maltreated infants and toddlers and their families involved in the child welfare system.

Defense Appropriations:
Infrastructure Modernization for Condition-Based Maintenance of Shipyard Facilities and Capital Production Assets ($4,500,000)
This project would modernize critical information technology infrastructure for the Pearl Harbor Naval Shipyard to enable continued efficient execution of submarine maintenance and reduce the risk to the Navy’s information security. 

Schofield Memorial Replication Project ($500,000)
Since the current memorial has a limited audience with its location on the island of Oahu, 25th Infantry Division Memorial Fund, a non-profit organization, seeks funding to replicate this memorial outside the National Infantry Museum and Soldiers Center near Fort Benning, Georgia, where it can be more visible to our military and civilian populations.

Steel Grit Blast System ($2,000,000)
Current submarine paint tank removal systems require grit and paint chips or dust to be recaptured and disposed of as hazardous material. Pearl Harbor Naval Shipyard would use project funding to use a new steel grit blast system that would increase productive capacity, as the equipment has the ability to separate the grit and paint chips or dust.

Defense Authorization:

Wastewater Reclamation Facility Redundancy and Electrical Upgrades ($5,280,000)
Funding would be used to modify the Wastewater Reclamation Facility (WRF) at Marine Corps Base Hawaii (MCBH) to meet U.S. Environmental Protection Agency and State of Hawaii Department of Health requirements for redundant wastewater treatment facilities.

Water Well Drilling ($12,000,000)
The purpose of this water well drilling project would be to find water in the Saddle Region on the Big Island of Hawaii and would include drilling two production water wells for 200,000 gallons per day capacity at the Pohakuloa Training Area (PTA) to replace existing expensive and inefficient water truck hauling operations.

Welding School Shop Consolidation ($5,780,000)
A modernized welding school facility would be developed at Pearl Harbor Naval Shipyard to support the training and certification of its welders. 

 

 


Energy and Water

Anahola Watershed Area Flood Control, Kauai ($200,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study to implement flood control improvements to the Anahola Watershed Area on the island of Kauai.

Biofuels Initiatives ($3,000,000)
Hawaii Agriculture Research Center (HARC) and the Hawaii Natural Energy Institute (HNEI) at the University of Hawaii would perform testing and evaluation of energy cane, sugar beets, sweet sorghum, woody biomass, and oil crops as biofeedstock that will be grown at HARC's field facilities and at cooperators' production farms on four of the five major islands in Hawaii.

Development of High Yield Feedstock and Biomass Conversion Technology for Renewable Energy Production and Economic Development ($3,000,000)
This University of Hawaii project, conducted by the College of Tropical Agriculture and Human Resources and the Hawaii Natural Energy Institute, aims to increase Hawaii's energy self sufficiency by demonstrating the feasibility of commercial bioenergy production.

Flood Plain Management Services, Hawaii and Pacific Territories ($800,000)
The requested funding would be used to provide the full range of information, technical services, and planning guidance and assistance on floods and flood plain issues upon request from government agencies and private entities.

Global Seismographic Network Equipment Renewal ($500,000)
This project would replace seismometers, data storage devices, and communications and power systems at the Incorporated Research Institutions for Seismology (IRIS) Global Seismographic Network. This network is a multi-use, multi-agency scientific resource that serves multiple purposes, including tsunami warning, earthquake warning and research, and support for global monitoring of nuclear weapons.

Hana Harbor, Maui ($200,000)
The requested funding would be used to initiate federally funded investigations to determine whether federal interest exists in participating in a cost-shared feasibility study for implementing general navigation features within Hana Harbor.

Hanapepe River Modification, Kauai ($200,000)
The requested funding would be used to initiate federally funded investigations to determine whether federal interest exists in participating in a cost-shared feasibility study of modifications to the Hanapepe River Flood Control Project. 

Heeia Watershed, Oahu ($200,000)
The requested funding would be used to initiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study for addressing the comprehensive scope and extensive water resource problems that may surface in the Heeia Watershed. 

Hawaii Regional Sediment Management, Statewide ($1,000,000)
The requested funding would be used to understand coastal/shoreline processes, wave climate, and other natural and man-induced factors that contribute to the degradation and erosion of Hawaii’s shorelines, including coastal wetlands.

