CONGRESSMAN BRAD ELLSWORTH

As the 8th District's Congressman, Brad Ellsworth is continuing his career-long commitment to put Hoosiers first. In Congress, he is a member of the fiscally conservative Blue Dog Coalition and is working to reduce waste, fraud and abuse of taxpayer dollars. He also sits on the Armed Services, Agriculture, and Small Business Committees.

Before coming to Congress, Brad spent 24-years in the Vanderburgh County Sheriff's office protecting the people of southwest Indiana. He was twice decorated for heroism in the line of duty and graduated from the FBI National Academy. In 1998, Brad was elected Vanderburgh County Sheriff, where he completed two terms. Brad was born and raised in southern Indiana. He grew up in Evansville; attending University of Southern Indiana and Indiana State University. Brad and his wife, Beth, reside in Evansville. Together they have a daughter, Andrea.

Each year, I receive numerous requests for assistance obtaining federal funds from towns, cities, counties, universities, non-profit organizations and others throughout the 8th District. My office vets each project by collecting more information about the details of the proposed project, the amount of funding needed, and the project's benefits to the 8th District. Of the numerous requests I receive from 8th District entities each year, many will not meet my own qualifications or those established by the federal agencies and will not be submitted to the House Appropriations Committee for consideration. Requesting Entity: City of Evansville
Location: Administration Building, Room 302, Civic Center Complex, Martin Luther King Jr. Blvd., Evansville, IN 47708
Project Name:  Slack Water Harbor Intermodal Transportation Facility Study
Amount Requested: $100,000
Project Summary: These funds would be allocated to the City of Evansville to enable the United States Army Corps of Engineers to conduct a general investigation study to determine the feasibility of creating a Slack Water Intermodal Facility on the Ohio River in Evansville, IN.  If constructed, this facility would allow for the fleeting and unloading of barges out of the Ohio River Channel. The purpose of this project is to capitalize on the growing shipment of goods and commodities via container to and from Asian and Midwest markets. This project would be a valuable use of taxpayer funds because it would promote significant economic development opportunities and allow Evansville to become a key commercial shipping hub for the Midwestern region. 

Requesting Entity: City of Sullivan
Location: 32 North Court Street, Sullivan, IN 47882
Project Name: Municipal Public Building Construction, Sullivan, IN
Amount Requested: $500,000
Project Summary: These funds would be allocated to the City of Sullivan to design and construct a Municipal Public Building to improve the provision of City services.  Sullivan's original City Hall and Fire Station were destroyed by a fire in 1982. The City has since used an old grocery store building to house the City's administrative offices, city police, and firefighters; however, the facility is increasingly inadequate to house these essential services.  The new building would provide space for firefighting equipment, police and city administration offices, as well as a community room for city council meetings and for use by civic organizations. This project would be a valuable use of taxpayer funds because it would increase efficiency in providing essential municipal services to Sullivan residents.

Requesting Entity: City of Terre Haute
Location:  17 Harding Avenue, Terre Haute, IN 47807
Project Name:  Deerfield Interceptor Project
Amount Requested: $470,470
Project Summary: These funds would be allocated to the City of Terre Haute to increase the sewer capacity for the Deerfield neighborhood.  Currently, this residential neighborhood's sewers are ‘near or at capacity.'  This project would eliminate the area's current lift station, and install a new sewer main line. Additionally, waste water currently collected by the "All Development" sewer along US 41 will be diverted into the new sewer line, which will allow for more capacity for future development along the US 41 corridor and the State Road 641/41 interchange. This project would be a valuable use of taxpayer funds because it will help encourage economic development along the US 41 corridor, and help fix a failing sewer system.

Requesting Entity: City of Terre Haute
Location:  City Hall, 17 Harding Avenue, Terre Haute, Indiana  47807
Project Name: Margaret Avenue Enhancements, Terre Haute, IN
Amount Requested: $1,200,000
Project Summary:  These funds would be allocated to the City of Terre Haute to expand Margaret Avenue with the goal of alleviating traffic congestion and spurring additional commercial and retail development along the thoroughfare.  Margaret Avenue is a heavily traveled road located in an expanding commercial and residential district.  The city will break ground this summer on the first phase of the Margaret Avenue expansion, which will widen the existing roadway from a two lane road to a five lane road.  The requested Fiscal Year 2010 funds will be used for the next phase of the Margaret Avenue project.  This project would be a valuable use of taxpayer funds because it will alleviate traffic congestion and encourage additional economic development.

