FY 09 Appropriations Requests, alphabetical order (Not necessarily funded)

The following are appropriations requests from Rep. Wasserman Schultz for the 2009 fiscal year. These are only requests and do not represent actual program funding or federal funding allotted for the programs. The announcement of funded requests will be posted on this Web site once they are announced by the House of Representatives.

The following programs, focus on child and community safety, transportation programs, education programs, health care programs and improvement of community infrastructure. Funding of these programs help offset the fact that Floridians pay more into the federal treasury than they receive back in federally funded programs. Securing funding for these local programs will help to improve the lives of South Floridians.


Organization: Agudath Israel of Florida

Title: Project YES (Youth Enrichment Services)

Funds Requested: $500,000

Description: The funding would be used for mentoring and educating parents, teachers, and school administrators on how to positively care for at-risk youth.


Organization: American Association of Motor Vehicle Administrators

Title: National Motor Vehicle Title Information System (NMVTIS)

Funds requested: $3,200,000

Description: The funding would be used for the NMVTIS program, which eliminates the inherent gaps in state titling laws by making available current vehicle information including the history of any conditions which might affect the safety or the roadworthiness of the vehicle, such as whether it was ever water damaged or sold by an insurance company to a salvage yard.


Organization: American Jewish Archives

Title: Jewish American Heritage Month

Funds requested: $300,000

Description: The funding would be used for Programming for Jewish American Heritage Month (JAHM).


Organization: ARISE Foundation

Title: Life Management Skills Intervention

Funds requested: $1,000,000

Description: The funding would be used for staff training and educational materials for teaching life lessons to incarcerated youth through interactive methods that help develop critical thinking skills needed to break the cycle of violence and crime that would otherwise doom many of these juvenile offenders to tragic lives of gang involvement, crime, drugs, prison, disease and poverty.

Title: Life-Management Skills Intervention Program, District of Columbia

Funds requested: $500,000

Description: The funding would go toward a program providing both staff training and educational materials for teaching life management lessons to incarcerated and at-risk youth interactive group sessions that help develop critical thinking skills needed to break the cycle of violence and crime that would otherwise doom many juvenile offenders and at-risk youth to tragic lives of gang involvement, crime, drugs, prison, and poverty.

Title: Everglades and South Florida Ecosystem Restoration, Herbert Hoover Dike

Funds requested: $120,000,000

Description: The Herbert Hoover Dike Rehabilitation project is a component of the Central and Southern Florida Project (C&SF) which began with the Flood Control Act of 1948. This funding in addition to the President's budget request is necessary to complete design of the land side features, continue construction of the cut-off wall in Reaches 1A and 1D, award multiple task orders for Earthwork and Landside Rehabilitation and initiate construction on Reach 1A for Landside Rehabilitation.

Title: Everglades and South Florida Ecosystem Restoration, Modified Water Deliveries

Funds requested: $69,000,000

Description: This is a foundation project that is critical to the successful restoration of the Everglades, in that it will restore more natural flows under Tamiami Trail and into Everglades National Park. This funding in addition to the President's budget request is necessary to make modifications to a 10-mile stretch of US Highway 41, Tamiami Trail, to improve water flows into Everglades National Park based on the final decision reached following the completion of the Limited Re-evaluation Report.

Title: Education and Outreach, District of Columbia

Funds requested: $500,000

Description: The funding would go toward an arthritis education and outreach program which includes exercise and support classes, and awareness campaign and professional training in the metropolitan Washington area.


Organization: Bread for the City

Title: Primary Medical Care Expansion, District of Columbia

Funds requested: $1,000,000

Description: The funding would go toward expanding access to primary medical services at Bread for the City for the poor and uninsured in the metropolitan Washington area.

Title: Marine Technology Center of Excellence

Funds requested: $7,000,000

Description: To support this dramatic growth, the demand for employees at every level in the marine industry has reached critical proportions. Broward Community College is responding to this need as one of the nine strategic goals of Broward Community College (BCC) is to provide technical education to support the demands of the work force in Broward County. The funding would be used for a program that will provide boat/yacht manufacturers and dealers with a steady supply of highly skilled employees through a curriculum that includes alternative training methods, theory, web-based instruction and internships.