Hawaii Water Management - Waiahole Irrigation, Oahu ($2,000,000)
The requested funding would be used to allow the Hawaii Water Management Project to continue to bank funds to allow awarding a fully funded construction contract in FY2012 for the rehabilitation of the Waiahole public irrigation system.

Hilo Harbor Modification, Island of Hawaii ($300,000)
The requested funding would be used to initiate the cost-shared feasibility phase of the multiple-purpose Hilo Harbor Modification project. 

Hurricane/Typhoon Evacuation Studies ($300,000)
The requested funding would be used for continuation of hurricane evacuation studies to assist planners in all counties in the State of Hawaii and Pacific and Caribbean territories with planning for hurricane evacuation needs.

Iao Stream Flood Control, Maui ($250,000)
The requested funding would be used to complete the plans and specifications package and prepare the draft Project Cooperation Agreement for the Iao Stream Flood Control project on the island of Maui.

Inspection of Completed Works ($2,000,000)
The requested funding would be used to allow the Corps to inspect all flood damage reduction, coastal damage reduction, and Corps I-wall type levees in the State of Hawaii.

Kahuku Area Drainage ($6,000,000)
The requested funding would be used to address local drainage/flood damage control opportunities at Kahuku High School and surrounding areas on the island of Oahu.

Kahului Harbor Modifications, Maui ($200,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists in participating in a cost-shared feasibility study for modifications to Kahului Harbor on the island of Maui.

Kauai County Sustainable Energy Initiative ($500,000)
Kauai County would use the funding at the Police, Civil Defense Agency, and Prosecutors' Facility in Lihue, Kauai, to implement energy management systems coordinated with the installation of energy efficient lighting, HVAC (heating, ventilating, and air conditioning) improvements, water use efficiency, and power quality improvements to lower electricity costs.

Kekaha/Waimea Watershed Area, Kauai ($200,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study to implement flood control improvements to the Kekaha/Waimea Watershed on the island of Kauai.

Laupahoehoe Harbor Modifications ($300,000)
The requested funding would be used to conduct Preliminary Engineering Design activities, including engineering analyses, plan development, and initiation  of plans and specifications.

MEO Transportation Center – Alternative Energy Initiative ($500,000)
Maui Economic Opportunity (MEO) provides transportation to low-income individuals, the elderly, persons with disabilities, medically needy residents, and preschool children and youth in Maui County. Funding would support incorporation of a photovoltaic system in a new transportation center that would save tens of thousands of dollars per year in electricity costs and allow MEO to use that funding for transportation and other core services.

Pacific Island Land Ocean Typhoon Experiment Program ($1,000,000)
The requested funding would be used for the Pacific Island Land Ocean Typhoon (PILOT) Experiment Program.

Palmyra Ecosystem Restoration ($200,000)
The requested funding would be used for addressing the complex ecosystem degradation problems on the remote Pacific island of Palmyra.

Planning Assistance to States, Hawaii & Pacific Territories ($1,000,000)
The requested funding would be used for the Planning Assistance to States program.

Port Allen Harbor Modifications, Kauai ($200,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists in participating in a cost-shared feasibility study for modifications to Port Allen Harbor on the island of Kauai.

Project Condition Surveys, Hawaii ($604,000)
The requested funding would be used for management of the Honolulu District's dredging program as well as to conduct hydrographic condition surveys of scheduled harbors and inspection of 25 navigation projects with federal breakwater structures.

South Maui Watershed, Maui ($300,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists in a cost-shared feasibility study to implement watershed improvements to the South Maui Watershed on the island of Maui.

South Molokai Watershed, Molokai ($300,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study to implement flood control improvements to the South Molokai Watershed on the island of Molokai

Surge and Wave Island Modeling Studies (SWIMS) ($1,000,000)
The requested funding would be used for continuing work on Surge and Wave Island Modeling Studies.

Waialua-Kaiaka Watershed Area, Oahu ($300,000)
The requested funding would be used to intiate federally funded investigations to determine whether a federal interest exists for a cost-shared feasibility study to implement flood control improvements to the Waialua-Kaiaka Watershed on the island of Oahu.

Waimea River Modification, Kauai ($125,000)
The requested funding would be used to develop hydrologic and hydraulic models of the Waimea River on the island of Kauai.