Requesting Entity: City of Vincennes
Location: 201 Vigo Street, Vincennes, In 47591
Project Name:  6th Street Grade Separation, Vincennes, IN
Amount Requested: $1,250,000
Project Summary: These funds would be allocated to the City of Vincennes to construct a new grade separation structure for Sixth Street over three CSX Railroad tracks. Currently, train tracks bisect the city; affecting traffic flow and impeding the ability of emergency vehicles to respond to emergencies. This project would be a valuable use of taxpayer funds because it will improve vehicular flow and provide a way for emergency vehicles to travel without delay.

Requesting Entity: City of Washington
Location: 200 Harned Avenue, Washington, IN 47501
Project Name: Combined Sewer Overflow Long Term Control Plan
Amount Requested: $2,000,000
Project Summary: These funds would be allocated to the City of Washington to develop a long term control plan to minimize combined sewer overflows.  Currently, the city is under an unfunded mandate by the United States Environmental Protection Agency (USEPA) to implement a new sewer system or violate of the Clean Water Act.  This project would construct a conveyance pipe to transport waste water to an equalization basin and construct another pipe to transport that flow to a wetland.  The City would also make improvements at the wastewater treatment plant, including the installation of a vortex type grit removal system, and would construct wetlands to treat sewage. This project would be a valuable use of taxpayer funds because it would affect every homeowner, business and industry in the City of Washington by eliminating combined sewer overflows.

Requesting Entity: Daviess County Commissioners
Location:  200 East Walnut Street, Washington, IN 47501
Project Name: Cannelburg Road Improvements, Daviess County, Indiana
Amount Requested: $1,250,000
Project Summary: These funds would be allocated to the Daviess County Commissioners to construct an initial 1.53 mile section of buggy lane and make other improvements to Cannelburg Road. Specifically, this project would address public safety concerns that result from mixed vehicular traffic including semi trailers, construction vehicles, horse-drawn buggies, automobiles and pedestrians. Industrial growth and increased tourism in the local Amish communities has resulted in increased traffic and accidents. Since 2002, the Sheriff reports there have been 85 accidents on Cannelburg Road; 14 involving horse-drawn buggies. Of those involving buggies, 2 people died and 4 suffered severe injuries. This project would be a valuable use of taxpayer funds because it would increase the safety for all who use Cannelburg Road.

Requesting Entity: Knox County Board of Commissioners 
Location:  111 N. 7th Street, Vincennes, IN 47591
Project Name:  Economic Development Corridor, Knox County, Indiana
Amount Requested: $1,250,000
Project Summary:  These funds would be allocated to the Knox County Board of Commissioners to help create an Economic Development Corridor from U.S. Highway 41 to State Road 67 across northern Knox County.  This project will provide a direct east-west corridor to accommodate truck traffic safely and efficiently and would provide access from the west side of Knox and Sullivan counties to the future I-69 corridor, as well as the site of the $2.35 billion cleaner-coal integrated gasification combined cycle (IGCC) plant in Knox County just off State Road 67.  This project would be a valuable use of taxpayer funds because it would provide an economic catalyst to enhance the recent development in the area by improving access and providing for the safe, efficient movement of goods.

Requesting Entity: Indiana Department of Transportation
Location:  100 N. Senate Ave., Indianapolis, IN 46204
Project Name: Interstate 69, Vanderburgh, Gibson, Pike, Daviess and Greene Counties
Amount Requested: $1,250,000
Project Summary: These funds would be allocated to the Indiana Department of Transportation for the construction of Interstate-69 in Indiana. The I-69 Corridor traverses Michigan, Illinois, Indiana, Kentucky, Tennessee, Mississippi, Arkansas, Louisiana and Texas and serves as a major national and international freight route, connecting to both Canada and Mexico. It serves 17 of the top 25 seaports, 13 inland waterway ports, 15 of the top 25 cargo airports, as well as every major railroad.  This project will be a valuable use of taxpayer funds because completion will increase transportation efficiency by reducing fuel consumption, travel time and costs between Evansville and Indianapolis, while facilitating trade and promoting economic development in communities along the corridor.