Title: Port Everglades Future Dredging Program, Corps of Engineers

Funds requested: $650,000

Description The funding would be used for the Corps of Engineers to continue the necessary planning, engineering and design needed prior to construction of the Port Everglades dredging project.

Title: Reading Teacher Improvement Project

Funds requested: $750,000

Description: The funding would be used for planning and development of an intensive summer in-service program to permit teachers who need reading certification to obtain it, and to provide professional development for current reading teachers to enable them to become qualified reading coaches at their schools.

Title: PTSD Initiative

Funds requested: $2,000,000

Description: The funding would be used for a program for the detection and treatment of PTSD, utilizing Eye Movement Desensitization and Reprocessing, (EMDR).

Title: Young Adult Enrichment Services Program

Funds requested: $600,000

Description: The funding would be used for a transitional living program including job readiness training (finding jobs, resume writing, processing job applications, interviewing skills, how to dress for success and personal grooming), a path towards a GED, and youth leadership development. This project qualifies for funding under the Employment and Training Account because it provides employment training programs and turns young adults in to law-abiding tax-paying citizens rather than homeless adults who will become a burden on the local and state governments.

Title: West Dania Beach Boulevard Bridge

Funds requested: $2,500,000

Description: The bridge would allow a direct evacuation route from the East coast during a mandatory evacuation order. It would also reduce traffic on major highways and roads in the immediate area. Funds would go toward engineering and construction.

Title: Law Enforcement Technology

Funds requested: $875,000

Description: The funding would be used for the purchase of law enforcement technology. The purchase of the digital radios will expedite access to critical information for emergency situations and prevent human and property losses.

Funds requested: $2,000,000

Description: The funding would be used for design of a membrane water treatment plant using the Florida Aquifer, in order to decrease use of the surficial Biscayne Aquifer.

Title: Diabetes Research and Somatic Cell Processing Program

Funds requested: $3,000,000

Description: The funding would be used for the continuation of diabetes research at the Somatic Cell processing facility at the Diabetes Research Institute Foundation.


Organization: Downtown Development Authority (DDA)

Title: Downtown Transit Circulator

Funds requested: $5,500,000

Description: The Downtown Transit Circulator (DTC) consists of a streetcar system directly serving the 900-acre urban core of Fort Lauderdale extending south to Broward Memorial Hospital. When complete, the system will be approximately 2.7 miles in length, provide access from 20 stations and be supported by a maintenance and storage facility. The North/South alignment will provide premium service to the five major activity centers linking governmental facilities, office, retail, entertainment, cultural, educational and residential destinations along with the Remote Intercept parking structures intended to intercept a number of auto trips before they enter the city core area.

Title: Center of Excellence in Ocean Energy Research and Development

Funds requested: $2,000,000

Description: The funding would be used for research, design, development, demonstration, and commercial application for cutting-edge ocean energy technologies that will expand marine renewable energy production capable of meeting U.S. energy demands.


Organization: Florida Atlantic University

Title: Durability of Composite Materials and Structures

Funds requested: $2,500,000

Description: The funding would be used for continued research targeted at corrosion prevention and control for military armor and combat equipment through the testing of composite materials currently under development.

Title: Florida Initiative for the Advancement of Teaching

Funds requested: $500,000

Description: Funding for the Florida Initiative for the Advancement of Teaching (FIAT) will combat Florida’s unprecedented teacher shortage by recruiting, preparing, and retaining quality educators to meet the needs of the PK-20 educational system in seven school districts, including the Broward County schools.

Title: Pre-Disaster Evacuation Planning Program

Funds requested: $300,000

Description: The funding would be used for development, access, and delivery of evacuation planning and management best practices for local governments in the event of a massive evacuation from populous counties such as Palm Beach, Broward, and Miami-Dade into the adjacent counties of St. Lucie and Martin.

Title: Maintenance Dredging IWW from Jacksonville to Miami

Funds requested: $6,200,000

Description: The funding would be used for dredging of the Intracoastal Waterway.

Title: Military Forensics Academic Program

Funds requested: $1,000,000

Description: The funding would be used for a new academic program with infrastructure aimed at addressing the current shortcomings in military applied forensic science with real-time results.