Waiakea-Palai Streams Flood Damage Reduction, Island of Hawaii ($300,000)
The requested funding would be used to initiate the Preliminary Engineering Design  phase of the Waiakea-Palai Streams Flood Damage Reduction project on the island of Hawaii.

West Maui Watershed, Maui ($100,000)
The requested funding would be used for initiation of the cost-shared feasibility study for the West Maui Watershed project on the island of Maui.

Financial Services :
Entrepreneurship for Students and Teachers ($250,000)
Hawaii Council on Economic Education will partner with the Hawaii Department of Education to train teachers, students, and partners in entrepreneurial development.

Homeland Security:
2011 Asia Pacific Economic Cooperation Annual Summit ($9,500,000)
The requested funding is necessary to support state and county emergency responders, including the Hawaii National Guard, with ensuring a safe, secure environment for international, national, state and local dignitaries, and the general public.

Final Design and Construction of a New State of Hawaii Emergency Operating Center ($2,000,000)
The primary functions of the EOC are to maintain communications and provide coordination for emergency management efforts with various government agencies and other county EOC, and also to provide emergency information and instructions to the general public and the media during natural or man-made disasters.

Food Security Study for the State of Hawaii ($300,000)
This proposed study is a first step toward agro-sustainability and will support research toward the development of a preliminary report on food security for the State of Hawaii.

Flood Mitigation: Wailoa River Dredging Project in Waipio Valley ($4,500,000)
Dredging of the Wailoa River is needed to reduce future risk of crop loss and damage to homes in this historically and culturally significant island valley.

Honolulu Fire Department McDonnell Douglas Explorer Helicopter ($5,800,000)
From 1974 to 2007, the Honolulu Fire Department utilized a military air ambulance to transport the injured directly from the incident scene to a hospital.   However, the military medevac service ended when the helicopters were transported for service to Iraq.  Since 2007, the island of Oahu has been without an air ambulance.

Interior and Environment:
Brown Tree Snake Control ($4,000,000)
The requested funding would help meet the growing needs for cargo inspections due to major Defense expansion and related cargo traffic that is projected to increase as much as six-fold from current levels in and out of Guam.

County of Hawaii Wastewater Improvement ($5,500,000)
The requested funding would be used to make improvements at the Kealakehe Wastewater Treatment Plant (North Kona) needed to meet Hawaii Department of Health permit requirements. 

Hakalau Forest National Wildlife Refuge, island of Hawaii ($10,000,000)
This project would add neighboring parcels to both the Hakalau Forest and Kona Forest Units of Hakalau Forest National Wildlife Refuge

Hanalei River Water Diversion Study, island of Kauai ($750,000)
This funding would provide for an evaluation of alternatives for permanent protection of the China Ditch water supply.

Hawaiian Forest Bird Status and Trends ($350,000)
The requested funding will be used to conduct surveys and evaluate population trends in native forest bird populations. A recent report (U.S. State of the Birds 2009) identifies Hawaiian birds as a top national priority for conservation because Hawaiian forest birds are ranked as the most imperiled birds in the nation.

Hawaii Restoration and Conservation Initiative ($2,000,000)
The funding would be used to support two large demonstration projects (one each on Kauai and Hawaii Islands), and five smaller partnership projects that embrace key stewardship and community involvement concepts.

Hawaii Water Resources Monitoring Program ($650,000)
The requested funding would be used for the USGS to continue work with the Hawaii Commission on Water Resource Management and the County Water Departments to provide: (1) water-resource monitoring for understanding status and trends, (2) groundwater recharge studies for updating sustainable yield estimates, and (3) estimates of low-flow characteristics in perennial streams for setting instream flow standards.

Hawaii Watershed Partnerships ($2,000,000)
Funds will support implementation of the on-the-ground, locally driven habitat restoration and species protection work carried out by Hawaii's watershed partnerships.

Historic Battle of Midway Seaplane Hangar Stabilization ($10,000,000)
The requested funding would be used for the U.S. Fish and Wildlife Service’s construction budget for the Battle of Midway National Memorial’s iconic seaplane hangar to ensure its continued structural stability and historic integrity.

Invasive Species in Hawaii ($2,250,000)
Funds will allow the Fish and Wildlife budget to continue its ongoing efforts to address invasive species issues in the State of Hawaii.