Location: 126 E. Third St., Room 220, Mt. Vernon, IN 47620
Project Name: Big Creek Watershed Drainage Improvement Project
Amount Requested: $500,000
Project Summary: These funds would be used for the design, engineering, and construction of flood control and water resources management projects in the Big Creek watershed area.  This project would be a valuable use of taxpayer funds because it will reduce water pollution and create new opportunities for economic growth.

Requesting Entity: Posey County Commissioners
Location: 126 E. Third Street, Room 220, Mount Vernon, IN 47620
Project Name: County Courthouse Improvement Project, Mount Vernon, IN
Amount Requested: $100,000
Summary: These funds would be allocated to Posey County to design and construct improvements aimed at addressing drainage and foundation problems at the historic Posey County Courthouse.  Currently, deterioration of the building's foundation combined with the surrounding terrain allows rainwater to seep into the lower levels of the facility. This project would be a valuable use of taxpayer funds because it would stop further deterioration of the Courthouse caused by water leakage and prevent long-term water damage that could require costly renovations in the future.

Requesting Entity: Town of Edwardsport
Location:  P.O. Box 237, Edwardsport, IN 47528
Project Name:  Edwardsport Sewer Project
Amount Requested: 1,000,000
Project Summary:  These funds would be allocated to the Town of Edwardsport for the construction of a wastewater treatment facility and a septic tank pumping system, commonly referred to as a STEP system.  Currently, the town is under Agreed Order by the Indiana Department of Environmental Management (IDEM) for violation of the Federal Clean Water Act. The town relies on privately owned septic tanks; however, most of the tanks are aging and no longer function properly.  IDEM is mandating the town abandon the use of private septic systems and construct a public waste water system. With 71.8% of the population below the poverty level, the town cannot afford to build the entire cost of this $3.2 million dollar project into its rate structure.  This project will allow Edwardsport to update their wastewater treatment facility and rectify an environmental and health hazard.

Requesting Entity: Wadesville-Blairsville Regional Sewer District
Location: 2539 Ruby Lane, Wadesville, IN 47638
Project Name: Sanitary Sewer System Project
Amount Requested: $1,900,000
Project Summary: These funds would be allocated to the Wadesville-Blairsville Regional Sewer District to install a sanitary sewer system in an unincorporated area of northern Posey County.  Because of overall poor soil conditions and failing septic systems in the area, wastewater disposal has become a serious health issue. A particular problem occurs at South Terrace Elementary School in Blairsville, where raw sewage frequently pools above ground on the playground. Beyond the aging and largely inadequate septic systems, neither Wadesville nor Blairsville community is served by any public wastewater collection or treatment system. These funds would be a valuable use of taxpayer funds because they seek to alleviate threats to human health from water-borne diseases and eliminate water pollution on surface and ground waters.

Investing in Our Future through Education

Requesting Entity: Evansville Vanderburgh School Corporation
Location:  123 Main Street, Evansville, IN 47708
Project Name:  Early Childhood Learning Center
Amount Requested: $500,000
Project Summary: These funds would be allocated to the Evansville Vanderburgh School Corporation (EVSC) to help establish three Early Childhood Learning Centers that will provide quality early childhood education to disadvantaged children aged 3 to 5.  The core focus of the plan would be to boost student achievement by increasing access to early childhood education. The EVSC Early Childhood Learning Centers would be a model for public-private partnerships; using resources from Title 1, grants, community partners, the childcare voucher program, and a sliding fee scale to meet expenses. It will include evaluation tools and utilization of the EVSC's data warehouse system to track students' literacy development and progress towards meeting Indiana's academic standards for age 3 to 5.  These funds would be a valuable use of taxpayer funds because these programs will help boost academic achievement and give disadvantaged students a strong start toward becoming productive members of society. 

