"The Army Corps of Engineers must realize that all levee systems are not built the same," said Congressman Garamendi, Deputy Secretary of the U.S. Interior from 1995-1998. Garamendi explained: "Can countries with atrocious labor and environmental standards sometimes produce goods a little bit cheaper than American workers? Sure, but that’s a shallow way of looking at our economy. As we saw with the Bay Bridge, sometimes you get what you pay for. Even more importantly, supply chains matter. American workers pay American taxes and spend money at local businesses. With increased demand, these businesses expand and hire new workers, creating even more local demand along with tax revenues that can then be used in additional infrastructure. This cycle of growth and prosperity must be our nation’s priority in the years ahead."

Congressman Garamendi was an early supporter of the SAVINGS Act, a bill that enables military families to have better information about their life insurance payments. This will empower these families to make the best possible financial decisions, so they can receive a just payment should their loved ones be killed in action.

"Once again, we’re seeing insurance companies put profits over people. They’d prefer to make a profit rather than offer insurance to our kids," Congressman Garamendi said. "We can handle this the easy way or the hard way. Either they back down from their latest outrageous stunt – discriminating against children for a few extra pennies of profit – or they can face the outrage of Congress, parents, and grandparents."
For example, no longer will insurance companies be able to cut off your insurance just because you are sick, or set annual or lifetime caps on your coverage, or deny coverage to children with so-called pre-existing conditions.
"If you own a business in this country, and you’ve been thinking about broadband installation, machine tools, or a new production line, with this legislation, now’s the time," Congressman Garamendi said. "By allowing corporations to write-off 100 percent of all capital investments through 2011, we can create a chain reaction of job creation. Businesses with write-offs can expand and hire new workers by purchasing equipment made by businesses that can expand and hire new workers – a perfect synergy for economic growth."

"Most hydrologists agree that the Sacramento and San Joaquin Delta together with New Orleans are the two most vulnerable flood prone regions in the nation," Garamendi added. "Today’s House vote improving access to flood insurance is a good start. Tomorrow we must get serious about strengthening our levees system before it’s too late."

The loss of life in the flotilla incident was tragic, and I look forward to the findings of the recently formed Independent Public Commission, which will examine such issues as the naval blockade of Gaza, actions taken by the Commandos during flotilla incident, and the identities and conduct of the organizers and participants of the flotilla. In the mean time, we must focus on avoiding escalation, preventing more violence, and continuing the peace process. The greatest tragedy would be to allow the flotilla incident to end the region’s prospects for peace.
"Over the coming months, seniors who fall into the Medicare Part D donut hole will receive $250 rebate checks in the mail," Congressman Garamendi explained. "This first step marks the beginning of the end of the donut hole, which because of our new health care reform laws, will completely close by 2020."
"BP told us their platform was leaking 5,000 barrels of oil a day. Once again, BP was wrong, and they should be held accountable for the mess they’ve made," Congressman Garamendi said. "It is now projected that the Gulf Coast oil disaster is the equivalent to one Exxon-Valdez oil spill a week. We are left with one unshakable conclusion; platform drilling is simply too dangerous."
Garamendi added, "Checks are in the mail to provide relief to millions of seniors trapped in the Medicare Part D prescription drug donut hole. With $250 this year, a 50 percent discount on name brand prescription drugs next year, and the complete closure of the donut hole by 2020, seniors are getting the financial relief they deserve from health care reform. To those who want to repeal health care reform, I have only one question, 'Which senior’s check do you want to take away first?'"
"The Highway 4 Widening Project is a win, win, win for the Bay Area. It means thousands of new jobs, less congestion, and improved public transit access. Federal, state, and local government officials worked together to secure the necessary $165.4 million for this project."

On Friday, Congressman John Garamendi (Walnut Creek, CA), voted for H.R. 5116, the America COMPETES Reauthorization Act, and H.R. 4213, the American Jobs, Closing Tax Loopholes and Preventing Outsourcing Act. The COMPETES Act renews important investments in scientific research, while the American Jobs, Closing Tax Loopholes and Preventing Outsourcing Act extends tax relief, funds government programs, extends essential benefits, and closes tax loopholes.
"In California, it is calculated that the coast environment of California provides the state $22 billion in annual economic activity and employs 369,000 people. In Oregon it’s over $1 billion annually and some 17,000 are employed. In Washington, 150,000 people and over $8 billion. "This year, adults with preexisting conditions will be able to enroll in a high risk pool to make sure they finally have basic health care protections in preparation for full integration into our insurance system. This year, discrimination against children with preexisting conditions will end. This year, insurance companies will not be able to kick people off of their insurance because they are sick. This year, seniors stuck in the Medicare Part D donut hole will receive a $250 rebate and next year will see their prescription drug costs in the donut hole reduced by 50 percent. This year, small businesses will receive up to a 35 percent tax credit to help pay for health coverage for their employees. This year, new insurance plans will be required to offer free preventative care. This year, young adults up to the age of 26 will be allowed to stay on their parents’ health plan. This year, early retirees aged 55-64 will see additional relief to help them afford health coverage."

"Nearly a million low-income Californians fail to claim their earned income tax credits in their tax filings, needlessly robbing themselves of money that could go to rent, groceries, or other expenses," Congressman Garamendi said. "The average family qualified for the EITC receives a $1,400 refund, so If you qualify, the money is yours to keep; take it."
"By banning for-profit earmarks, Chairman Obey continues an extensive reform of the earmark process," Garamendi added. "Under the Republican Congress, special interests ran roughshod over the public interest, best exemplified by the Bridge to Nowhere proposal in Alaska. In 2005, earmarks totaled 15,800 and cost $27 billion. Under the Democratic Congress, earmarks were reduced in scale and dramatically improved by tailoring them towards the public interest. Compared to 2005, earmarks in FY 2009 appropriations were cut by 30% and their cost was reduced by 60%."
"Our beautiful coastlines are the birthright of every American, and I don’t want to see the California coast sold to oil companies with a track record of ecological catastrophe," said Congressman Garamendi. Today's announcement that the unemployment rate dropped in November is welcomed news for the millions of American workers, including tens of thousands of people in my district, struggling to find a job in this difficult economy. The Recovery Act and other jobs-creating measures have laid down the building blocks to repair our economy.
I thank President Obama for his careful and thoughtful deliberation on this matter. He faces a difficult decision on a war he inherited, and I know his heart is in the right place. However, I remain convinced that increased diplomatic, economic, social, and educational assistance in the region will result in a lasting solution in Afghanistan. American national security, our dedicated soldiers already serving, and the people of Afghanistan will be better served if we focus our efforts on improving the socioeconomic conditions of the region instead of sending more of our brave soldiers to fight in this war.

H.R. 3962 will transform America's health care delivery system. The plan includes a public option to help increase competition and hold the insurance industry accountable. Denial of treatment for pre-existing conditions and denial of coverage due to technicalities in condition reporting will be ended. Out-of-pocket expenses will be capped and subsidies and tax breaks will be made available to consumers and small businesses. This combined with the reduction in administrative overhead costs, the savings associated with an emphasis on preventative medicine, and other measures will provide individual consumers and as the nation with substantial long term cost savings. According to the Congressional Budget Office, the health care reform bill will cut the deficit by over $30 billion over the next decade and will continue to create a surplus over the next 20 years.