James Campbell National Wildlife Refuge, Island of Oahu ($2,500,000)
The requested funding would be used to complete the site plan, architectural engineering, and design of a proposed new Visitor and Environmental Education Center and Refuge Headquarters and related features on a 10-acre site on James Campbell National Wildlife Refuge, Oahu, Hawaii. 

Kauai Water Infrastructure Improvements (Eleele) ($1,600,000)
The requested funding would be used to assist the County of Kauai in design and construction costs for expansion of the Eleele Wastewater Treatment Plant on the island of Kauai. The total project cost is $3,000,000.

Lead Paint Removal on Midway Atoll National Wildlife Refuge ($2,000,000)
The requested funding would be used to remove lead-based paint from the buildings and soils on Midway Atoll National Wildlife Refuge, the centerpiece of the Papahānaumokuākea Marine National Monument. 

National Tropical Botanical Garden, Hawaii (Kauai, Maui, and Hawaii islands) and Florida ($500,000)
The requested funding would be used to assist the National Tropical Botanical Garden (NTBG) in fulfilling its mission to operate for the people of the United States its three botanical gardens in Hawaii and its botanical garden in Miami, Florida, as mandated by its Congressional charter, and to conduct its important and highly regarded conservation, education, and research programs, including the Breadfruit Institute. Funding of $500,000 was provided in FY2010.

Native Hawaiian Culture and Arts Program ($500,000)
The requested funding would be used to continue funding of NHCAP projects, which include educational programs, exhibits, publications and increased access to the Bishop Museum's vast cultural collections.

Palila Recovery Implementation, island of Hawaii ($7,000,000)
The requested funding would by used to fence habitat that is critical to the survival of the palila, an endangered Hawaiian Forest Bird.

PVT Landfill Environmental Study in Nanakuli, Oahu ($250,000)
The requested funding would be used to conduct and environmental study of PVT Landfill to assess health and safety impact of the landfill on the neighboring community and to propose possible mitigation strategies

Recovery of Threatened and Endangered Birds in Hawaii ($3,000,000)
The State of the Birds United States of America 2009 report revealed that the endemic birds of Hawaii are in the greatest danger, with the highest percentage of species that are federally threatened or endangered.

Tern Island Runway Restoration ($650,000)
This project would stabilize the Tern Island airfield runway for aircraft use over the next one to two years. 

Volcano Hazards Monitoring and Protection  ($900,000)
The requested funding would be used to continue and improve volcano monitoring, equipment, and hazard training. Since 1999, $250,000 has been awarded for a USGS cooperative agreement with the Center for the Study of Activite Volcanoes (CSAV) at the University of Hawaii at Hilo (UHH)

Watershed and Coral Reef Management in Hawaii ($800,000)
This project will provide information to managers so that they can address problems that are threatening native species, damaging coral reefs, and degrading water quality.

Labor, HHS, and Education:
Alaska Native and Native Hawaiian Institutional Aid ($7,542,000)
The requested funds will be used to improve the academic quality, institutional management and fiscal stability of Native Hawaiian-serving Institutions of Higher Education.

Arts in Education ($53,000,000)
The Arts in Education program funds model arts education programs in schools and communities throughout the country, the professional development of arts educators, and the ongoing national arts education initiatives of the John F. Kennedy Center for the Performing Arts and VSA arts, a program that ensures that people with disabilities can participate in the arts.

Asian & Pacific Islander American Scholar Institute ($1,000,000)
The requested funding would be used to support for the Asian & Pacific Islander American Scholar Institute (APIASI), a project of the Asian Pacific Islander American Scholarship Fund (APIASF)

Close Up Fellowship Program  ($5,000,000)
The Close Up Fellowship Program pays the tuition costs of economically disadvantaged students and their teachers.

College of Pharmacy University of Hawaii at Hilo ($1,500,000)
The requested funding will be used to support the operating costs for the ongoing development of the pharmacy education program, including: facility construction, hiring of additional faculty and staff, refining the curriculum model, securing sites for clinical training throughout the State of Hawaii, and supporting the program’s ongoing accreditation process.

Community-Based Comprehensive Early Childhood Pilot in Hawaii ($1,000,000)
The requested funding would support a Community-Based Comprehensive Early Childhood Pilot in Hawaii of The Good Beginnings Alliance.