Requesting Entity: Indiana State University
Location:  200 North 7th Street, Terre Haute, IN 47809
Project Name:  Rural Algebra Project of Parke and Vermillion Counties
Amount Requested: $400,000
Project Summary: Funds would be allocated to Indiana State University (ISU) to implement and sustain their Center for Mathematics Education (CME) Rural Algebra Project in Parke and Vermillion Counties.  CME is designed to enhance the teaching and learning of mathematics through professional development programs for new and current teachers, research, and a coordinated outreach program to local schools. The Center brings together mathematics educators from ISU and surrounding counties to reform instructional curriculum for middle and high schools.  This project would be a valuable use of taxpayer funds because it would improve elementary and secondary school students' mathematical skills, making them better prepared to compete in the global economy.

Requesting Entity: Ivy Tech Community College of Indiana - Wabash Valley Region
Location: 8000 South Education Drive, Terre Haute, IN 47802
Project Name:  Advanced Manufacturing Center
Amount Requested: $1,000,000
Project Summary: These funds would be allocated to Ivy Tech Community College for the creation of an Advanced Manufacturing Center to be housed in the College's new Center for Workforce Development.  The College has already invested nearly $6,000,000 in the Advanced Manufacturing Center for the purchase and renovation of the facility, but is in need of additional funds for equipment and faculty costs.  The facility will focus on computer integrated manufacturing, and will bring together the College's Manufacturing, Industrial Maintenance, Electronics, and Design programs to produce graduates who possess the education and skills required by area manufacturers.  The facility will also provide short term training to area industries, which will help develop the education and skills of the current workforce.  This project would be a valuable use of taxpayer funds because it would help address the shortage of qualified manufacturing and maintenance employees in the region.

Requesting Entity: University of Evansville
Location: 1800 Lincoln Avenue, Evansville, IN 47722
Project Name: Schroeder School of Business Administration Renovations
Amount Requested: $500,000
Project Summary: These funds would be allocated to the University of Evansville (UE) for renovations to expand the Schroeder School of Business Administration's programs. The renovations will allow this modern, fast-growing program to increase its enrollment and outreach to local and international economies.  This project would be a valuable use of taxpayer funding because it would enable UE's Schroeder School to provide a world-class business education to more Hoosier students, cultivate a stronger workforce in Southwest Indiana, and expand University collaboration with local and international businesses.

Requesting Entity: University of Southern Indiana
Location: 8600 University Boulevard, Evansville, IN 47712
Project Name: Advanced Manufacturing and Engineering Equipment
Amount Requested: $1,000,000
Project Summary: These funds would be allocated to the University of Southern Indiana (USI) for the purchase of engineering and advanced manufacturing equipment for the University's new Business and Engineering Center. USI is one of only two state-supported engineering programs within the state.  This center would be used to teach coursework in Robotics and Advanced Manufacturing, thus providing engineering students with current and relevant knowledge of modern manufacturing technology, equipment, and operations. This project would be a valuable use of taxpayer funds because it will help ensure USI graduates have the cutting-edge training and skills Indiana businesses need to compete in the global economy. 

Requesting Entity: Vincennes University
Location: 1002 North First Street, Vincennes, IN 47591
Project Name: Advanced Manufacturing Center Initiative
Amount Requested: $1,000,000
Project Summary: These funds would be allocated to Vincennes University (VU) to upgrade and expand existing equipment and resources in their Advanced Manufacturing Center. This expansion will allow the University to increase educational opportunities in robotics, rapid prototyping, laser-welding and other high-tech positions for local students and workers. These funds would be a valuable use of taxpayer funds it will allow VU to meet the educational and training needs of regional advanced manufacturing industries and employers in the region.