Title: The South Florida Water 2020 Program

Funds requested: $5,000,000

Description: The project seeks to establish a multi-university research unit that will research, develop, test and implement a water resources management plan designed to improve the quality of life, increase profitability, decrease economic risks, and provide ecologically sustainable management of water resources. Being the first of its kind, it will analyze current and prospective water resource management practices in terms of economic, public health, and ecological risk to help decision makers identify options in sustainable water resource management.

Title: Southwest 11th Avenue Swing Bridge Rehabilitation

Funds requested: $6,000,000

Description: This project will provide structural, mechanical and electrical rehabilitation of the existing swing span, structural steel painting, removal of existing tender house, construction of a new control house, construction of a new control house, installation of a new seawall, roadway improvements.


Organization: City of Ft. Lauderdale

Title: Summer Youth Program

Funds requested: $300,000

Description: The funding would be used for a summer youth program which provides area teens a mentor, invaluable work experience and a paid job during the summer months. In order for the community’s youth to develop into productive, positive members of society, the proper mentorship and work experience can broaden their horizons and assist them in determining their fields of interest.

Title: VIVA: Adult Hispanic Volunteer Outreach

Funds requested: $1,000,000

Description: The funding would be used for an adult outreach project that is designed to recruit, train and sustain a strong Hispanic Girl Scout volunteer base.

Title: Law Enforcement Equipment

Funds requested: $250,000

Description: The funding would be used for purchase, installation, and startup costs affiliated with AFIS Live Scan equipment for law enforcement.

Title: Hollywood Boulevard Landscaping Project

Funds requested: $650,000

Description: This project will address operational safety hazards as a result of the existing uncontrolled five lane undivided pavement section with construction of a curbed safety median. This project will further enhance the project with median landscaping to improve the visual separation of opposing vehicles while improving air quality and aesthetic considerations.

Title: Pre-Disaster Mitigation Program

Funds requested: $850,000

Description: The funding would be used for the purchase of a Fire Pumper that will replace a one which is unreliable and no longer meets NFPA safety requirements for emergency lighting and firefighter safety and the purchase of two (2) Advance Life Support (ALS) Rescue vehicles which will replace two (2) frontline ALS Rescues that have in excess of 100,000 miles.


Organization: Holocaust Documentation and Education Center

Title: Construction, Housing and Urban Development (HUD), Economic Development Initiative (EDI)

Funds requested: $1,800,000

Description: The acquired building, which is 14,000 square feet and 76 years old, is currently undergoing construction design of the first South Florida Holocaust Museum, to include a state-of-the-art reference and research library and a permanent exhibition of the chronological history of the Holocaust.

Title: HIPPY and Health Literacy: Access and Wellness

Description: The funding would be used for literacy and school readiness initiatives.

Description: The funding would be used for technology acquisition and Army Trauma Team and first responder training support.

Title: Naturally Occurring Retirement Communities (NORCs)

Funds requested: $225,000

Description: The funding would be used for a community-based health and supportive services model to assist a growing number of seniors aging in the community to receive adequate services and support to maintain their independence, dignity, and quality of life. If funded, we will direct both federal and community supports and technical assistance to better utilize and improve upon existing community-based services and programming, build a body of research and evaluation data, and develop and implement plans for public dissemination of program findings and best practices to share and teach this innovative model to the broader Aging Network.


Organization: Jewish Federation of Broward County

Title: Innovative Family Caregivers Support Project

Funds requested: $225,000

Description: The funding would be used for a demonstration that would develop, test, evaluate, and disseminate an innovative community-based approach to caregiver services to improve the utilization and impact of existing programs to improve the well being of family caregivers, diminish early or avoidable institutionalization of care recipients, and strengthen the nation's long-term care system.

Title: South Florida Business Development Initiative

Funds requested: $250,000

Description: Funding would go toward a program enabling entrepreneurs to have the tools and resources from faculty and staff to assist them make better informed business decisions, build capacity, and strengthen their financial literacy helping to maintain sustainability.