Community Health Care Needs Assessment for Molokai and Lanai Maui Memorial Medical Center ($150,000)
The requested funds will be used by Maui Memorial Medical Center to assess long-term care options for these islands

ECHO - Education through Cultural and Historical Organizations ($8,754,000)
The requested funds for this national project will be used to help increase the understanding of cultural diversity.

Education for Democracy Act ($35,000,000)
This investment will support programs that represent the federal government’s most effective means of educating American students about the fundamental ideals of our nation and will assist emerging democracies in establishing a political culture supportive of democratic values, principles, and institutions.

GROW Center (Generating Real Opportunity for Work) at ARC of Hilo ($1,000,000)
The GROW Center will train the workers, work with the entrepreneurs to get markets, streamline the regulatory process, and add synergy to quickly make impact.

Hawaii Department of Education, Assistance for Low-Performing Schools ($700,000)
The requested funds will help the Hawaii State Department of Education to provide assistance, through subgrants, to low-performing schools.

INTERSECT (INTEractive Rural Schools EduCation Technology) Program ($500,000)
INTERSECT will provide interactive White Board (IWB) technology in public school classrooms in rural Hawaii.

I Ola Lahui Psychology Training Program ($500,000)
The requested funding will be used to support I Ola Lahui in creating a program that will provide a stable, sustainable, and committed workforce capable of addressing a large number of conditions, physical and mental, and who are culturally attuned and adaptable to the state’s multicultural population.

Ka Huina Ohana (formerly, Tutu and Me)   ($548,000)
KHO is a program of the non-profit Partners in Development Foundation (PIDF).  KHO will combine and build-upon three existing and successful PIDF programs: Ka Paalana Homeless Preschool and Outreach, Tutu and Me Traveling Preschool, and Na Pono No Na Ohana (family education).

Koolauloa Community Health and Wellness Center Expansion  ($184,580)
The requested funding will support the equipment needs of KCHWC as it continues to expand its services to include dental care as well as add a new medical care provider to their staff.

Lanai Community Health Center ($1,000,000)
The Lanai Community Health Center provides primary medical care, dental care, behavioral health services, and perinatal, family planning, nutrition, and preventive and health education.

Lifelines Hawaii Partnership ($315,000)
The Lifelines Hawaii Partnership program will provide support to youths as they encounter life stressors and challenges that lead to greater risk for alcohol abuse and suicide.

Maui Memorial Medical Center, Health Professionals Training Initiative ($500,000)
The requested funds would be used to support health care workforce training, focusing on advanced clinical training for health care providers, specifically registered nurses, physicians, physician extenders, and rehabilitation specialists.

National Writing Project   ($26,200,000)
The National Writing Project (NWP) is the only federal program that focuses on the teaching of writing and is the nation’s leading coordinated effort to improve writing and learning for all learners in our nation’s schools. 

Native Hawaiian Education ($34,300,000)
The requested funds will be used for supplemental education services for Native Hawaiians, Hawaii's indigenous population, many of whom are underrepresented in higher education and perform below national norms on achievement tests of basic skills in reading, science, math,and social science.

Native Hawaiian Health Care ($14,200,000)
Established in 1988, the Native Hawaiian Health Care Act authorizes initiatives to promote disease prevention, provide health promotion activites, and increase the number of Native Hawaiians in the Health Professions.

National History Day ($1,000,000)
The requested funding would primarily be devoted to enhancing and expanding current NHD programs and services.

North Hawaii Community Hospital Emergency Department ($1,000,000)
Opened in 1996, North Hawaii Community Hospital (NHCH) is a 39-bed acute care hospital that serves approximately 30,000 residents of the northern region of the island of Hawaii.

PA‘I Foundation Cultural Education & Distance Learning Program ($250,000)
The requested funding would be used to establish a distance education program based in Honolulu on the island of Oahu that will support the education of Hawaii’s children about the host Native Hawaiian culture.

Project REACH HI (RE-Assessing Careers in Healthcare Hawaii) ($349,600)
The requested funds will support the Project REACH HI (RE-Assessing Careers in Healthcare Hawaii) of the Hawaii Health Occupations Students of America (Hawaii HOSA).

Reach Out and Read ($10,000,000)
Reach Out and Read is a national evidence-based school readiness initiative that promotes literacy and language development in infants and preschoolers, targeting children and families living in poverty and under-performing school districts.

