Appropriations bills are bills that fund government agencies. For a breakdown of the various bills considered each year, please visit the House Appropriations Committee website.

A small part of the appropriations process is the allowance for individual Members of Congress to request funds for district-specific projects. Each year, a Member can submit such district projects to the appropriate appropriations subcommittees. This process of “earmarking” funds for local priorities allows members to direct federal investments to projects that will benefit their communities.

Not all requests receive funding, and these requests make up no more than 1% of total spending in the appropriations bills. Therefore, receiving federal funding for a district project is a very competitive process.