Organization: City of Lauderdale Lakes

Title: Business Resource Center and Business Development Training (BDT) program

Funds requested: $350,000

Description: Funding would go toward a business resource center and business development training program at the new County/City Library that will provide comprehensive information on small business development, business plans, finance tools, franchising opportunities along with a Business Development Training (BDT) Program.


Organization: City of Lauderhill

Title: Regional Performing Arts Theater

Funds requested: $2,000,000

Description: This will be the premier theater focusing on community, local, regional, and national presentation of the arts. It will serve as a catalyst to bring amenities, tourism, and economic development to this region. This is a unique opportunity to provide new possibilities to a community in need of redevelopment.


Organization: City of Lauderhill

Title: Well field and Reverse Osmosis Treatment Plant

Funds requested: $1,900,000

Description: The funding would be used for replacing existing fresh water wells, and existing water main from water service.


Organization: Memorial Healthcare System

Title: Brain Interventional-Surgical Hybrid Initiative

Funds requested: $3,500,000

Description: The funding would be used for an initiative which incorporates clinical research to develop therapeutic approaches to enable the human nervous system to recover from major trauma involving blunt or penetrating brain injury or brain attack brought on by mass lesion, disease or preexisting vascular abnormality triggered by head trauma.

Title: Intermodal Facility

Funds requested: $1,000,000

Description: In light of the expansion and increasing patient volumes and visitor traffic patient volumes, a new parking garage and traffic related improvements would be required to reduce the pending parking and traffic related issues. A new parking garage would serve the children’s hospital and cancer center by providing an additional 350 spaces and allow safe and easy access to the hospital.

Title: Green Initiative

Funds requested: $1,250,000

Description: The funding would be used for replacement of streetlights with light emitting diode (LED) and solar technology.


Organization: City of Miami Beach

Title: After School Gang and Drug Prevention Programs

Funds requested: $1,400,000

Description: The funding would be used for mentoring and entrepreneurship opportunities for students at Miami-Dade County public schools. Continued After-School and summer programs ensure youth “growing-up” within the system. These youth are less likely to entertain outside and detrimental participation in other unsupervised activities, such as involvement in gangs and/or drugs. Participation in the recently created Teen Intervention Program in North Beach has increased dramatically during the past year, as have the various programmatic offerings by the City.

Title: Pre-Disaster Mitigation Program

Funds requested: $2,000,000

Description: The funding would be used for SWAT response capabilities, video surveillance, regional waterborne response, command and communications van, interoperable wireless communications systems, antidote kits, and other technology and communication initiatives.

Title: Pediatric Weight Management Program

Funds requested: $1,500,000

Description: The funding would be used for a comprehensive weight management program within the hospital including age and height appropriate exercise equipment and other weight management tools.


Organization: Miami Jewish Home and Hospital

Title: Ventilators

Funds requested: $500,000

Description: The funding would be used for the purchase of ventilators for Medicaid residents in the skilled nursing facility.


Organization: Miccosukee Tribe

Title: Community Water System Improvement

Funds requested: $1,300,000

Description: The funding would be used for improving water pressure and fire protection and improving the water treatment capacity of the Tamiami Trail water system.

Title: Snake Road Safety Improvements

Funds requested: $800,000

Description: This project is needed to address significant safety concerns associated with Snake Road (BIA), in the Miccosukee Reservation. From 1997 through 2000, there were 70 accidents reported on Snake Road, resulting in 46 injuries, 6 deaths and more than $400,000 in damage. Two studies conducted by the Bureau of Indian Affairs have concluded that Snake Road is in serious need of realignment and repair.

Title: Pre-Disaster Mitigation Initiative

Funds requested: $5,000,000

Description: The funding would be used for the hardening of existing and new surgical facilities against hurricanes and other severe weather events.

Description: The funding would be used for the construction and equipping of Mount Sinai Medical Center's new centralized emergency power plant.

Title: EcoDiscovery Center

Funds requested: $2,000,000

Description: The funding would be used for construction of a 27,000 square foot facility expansion that will educate visitors of all ages about the complex factors that affect the Everglades' ecosystems, and how global environmental change is affecting Florida. New hands-on exhibits and programs will recreate the sights and sounds of the wetlands and Florida’s extraordinary natural environments. The project aims to instill a sense of environmental stewardship, especially toward Everglades restoration, water management and conservation, the delicate balance among Florida ecosystems, the impact of climate systems on water flow and supply and the intricate relationship between human actions and the environment.


