Fiscal Year 2010 Appropriations Requests |
Congressman Peter Welch will seek appropriations for the following Vermont projects for Fiscal Year 2010. These projects reflect his overall commitment to help Vermont organizations, businesses and individuals succeed, and they reflect his priorities of:
1. Vermont State Colleges Address: PO Box 359 Waterbury, VT 05676 $2,000,000 These funds would support energy efficiency improvements throughout the Vermont State College system, lowering energy costs and reducing carbon emissions. While investing in efficiency and sustainability, this project would also enhance VSC's educational mission by creating demonstration projects and working laboratories to benefit students and local communities. 2. Vermont National Guard 789 Vermont National Guard Rd., Colchester, VT 05446-3099 $1,900,000 These funds would support the retrofitting of housing facilities at the Vermont Guard's Ethan Allen Firing Range. The 1928 farmhouse which the Guard currently uses is no longer suitable for the purpose. 3. Vermont Small Business Development Center P.O. Box 188, Randolph Center, Vermont 05061-0188 $1,375,150 These funds would create a state-wide program to support Vermont small businesses seeking to improve their energy efficiency and cut energy costs. The program would help businesses compete, while reducing the state's carbon footprint. 4. Bi-State Primary Care Association 61 Elm St, Montpelier, VT 05602 $500,000 These funds would support Vermont's community health centers and the Vermont Coalition of Clinics for the Uninsured. By investing in medical, behavioral and dental services to the uninsured and underinsured, these funds would improve the health of Vermont's most rural populations. 5. Rutland Airport VTrans, One National Life Drive, Montpelier, VT 05633-5001 $2,000,000 These funds would support an Instrument Landing System at Rutland Airport, which would allow the facility to achieve precision approach capability. While increasing safety at the airport, this improvement would also better accommodate business-class aircraft, thereby resulting in increased opportunities for economic development. 6. Burlington International Airport 1200 Airport Drive, South Burlington, VT 05403 $3,950,000 These funds would support environmental improvements to Burlington International Airport's parking garage expansion, including the addition of a green roof. The project would reduce energy use and costs at BTV by investing in renewable energy generation, while reducing the airport's overall environmental impact. 7. Agency of Natural Resources, Vermont 103 South Main Street, Waterbury, VT 05676 $2,200,000 These funds would facilitate the remaining land acquisition of Eden Forest, a key piece of land in Lamoille County bordering the Long Trail State Forest, through the state's Forest Legacy Program. This purchase would preserve recreational opportunities for Vermonters and protect the forested landscape. 8. Orange County Sheriff's Department 11 VT RTE 113, Chelsea, VT 05038 $200,000 These funds would be used to purchase communications, recording, security and crime-solving equipment to better serve residents of Orange County. 9. Upper Valley Haven 713 Hartford Ave., White River Jct, VT 05001 $2,200,000 These funds would facilitate the construction of a shelter for homeless adults. This project would enhance Upper Valley Haven's ability to serve a vulnerable population by providing shelter, education and advocacy. 10. Norwich University 158 Harmon Drive, Northfield, VT 05663 $500,000 These funds would help Norwich University build a research center and showcase for water conservation, pollution reduction, and renewable energy generation. The lab would equip Norwich students with the skills to compete in an important and emerging industry. 11. Vermont National Guard 789 Vermont National Guard Road, Colchester, VT, 05446-6358 $300,000 These funds would be used to purchase road-clearing equipment for Colchester's Camp Ethan Allen Training Site. By ensuring access to the facility in winter months, this equipment would enhance the Vermont Guard's ability to train and serve throughout the year. 12. Green Mountain College One Brennan Circle, Poultney, VT 05764 $750,000 This program would fund sustainability and energy efficiency improvements to Green Mountain College's buildings. This initiative would reduce GMC's energy use and its contribution to climate change. 13. Vermont National Guard 789 Vermont National Guard Road, Colchester, VT, 05446-6358 $930,000 These funds would upgrade security measures, including perimeter fencing and signage, at Vermont National Guard facilities. 14. Town of South Hero PO Box 175 South Hero, VT 05486 $1,000,000 These funds would support aesthetic, safety and transportation improvements in the South Street neighborhood of South Hero, allowing the area to maintain its distinctive character and attract visitors. 