Reading is Fundamental   ($25,000,000)
Continued federal funding will allow RIF to continue its 43-year rich history of literacy services targeting children at highest risk of academic failure by continuing to create programs in communities with limited or no access to books or literary resources.

School of Dental Hygiene Department Program Development University of Hawaii at Manoa ($500,000)
The proposed new dental hygiene education program would allow the Department to increase its student body to 90 students – a 50 percent increase.

Teach For America  ($50,000,000)
These federal funds will be invested in the recruitment, selection, training and professional development of top recent college graduates of all academic majors who commit two years to teach in our nation’s highest poverty communities.

Military Construction:
Wastewater Reclamation Facility Redundancy and Electrical Upgrades ($5,280,000)
Funding would be used to modify the Wastewater Reclamation Facility (WRF) at Marine Corps Base Hawaii (MCBH) to meet U.S. Environmental Protection Agency and State of Hawaii Department of Health requirements for redundant wastewater treatment facilities.

Water Well Drilling ($12,000,000)
The purpose of this water well drilling project would be to find water in the Saddle Region on the Big Island of Hawaii and would include drilling two production water wells for 200,000 gallons per day capacity at the Pohakuloa Training Area (PTA) to replace existing expensive and inefficient water truck hauling operations.

Welding School Shop Consolidation ($5,780,000)
A modernized welding school facility would be developed at Pearl Harbor Naval Shipyard to support the training and certification of its welders.

State and Foreign Operations:
2011 Asia Pacific Economic Cooperation Annual Summit ($9,500,000)
The funding will be used to support state and county emergency responders, including the Hawaii National Guard, with ensuring a safe, secure environment for international, national, state and local dignitaries, and the general public for the APEC summit and meetings.

The East-West Center ($23,500,000)
The Center is an internationally recognized education and research organization that strengthens the understanding and relations between the United States and the countries of the Asia-Pacific region.

Transportation Housing and Urban Development:
Honolulu High Capacity Transit Corridor Project, Oahu ($55,000,000)
The requested funding would be used for final design and engineering for a planned fixed guideway system along the highly congested 30-mile east-west corridor between Oahu's Second City of Kapolei and the University of Hawaii at Manoa.

Kaukamana Hale 25 Home Self-Help Building Project ($100,000)
Funding to Habitat for Humanity Leeward Oahu (HFHLO) would be used to support construction of Kaukamana Hale, a 25-home building project in Waianae, Oahu.

Kauai County Affordable Housing Initiative ($243,500)
The Kauai County Housing Agency plans to develop approximately 50 units of affordable rental apartments and initiating feasibility studies for an estimated 350 units of affordable housing for Kauai’s workforce to be built on state and private lands under acquisition. Funding would support infrastructure improvements, contributing to the development of this important initiative.

Kauai Rideshare Program ($200,000)
The goal of the program will be to encourage the use of ridesharing to decrease traffic congestion and carbon emissions while reducing the need for more parking spaces.

Kapolei Interchange Complex, Oahu ($6,000,000)
The requested funding would be used to complete Phase 2 and potentially Phase 3 of the Kapolei Interchange Complex on the island of Oahu.

Maui Economic Opportunity Transportation Center Initiative ($1,200,000)
MEO provides specialized transportation services to low-income, elderly, persons with disabilities, and medically needy residents, as well as to preschool children and youth in Maui County.

Molokai Habitat for Humanity Self-Help Housing Project ($100,000)
Funding would be used to help families build, rehabilitate, and add energy upgrades to five to ten homes on various Molokai Habitat for Humanity project sites throughout the island of Molokai.

Nawiliwili to Anahola Bike/Pedestrian Path, Kauai ($2,400,000)
The requested funds would be used to design and construct a portion of the Ahukini to Lydgate Park segment of the Nawiliwili to Anahola Bike/Pedestrian Path.

Rural Bus Program for Maui, Kauai and Hawaii Counties ($4,000,000)
The requested funding would be used to provide capital funding to assist fast-growing bus transit programs on rural islands of Maui, Kauai and Hawaii to purchase buses, install bus stops, and make other public transit investments.

Saddle Road Improvements – Mile Markers 48 to 54 ($2,400,000)
The requested funding would be used for design and construction to improve the existing Saddle Road on the island of Hawaii between mile markers 48 and 54. Saddle Road is the primary and only access from west Hawaii to the Department of Defense, Pohakuloa Training Area (Army).
