House Rules

Rule XI, clause 2(g) - Requiring open meetings and hearings.
Rule XI, clause 2(g)(3) - Requiring a committee to announce hearings at least one week in advance.
Rule XI, clause 2(h)(1) - Requiring a quorum to report a bill from committee.
Rule XIII, clause 3(a)(1) - Requiring the inclusion in the report of any supplemental, minority, or additional views that have been submitted by the time of the filing of the report.
Rule XIII, clause 3(b) - Requiring the inclusion in the report of any record votes on a motion to report, or on any amendment to a bill reported from committee.
Rule XIII, clause 3(c)(1)- Requiring the inclusion in the report of any oversight findings and recommendations.
Rule XIII, clause 3(c)(2) - Requiring the inclusion in the report of a statement on certain budget matters if the measure includes new budget, entitlement or credit authority or an increase or decrease in revenues.
Rule XIII, clause 3(c)(3) - Requiring the inclusion in the report of a CBO cost estimate.
Rule XIII, clause 3(c)(4) - Requiring the inclusion in the report of a statement of general performance goals and objectives, including outcome related goals and objectives for which the measure authorizes funding.
Rule XIII, clause 3(d)(1) - Requiring the inclusion in the report of a constitutional authority statement.
Rule XIII, clause 3(d)(2) - Relating to the availability of a cost estimate in a report.
Rule XIII, clause 3(e)(1)(A) - Requiring the inclusion in the report of the text of the statute being repealed within the committee bill.
Rule XIII, clause 3(e)(1)(B) - Requiring the inclusion in the report of a comparative print showing the changes in existing law as called for under the reported bill.
Rule XIII, clause 3(f) - Requiring the inclusion in an Appropriations Committee report of any recissions or transfers of unexpended balances, any legislation, or any unauthorized appropriation.
Rule XIII, clause 3(g) - Requiring the inclusion in the report from the Committee on Rules of the text of a standing rule proposed to be repealed and a comparative print showing proposed amendments to existing standing rules.
Rule XIII, clause 3(h) - Requiring the inclusion in the report of a tax complexity analysis for a bill or joint resolution reported by the Committee on Ways and Means.
Rule XIII, clause 4(a)(1) - Requiring a three-day layover of the committee report.
Rule XIII, clause 4(c) - Requiring the three-day availability of printed hearings on a general appropriation bill.
Rule XIII, clause 6(a)(1) - Requiring a two-thirds vote to consider a rule on the same day it is reported from the Committee on Rules.

Rule XXI, clause 2 - Prohibiting unauthorized appropriations, reappropriations or legislative provisions in a general appropriations bill.
Rule XXI, clause 2(a)(1) - Prohibiting unauthorized appropriations in a general appropriations bill.
Rule XXI, clause 2(a)(2) - Prohibiting reappropriatons in a general appropriations bill.
Rule XXI, clause 2(b) - Prohibiting legislative provisions in a general appropriations bill.
Rule XXI, clause 2(e) - Prohibiting non-emergency designated amendments to be offered to an appropriations bill containing an emergency designation.
Rule XXI, clause 2(f) - Permitting consideration of en bloc offsetting amendments to appropriations bills if the amendments are budget authority and outlay neutral.
Rule XXI, clause 3 - Prohibiting consideration of a measure that would cause transportation obligation limitations to go below a certain level.
Rule XXI, clause 4 - Prohibiting appropriations in legislative bills.
Rule XXI, clause 5(a) - Prohibiting tax or tariff provisions in a bill not reported by a committee with jurisdiction over revenue measures.
Rule XXI, clause 5(b) - Requiring a three-fifths vote on any amendment or measure containing a federal income tax rate increase.
Rule XXI, clause 5(c) - Prohibiting consideration of retroactive tax rate increases.
Rule XXII, clause 8(a) - Requiring a three-day layover of any conference report.

The Congressional Budget Act

Section 302(c) - Prohibiting consideration of a committee’s legislation providing new budget authority until that committee has filed its 302(b) report.
Section 302(f) - Prohibiting consideration of legislation providing new budget authority in excess of a subcommittee’s 302(b) allocation of such authority.
Section 303(a) - Prohibiting consideration of legislation, as reported, providing new budget authority, changes in revenues, or changes in the public debt for a fiscal year until the budget resolution for that year has been agreed to.
Section 306 - Prohibiting consideration of legislation within the Budget Committee’s jurisdiction, unless reported by the Budget Committee.
Section 308(a) - Requiring a Congressional Budget Office cost estimate in the committee report on any legislation containing new budget authority or a change in revenues.
Section 311(a) - Prohibiting consideration of legislation or an amendment that would cause the total level of new budget authority or outlays in the most recent budget resolution to be exceeded or would cause revenues to be less.
Section 401- Prohibiting consideration of budget-related legislation, as reported, that is not subject to appropriations.
Section 401(a) - Prohibiting consideration of legislation, as reported, providing new contract, borrowing, or credit authority that is not limited to amounts provided in appropriation acts.
Section 401(b) - Prohibiting consideration of legislation providing new entitlement authority which becomes effective during the current fiscal year.
Section 425(a) - Prohibiting consideration of legislation containing certain federal unfunded mandates.