Organization: National Psoriasis Foundation

Title: Psoriasis Study

Funds requested: $375,000

Description: The funding would be used for a study by the Institute of Medicine to study and make recommendations about current access and barriers to dermatologic care, with a particular focus on the treatment for Psoriasis. An Institute of Medicine study is needed to examine and make recommendations about: (1) the extent to which public and private insurers cover prescription medications and other treatments for psoriasis, (2) the payment structures (e.g. deductibles, co-payments, etc.) and if the amount and duration of the coverage and payments under health plans are adequate to cover the costs of providing ongoing care to patients with this disease, and (3) whether these policies/practices give patients the coverage needed to access the best regimen and most appropriate care for their particular disease state.

Title: Bus Facility

Funds requested: $500,000

Description: Project will improve the City’s transportation connections and provide access to its residents for connections between multiple services or modes, such as city bus circular, park & ride, local bus service, etc. The development of this bus facility will facilitate the implementation of emergency evacuations needed for life safety during declared emergencies.


Organization: City of North Bay Village

Title: Waste Water Force Main Project

Funds requested: $2,500,000

Description: The funding would be used for rehabilitation of the Biscayne Bay force main.


Organization: City of North Miami Beach

Title: Norwood Water Treatment Plant

Funds requested: $2,000,000

Description: The funding would be used for contamination abatement for the Norwood Water Treatment Plant Well Field. Additional water treatment is needed due to well field contamination caused by industrial applications. The project is critical to provide safe and healthy drinking water to about 170,000 consumers. This project seeks to address the protection of the public water supply source through well field contamination abatement.


Organization: Nova Southeastern University

Title: Florida Nursing and Teaching Capacity

Funds requested: $1,000,000

Description: The funding would be used for a clinical research education program in Nursing at Nova Southeastern University. Florida is experiencing severe nursing shortages. The nursing crisis is especially dramatic in South Florida due to the explosion in elderly population that requires increasing medical attention from nurses. Nova Southeastern University provides nursing education in a clinical and research environment through its medical school. NSU also offers teaching degrees in nursing to support other statewide nursing education and community college programs. Shortages can be addressed through expanded education, training and recruitment programs.

Title: National Coral Reef Institute

Funds requested: $1,000,000

Description: The funding would be used for continuation of coral reef research, monitoring, restoration, and mitigation activities of coral reefs in the US, including Florida the Atlantic, and the Caribbean.

Title: Garden Acres Sanitary Sewers (Part B)

Funds requested: $500,000

Description: The funding would be used for constructing a sanitary sewer system in Garden Acres.


Organization: Ohel Children’s Home and Family Services

Title: At-Risk Youth and Child Prevention Program

Funds requested: $360,000

Description: The funding would be used for prevention of substance abuse, violence, and child abuse with a focus on at-risk youth and family preservation through community education, crisis intervention, and psychological counseling.


Organization: City of Pembroke Pines

Title: After-School Program

Funds requested: $250,000

Description: The funding would be used for a supervised program which gives at-risk youth the opportunity to enrich their learning and interactive skills.


Organization: City of Pembroke Pines

Title: Teen Center

Funds requested: $250,000

Description: This project will build a center where young adults can meet and socialize in a safe and productive environment. Keeping at-risk youth off the street and occupied with productive activities is on of the City’s top priorities.

Title: Senior Center Expansion

Funds requested: $1,500,000

Description: The funding would be used for expansion of the Senior Center to allow an increase of the current services provided to the elderly population residing in the eastern portions of Pembroke Pines. Services include Information & Referral, Recreation, Health Support Services, Counseling, Adult Day Care, Personal Care, Homemaker, Respite, Alzheimer’s Day Care, Volunteer Services, Pubic Education, Transportation, and Special Programs.

Title: Kennedy Community Center and Plantation Woods Park

Funds requested: $800,000

Description: Funding is for the repair, and construction of a water play area and a new community center at the Kennedy Community Center site, a woefully outdated facility originally built in 1963. It is the City’s original community center in the historic district that serves residents throughout the City.