Improving Access to Health Care

Requesting Entity: Evansville ARC
Location: 615 W. Virginia Street, Evansville, IN 47710
Project Name: Comprehensive Client Billing & Documentation System, Evansville, IN
Amount Requested: $500,000
Project Summary: These funds would be allocated to Evansville ARC to purchase and install an electronic billing and documentation system that accommodates Medicaid billing requirements and client document regulations.  Since Evansville ARC has partnered with Gibson County ARC, Pike County ARC, and Southern Indiana Resource Solutions to reduce information technology (IT) overhead costs, this new system would enhance the ability of these agencies to serve a combined 1,300 clients daily.  This project would be a valuable use of taxpayer funds because it would enable Evansville ARC and its partner agencies to provide services to the community in a more efficient manner, while ensuring compliance with insurance and privacy regulations.

Requesting Entity: Union Hospital
Location: 1433 N. 6 ½ Street, Terre Haute, IN 47807
Project Name: Rural Health Care Model Economic Impact Study
Amount Requested: $500,000
Summary: These funds would be allocated to Union Hospital to conduct a thorough economic impact analysis of the cost savings and improvements in care that are achieved as a result of the hospital's rural health care model.  Union Hospital has dedicated staff and resources to establish several innovative programs to improve care and access in rural areas and has coordinated community and state resources to improve health care for rural residents in the region. This project would be a valuable use of taxpayer funds because it would quantify the impact of this model of care and encourage its replication around the country; improving care in rural America while reducing costs for the system as a whole.

Requesting Entity: Visiting Nurse Services of Putnam County
Location: 5250 E. US Highway 36, Suite 100, Avon, IN 46123
Project Name: Telehealth Home Health Care Monitoring Equipment
Amount Requested: $200,000
Summary: These funds would be allocated to Visiting Nurse Services (VNS) to purchase and service new Telehealth Home Monitors, which will help between 75 and 150 home-bound patients each year with the management of their chronic illnesses.  This funding will allow VNS of Putnam County to purchase 25 monitors and maintain a staff of certified health care providers to help patients monitor and contain their chronic illnesses without using time-consuming, expensive in-person physician and hospital services.  This project would be a valuable use of taxpayer funds because it would improve the ability of home-bound Hoosiers to manage their chronic illnesses; improving their quality of life while decreasing health care costs.

Promoting New Business and Job Opportunities

Requesting Entity: Indiana State University
Location: 200 N. 7th Street, Terre Haute, IN 47809
Project Name: Innovation Alliance Business Incubator & Accelerator
Amount Requested: $500,000
Project Summary: These funds would be allocated to the Business Incubator & Accelerator at Indiana State University to provide technical and business assistance to emerging technology companies located in the region.  The entrepreneurs and companies assisted by this project will be better able to expand their Indiana operations, employing more Hoosiers in innovation and production processes that will help our economy recover from the current recession.  The purpose of this project is to strengthen the ability of developing small businesses to establish and expand successful operations in Indiana.  This project would be a valuable use of taxpayer funds because it would empower entrepreneurs to provide an engine for economic growth in Indiana, providing our local economy with the boost it needs to recover from the current recession.

Requesting Entity: Purdue University - Southwest Purdue Agricultural Center
Location: Hovde Hall, Room 233 Purdue Mall, West Lafayette, IN 47907
Project Name: Specialty Crops Research, Extension, and Training Center (SWPAC)
Amount Requested: $600,000
Project Summary: These funds would be used to increase the SWPAC staff and upgrade equipment for the Center, resulting in increased educational opportunities in production, processing and marketing for Vincennes students, regional producers and their employees. In addition, the Center would offer technical assistance to potential producers and processors in local communities.  This project would be a valuable use of taxpayer funds because it will enhance economic opportunities for students and agricultural producers while increasing the availability of locally grown produce.

Requesting Entity: Rose-Hulman Institute of Technology
Location: 5500 Wabash Avenue, Terre Haute, IN 47803
Project Name: Rose-Hulman Ventures
Amount Requested: $500,000
Project Summary: These funds would be allocated to Rose-Hulman Ventures project, which provides low-cost prototyping services for local small businesses. Specifically, these funds would be used to assist several technology-based startups in the Wabash Valley and Martin County in expanding their defense-focused technologies to the commercial marketplace.  This project would be a valuable use of taxpayer funds because it would provide several Indiana small businesses with the expertise they need to expand their businesses and improve surrounding local economies.