15. Fletcher Allen Health Care 111 Colchester Avenue Burlington, VT 05401-1416 $200,000 These funds would support the development of Fletcher Allen's Center for Nutrition and Healthy Food Systems. This program would improve Vermonters' nutrition while helping Fletcher Allen become a leader in developing healthy and sustainable food systems. 16. Northern Forest Canoe Trail P.O. Box 565, Waitsfield, VT 05673 $100,000 These funds would support the NFCT's Northern Forest Explorers Program, which engages rural youth in week-long outdoor experiences in Franklin County and the Northeast Kingdom. The program seeks to support healthy choices, cultivate leadership and teamwork skills, and foster meaningful connections with the outdoors. 17. Castleton State College 62 Alumni Drive, Castleton, Vermont 05735 $400,000 These funds would help Castleton State College develop a Bachelor of Science degree in nursing. This program would help students adapt to the increasing complexity of patient treatment, while addressing a shortage of nurses in Vermont, which has the second oldest population in the country. 18. Vermont National Guard 789 Vermont National Guard Rd., Colchester, VT 05446-3099 $650,000 These funds would support the construction of a two-story maintenance facility at the Vermont Guard's Morrisville facility. The facility would support the Guard's mission and allow it to remain ready to respond. 19. City of Burlington 149 Church St., Burlington, VT 05401 $240,000 These funds would establish a Clean Energy Assessment District to help finance the upfront costs of energy efficiency and renewable energy upgrades for Burlington homeowners. This program would help homeowners save money on energy costs and increase the city's commitment to reducing its carbon footprint. 20. Little Rivers Health Care 437 S. Main St., Bradford, VT 05033 $200,000 These funds would purchase computers, telemedicine equipment, emergency generators and communications equipment, improving Little Rivers Health Care's ability to serve its patients in the Bradford area. 21. Outright Vermont 241 N Winooski Ave, Burlington, VT 05401 $100,000 These funds would support Outright Vermont's Rural Vermont Bullying Initiative. This program provides education, outreach and mentoring to at-risk LGBT youth in underserved Vermont towns in order to prevent bullying and harassment. 22. Vermont Law School 164 Chelsea St, South Royalton, VT 05068 $450,000 These funds would support research at Vermont Law School's Institute for Energy and Environment with a focus on legal and regulatory issues surrounding the implementation of smart grid technology. This research will help Vermont Law School become a leader in an emerging field during a time of transition in the nation's energy policy. 23. CarShare Vermont 131 St. Paul Street, Burlington, VT 05401 $200,000 These funds would support the expansion of CarShare Vermont in the Chittenden County area. By expanding its fleet and enhancing its outreach, CarShare would be better equipped to provide services for Vermonters and improve the environment. 24. Vermont Conservation and Housing Board 85 South Prospect Street, Burlington, VT 05405 $400,000 These funds would provide grants to Vermont farmers to assess and improve the long-term viability of their operations. The Farm Viability Program supports some of Vermont's most important small businesses and helps the state retain its rural character. 25. Weston Playhouse Theater Company 703 Main Street, Weston, VT 05161 $700,000 These funds would renovate the Weston Playhouse Theater Company's newly acquired Walker Farmstead. This additional campus space would allow for expanded educational programs, productions and community-building activities, while contributing to the village viewscape. 26. Chittenden County Transportation Authority 15 Industrial Parkway, Burlington, VT 05401 $3,300,000 These funds would support the purchase of clean, diesel-hybrid electric buses to replace a portion of Chittenden County Transportation Authority's aging and highly polluting fleet. This project would allow CCTA to better serve its customers and reduce its carbon emissions. 27. Chandler Theater 3053 Braintree Hill Road, Randolph, VT 05060 $180,000 These funds would support the Chandler Centennial Project, an effort to construct a variety of community spaces within this historic, nationally-recognized theater in Randolph. The project would be an asset for Randolph-area civic groups, educational programs, businesses and arts organizations. 28. Vermont National Guard 789 Vermont National Guard Rd., Colchester, VT 05446-3099 $1,308,000 These funds would be used to improve the Vermont Guard's Westminster Training Center, fulfilling a local and regional need for an intermediate-level training site for guard and reserve units, law enforcement personnel and first responders. 29. Community College of Vermont PO Box 120, Waterbury, VT 05676 $650,000 These funds would help implement a Career Readiness Certificate program designed to help Vermonters increase academic and career-building skills identified by business leaders. |