Title: Pre-Disaster Mitigation Program

Funds requested: $716,000

Description: The funding would be used for renovation of an abandoned utility building for a Public Safety IT Bunker Safe House, in order to relocate all of the City's computer servers to a data center grade building. This would protect from damage and destruction servers holding critical communications software and files in the case of a disaster.

Description: The funding would be used for load bearing, armor placement and armor design to better protect the Marine.

Description: The funding would be used for an awareness campaign about PKD and services available among Health Professionals and the general public.

Description: Funding would go toward implementation of a child safety initiative in the metropolitan Washington area, including child occupant protection, child bicycle safety and child pedestrian safety.

Description: The funding would be used for the purchase of maintenance equipment, operation of pumps and other equipment, and monitoring equipment, laboratory fees, and scientific evaluation needed to implement the Wetland Management Plan.

Title: Neuroscience Research Consortium to Study Spinal Cord Injuries

Funds requested: $1,000,000

Description: The funding would be used for studying the regeneration of the spinal cord
following spinal cord injury.

Description: The funding would be used for a restoration project to reverse the effects of erosion as a result of Hurricane Wilma.

Title: Joe DiMaggio Children’s Hospital

Funds requested: $1,500,000

Description: To meet the increasing demand from our growing community, we will be expanding and building a new four-story children’s hospital pavilion. Our unprecedented success in providing outstanding pediatric care has made Joe DiMaggio Children’s Hospital the fastest growing children’s hospital in the state. The growth of the hospital and the number of patients needing admission has been so substantial that JDCH has reached a level that necessitates a dedicated separate and distinct space for pediatric services.

Title: Everglades and South Florida Ecosystem Restoration

Description: The goal of Everglades restoration is to restore, protect, and preserve a natural treasure- the South Florida ecosystem. The focus of Everglades restoration has been to restore the defining ecological features of the original Everglades and other parts of South Florida.

Title: Everglades and South Florida Ecosystem Restoration, Indian River Lagoon

Funds requested: $24,500,000

Description: This project will help to restore and preserve the Indian River Lagoon which is the most biodiverse estuarine system in all of North America. This funding in addition to the President's budget request is necessary to award and initiate construction of the Northern STA C-23/24 and continue design of the Northern C-23/24 Reservoir.

Title: Everglades and South Florida Ecosystem Restoration, Kissimmee River

Funds requested: $ 69,000,000

Description: This project restores ecological integrity to the central portion of the Kissimmee River ecosystem, which was affected by the construction of the flood control project of 1960. This funding in addition to the President's budget request is necessary in order to continue construction of an additional 3.5 miles of backfill in Reach 4, initiate construction of the CSX Railroad Bridge, initiate construction of the U-Shaped Weir Structure, and initiate construction of the Pool D Oxbow.


Organization: Southern Shrimp Alliance

Title: Shrimp Industry Fishing Effort Research Continuation

Funds requested: $1,500,000

Description: The funding would be used for research of juvenile red snapper habitat areas. A primary component of this plan is a substantial reduction in the bycatch of juvenile red snapper in the shrimp fishery that must be achieved through a large reduction in shrimp fishing effort in juvenile red snapper habitat areas. Failure to achieve the necessary reduction in shrimp fishing effort triggers a closure of the shrimp fishery in these areas.

Title: I-75/Griffin Road Interchange

Funds requested: $6,000,000

Description: Funding would go toward completing the design, permitting and construction of Interstate 75’s western half of the Griffin Road Interchange.


Organization: Town of Sunny Isles Beach

Title: Pedestrian/Emergency Vehicular Bridge

Funds requested: $2,000,000

Description: The City of Sunny Isles Beach is a small Atlantic coastal community on a barrier reef island that is home to many children and elderly residents as well as many beach goers and visitors from around the world. This bridge will provide a much needed safe path for children to walk to school as well as an alternate evacuation route in the event of an emergency or hurricane.

Title: Law Enforcement and Communications Technology

Funds requested: $100,000

Description: The funding would be used for the purchase of a Community Advisory Radio system to broadcast emergency/safety information via an AM Radio station to residents and visitors throughout the city limits.