Protecting Local Communities

Requesting Entity: KidsPeace
Location: Pyramids Building #2, Suite 2071, 3500 DePauw Blvd., Indianapolis, IN 46268
Project Name: KidsPeace Evansville Therapeutic Foster Care Program
Amount Requested: $400,000
Summary: These funds would be allocated to establishing a therapeutic foster care program in Evansville to provide community-based placement to children in need of mental health services and at risk of entering the juvenile justice system. KidsPeace is a 127-year-old children's charity, which has established similar foster care programs across the country.  Their foster care model includes specially-trained and certified foster families, who care for no more than two children at one time, and caseworkers with case loads of eight or fewer foster children.  The purpose of this funding is to provide foster children who have mental and behavioral health needs with foster parents and caseworkers trained to meet their specific needs.  Federal studies have shown that access to therapeutic foster care reduces violent crimes among adolescents ages 12 to 18 with a history of chronic delinquency an average of 70%.  This project would be a valuable use of taxpayer funds because it would bring a new program to Evansville that would improve the lives of at-risk Hoosier kids without unnecessarily shifting them into the juvenile justice system.

Requesting Entity: Ohio River Valley Water Sanitation Commission
Location: 5735 Kellogg Avenue, Cincinnati, OH, 45228
Project Name: Organics Detection System Replacement and Upgrade
Amount Requested: $1,000,000
Project Summary: These funds would be allocated to the Ohio River Valley Water Sanitation Commission (ORSANCO) for the Organic Detection System Replacement Project.  This project will replace outdated and malfunctioning units that provide daily monitoring of chemical pollutants in the Ohio River and necessary information for drinking water utilities to respond with appropriate treatments.  Over 25 million people reside in the 250,000 square mile watershed of the Ohio River, and 5 million people rely on the Ohio River as a source for drinking water. Heavy industrialization of the basin has led to pollutants that contaminate the river, compromise drinking water, and degrade the surrounding environment. The Organic Detection System (ODS) allows officials to quickly determine the origin and source of dangerous chemicals, but the aging system is becoming less reliable. With federal support, ORSANCO will upgrade ODS units and ensure that pollutants will not go undetected.  This project would be a valuable use of taxpayer funds because it will provide protection to the millions of individuals that rely upon the river for drinking water. 

Requesting Entity: Vanderburgh County Commissioners
Location: Civic Center Complex Room 305, 1 NW Martin Luther King Blvd., Evansville, IN 47708
Project Name: Civic Center Complex Security Improvements
Amount Requested: $200,000
Project Summary: These funds would be allocated to purchasing and installing security equipment at the County's Civic Center Complex, which houses the County's judicial and administrative facilities.  While the judicial building has security equipment in place, the administrative portion of the Complex lacks effective security equipment.  The purpose of this project is to ensure the safety of every citizen who utilizes the services provided in the Civic Center Complex.  This project would be a valuable use of taxpayer funds because it would greatly improve the safety of administrative staff and citizens who use the Civic Center Complex.

Project Name:  Press-Loaded Explosive Projectile Washout Line

Project Summary:  These funds would be allocated to Crane Army Ammunitions Activity (CAAA).  It is the intention of Gradient Technology located in Crane, Indiana to competitively bid for this funding.  This funding would be used to build a high-pressure waterjet washout process for removing press-loaded high explosive from obsolete projectiles and successfully demonstrate the process on a modular scale that is both safe and environmentally acceptable.  This project would be a valuable use of taxpayer funds because it will allow CAAA to design, build, and install a fully operational demilitarization line to handle Press-Loaded and PBX-Loaded munitions, each requiring a unique chemical processing design, to allow CAAA to reduce its storage problem and enhance its role as a leader in environmentally safe demilitarization.

Project Summary: These funds would be allocated to Indiana Army National Guard.  It is the intention of General Dynamics located in Waynesville, North Carolina to competitively bid for this funding.  This funding would be used for purchasing additional instrumentation for the Muscatatuck Urban Training Center (MUTC) to improve its capabilities under the Combined Arms Collective Training Facility standard.  This project would be a valuable use of taxpayer funds because MUTC provides the most realistic training experience possible and training tailored to replicate both foreign and domestic scenarios that can be utilized by our warfighter.

