Chairman Baker, Congressman Kanjorski, and Members of the Subcommittee, I am pleased to be with you this morning to discuss the recent Congressional Budget Office (CBO) study of the public costs and benefits of the Federal National Mortgage Association (FNMA or Fannie Mae) and the Federal Home Loan Mortgage Corporation (FHLMC or Freddie Mac). That study, mandated by the Federal Housing Enterprise Safety and Soundness Act of 1992, also considers the desirability and feasibility of privatizing those government-sponsored enterprises (GSEs).