Title: Emergency Operation Center Communications and Law Enforcement Equipment

Funds requested: $1,000,000

Description: The funding would be used for emergency communications and law enforcement equipment for the Emergency Operations Center in the city.

Title: Southwest Water Reuse System

Funds requested: $5,000,000

Description: The funding would be used for implementation of a full scale project that would result in reuse of 2 million gallons per day, would enhance sustainability of the regional water supply system and protect the Everglades.

Title: Main Street Revitalization Water Utility Improvements

Funds requested: $700,000

Description: The funding would be used for completion of Phase I improvements to the potable water, sanitary sewer and storm drain systems.

Title: Pine Island Road Pedestrian Overpass

Funds requested: $500,000

Description: There is currently no safe pedestrian crossing of Pine Island Road at the Northwest 57th Street intersection, an 8-lane roadway that serves the surrounding elementary and middle schools, as well as the Community Center, the Aquatic Center, the Library, a proposed teen skate park and the soon to be built mixed use Town Center (Main Street Revitalization project). This intersection is too close to a second intersection at Pine Island Road and N.W. 57th Street to construct a typical pedestrian crosswalk for safe passage of pedestrians crossing the roadway; therefore, a pedestrian overpass is needed.

Title: Center for Excellence In Early Education: Demonstration School; Dual language acquisition

Funds requested: $100,000

Description: Program addresses Federal policy focus of development in early language, cognitive and pre-reading skills to prepare children for continued schools success and serves children from low-income families; including those from diverse backgrounds and special needs. Program design implements cohesive, integrated systems of best practices training and reference applications, for parental and professional development, so those who provide care for children (parents, educators, organizations) can continually improve their knowledge and skills.

Title: Bob Graham Center for Public Service Studies in Participatory Citizenship

Funds requested: $95,000

Description: Through teaching and scholarly research, the Graham Center will train the next generation of state and national leaders to confront issues vital to the interests of Florida and the nation. Academic programs incorporate a wide range of topics pertinent to the problem solving and decision making activities of the public and private sectors.

Title: Interdisciplinary Program in Sustainability and a Healthy Environment

Funds requested: $3,483,000

Description: The funding would be used for an interdisciplinary program which will serve as a model of connectivity and application while simultaneously educating future citizens through a series of crosscutting certificate programs.


Organization: Victory School

Title: Bridge the Gap Program

Funds requested: $75,000

Description: The funding would be used for programming that provides autistic teenagers and young adults who are more severely challenged with intense intervention, focusing on functional academics, life skills and vocational training.


Organization: City of Weston

Title: Hurricane Tolerant Traffic Signage System

Funds requested: $490,000

Description: Funding is requested to fabricate and install a hurricane tolerant traffic signage system throughout the city. The city has engineered a traffic signage system to withstand high winds, enabling street and traffic control signs to remain in place to facilitate emergency response. Implementation would mitigate the need to initiate FEMA claims for replacements after a hurricane event.


Organization: Whitman-Walker Clinic

Title: Dental Service Expansion and Equipment Acquisition, District of Columbia

Funds requested: $550,000

Description: Funding would go toward supporting the expansion of dental services (inclusive of equipment acquisition) for indigent District, Suburban Maryland and Northern Virginia residents. Target populations include, but are not limited to individuals who are HIV positive and underserved residents who do not have access to or resources for dental care.


Organization: City of Wilton Manors

Title: Emergency Operation Center Law Enforcement Equipment

Funds requested: $1,000,000

Description: The funding would be used for communications and law enforcement equipment for the city's Emergency Operations Center.


Organization: Wyoming Division of Criminal Investigation

Title: Operation Fairplay/Wyoming ICAC

Funds requested: $800,000

Description: The funding would be used for software enabling law enforcement to detect and investigate online child exploitation.


Organization: Young at Art Children's Museum

Title: The Global Village: A Gateway to Cultural Understanding

Funds requested: $1,000,000

Description: The funding would be used for development of The Global Village, a 4,000 square foot immersive educational program that will diminish prejudices, break racial barriers and instill pride in a child’s own cultural heritage, as well as the heritage of other cultures.