Project Summary: These funds would be allocated to the U.S. Army Soldier Systems Command at the Natick Soldier Research, Development and Engineering Center.  It is the intention of Ameriqual located in Evansville, Indiana to competitively bid for this funding.  This funding would be used to develop a variety of high quality, low-acid food items for the warfighter to consume in the field that are not available with current industrial technology.  This project would be a valuable use of taxpayer funds because the warfighter will greatly benefit from food made safely and with high nutrient content by novel processing technologies, such as High Pressure Pasteurization (HPP) and Pressure Assisted Thermal Sterilization (PATS).

Project Name: Strategic Weapons System Engineering (P-340)

Summary: These funds would be allocated to the NSWC Crane.  This funding would be used to construct a next generation strategic weapons systems engineering facility as an addition to Building 3334.  The project supports the Missile Defense Agency and the Trident D5 strategic missile systems life extension (D5LE) missions and a detachment of the Strategic Weapons Program Office.  This project would be a valuable use of taxpayer funds because the construction of this proposed addition to Building 3334 would provide an adequate and functional facility for Strategic Systems and is the most economically feasible method of satisfying the existing space deficiency.  A new facility will be designed to enhance productivity and cost efficiency by providing a secure, safe and efficient working environment and by co-locating personnel, equipment, and functional areas.

Project Name:  Crane Learning and Employment Center for Veterans

Project Summary: These funds would be allocated to NSWC Crane.  It is the intention of Crane Technology, Inc located in Crane, Indiana to competitively bid for this funding.  This funding would be used to expand the Crane Learning and Employment Center (CLEC) pilot program to service additional locations in the State of Indiana.  The CLEC pilot program provides disabled veterans returning from Iraq and Afghanistan an individualized approach to education and job training. The CLEC leadership team coordinates medical care, housing, transportation, and workforce education, as well as providing employment placement at NSA Crane, for each participant.  This project would be a valuable use of taxpayer funds because additional federal funding, augmented by existing grants from the Indiana Department of Workforce Development and the Lilly Endowment, will allow CLEC to establish at least two additional locations in Indiana.  The Crane Learning and Employment Center for Veterans leadership team is committed to sharing their success as a national model for other Veteran's Employment and Training on Department of Defense bases.  To date, advisors at CLEC have traveled to other military bases to provide their insight.  For example, they have provided briefings at Camp Lejuene's US Marine Corps Wounded Warrior Battalion (East).

Project Name: Crane Integrated Defensive Electronic Countermeasures Depot Capability
Amount Requested: $8,300,000
Project Summary:  These funds would be allocated to NSWC, Crane.  It is the intention of the ITT Corporation located at Westgate Technology Park in Crane, Indiana to competitively bid for this funding.  This funding will be used by the Navy to meet the requirement - organic depot capability - to be able to maintain, repair and replace the electronic warfare system (ALQ-214) on the F/A 18 E/F fighter jet. This effort to provide the machinery and long lead items will allow NSWC Crane to repair and maintain this essential equipment.  This required organic depot capability will ensure pilots fight like they train since more working units will be available for training purposes.  This project would be a valuable use of taxpayer funds by standing up an organic depot capability at Crane to reduce repair turnaround times from 180-240 days to 30-45 days and increasing the operational availability rate to the Navy as a result.

Project Name: Advanced Video Compression for Unmanned Vehicle Systems

Project Summary: These funds would be allocated to NSWC Crane.  It is the intention of Purdue University located in West Lafayette, Indiana to competitively bid for this funding.  This funding would be used to develop unique methods to visualize the compressed signal and allow the warfighter to better use the information obtained from the Unmanned Vehicle Systems (UVS).  This project would be a valuable use of taxpayer funds because it will significantly advance surveillance capabilities of UVSs by addressing a major bottleneck of low encoder power consumption and computational complexity.  The resulting higher quality video from UVSs will have a significant impact on the security of our nation, both within and outside our homeland.

