Article I, Section 5, paragraph 2 of the U.S. Constitution reads: “Each House may determine the Rules of its proceedings,

Committee Jurisdiction and Oversight

Rule X, clause 1(m) of the Rules of the House of Representatives provides that the jurisdiction of the Committee on Rules shall be as follows: “(m)(1) Rules and joint rules (other than those relating to the Code of Official Conduct) and the order of business of the House.” Rule X, clause 3(i) of the Rules of the House outlines the special oversight functions of the Committee on Rules as follows:

“(i) The Committee on Rules shall review and study on a continuing basis the congressional budget process, and the committee shall report its findings and recommendations to the House from time to time.”