Project Name: Photonic Digital Radar for the Next Generation of Electronic Warfare Systems

Project Summary:  These funds would be allocated NSWC Crane.  It is the intention of Rose-Hulman Institute of Technology located in Terre Haute, Indiana to competitively bid for this funding.  This funding would be used to build an all optical-digital RF beamformer to process multiple radar, communication, target tracking, and imaging beams for Navy's broadband active phased-array antennas.  This technology could vastly cut the number of antennae needed on navy ships.  This project would be a valuable use of taxpayer funds because the photonic digital beamforming systems will provide a path to accomplish the military's mission with improved situational awareness, reduced personnel and with faster response.

Project Summary: These funds would be allocated to NSWC, Crane.  It is the intention of Science Applications International Corporation (SAIC) located at Westgate Technology Park in Crane, Indiana to competitively bid for this funding.  This funding would continue comprehensive Electronic Warfare (EW) Capabilities Analysis Tool for use by strategic planners and will enable functional solution analyses to address critical EW capability gaps identified by the Joint Electronic Warfare Center.  These EW capability gaps require rapid evolution and fielding of solution threats leveraging commercial technology.  This project would be a valuable use of taxpayer funds because critical work would continue that protects our warfighter.  For example, work would continue on the development of a High Power Fiber Laser (HPFL) -based pod as a Directed Infrared Counter Measures (DIRCM) for protection against surface-launched and air-to-air Infrared (IR) missiles, a Joint Electronic Attack Unmanned Airborne Vehicle (JEAUAV) communications network jamming package.

Project Name:  Infrared LED Free Space Optics Communications Advancement
Amount Requested: $4,000,000
Project Summary: These funds would be allocated to NSWC Crane.  It is the intention of Stimulus Engineering located in Loogootee, Indiana in partnership with Torrey Pines Logic located in San Diego, California to competitively bid for this funding.  This funding would be used for the completion of the Naval Sea Trial of the previously funded IR LED Free Space Optics on Shipboard vessels for underway replenishment (UNREP) missions.  IR LED Free Space Optics will allow the Navy to securely communicate using infrared light, enabling simultaneous data, video and voice communication in environments, where otherwise communication would be impossible or undesirable.  This project would be a valuable use of taxpayer funds because of the benefit to the Navy's fleet.  This program will provide a secure shipboard communication system in support of operational activities; it will increase safety during underway replenishment, aircraft launch and recovery, fuel and ordinance handling; and it will eliminate RF emissions using Free Space Optics with virtually no signature detection.

Project Summary: These funds would be allocated to NSWC Crane.  It is the intention of the Technology Services Corporation (TSC) located in Crane, Indiana to competitively bid for this funding.  This funding would be used to provide an efficient method of transitioning new technologies into Department of Defense (DOD) programs of record to provide for performance improvements at lower cost for the warfighter.  This project would be a valuable use of taxpayer funds because the RF R&D and Technology Transfer Center will provide leadership in transitioning innovative RF and electronic technology into DOD systems; eliminate barriers to technology transfer for bringing products to maturity; provide an incubator/innovator for RF and electronic technology; and coordinate the existing Indiana industrial base by fostering a climate conducive for industrial base growth.

Project Summary: These funds would be allocated to the U.S. Air Force's Sensors Directorate.  It is the intention of Rose-Hulman Institute of Technology located in Terre Haute, Indiana to competitively bid for this funding.  This funding would be used for the New Electronic Warfare Specialists Through Advanced Research by Students (RAPCEval-NEWSTARS) collaborative education program between Rose-Hulman Institute of Technology, Wright State University, Mercer University's Engineering Research Center, and the Air Force Research Laboratory at Wright Patterson AFB that supports advances in Electronic Combat Technology through direct funding of graduate level research projects at the partnering academic institutions.  This project would be a valuable use of taxpayer funds because the RAPCEval-NEWSTARS program will ensure when experienced electronic combat engineers in the government, academic, and private sectors reach retirement age and leave active service there are younger trained engineers to take their place. Innovative sources and advanced training for their replacements are critical to providing electronic warfare systems and technologies for the future. This program puts in place the necessary collaborative education program to train electronic combat engineers of the future.
