Hostile Green Takeover: The Auto Industry Faces Environmental Thuggery 

Senate Floor Speech - November 20, 2008 

 

Senator James Inhofe (R-OK) – Ranking Member, Environment and Public Works Committee  

Mr. President, Americans are once again being asked to foot the bill for yet another “urgent” bailout.  In October, Congress voted for an unprecedented $700 billion bailout of Wall Street, and now much of the same alarmist rhetoric is being employed to pressure members to act quickly.   

The latest bailout demand making the rounds in Washington is for the Big Three auto industry. Democrats would have you believe the proposed bailout is all about saving jobs, but, having been in Washington long enough, my instincts led me to dig deeper where I unearthed green roots hiding beneath the bailout rhetoric.   

It now appears that much of what you have heard in the media about the auto bailout being about “jobs” has been misleading.  In fact, there are “usual suspects” working behind the scenes to subvert the auto bailout and ultimately betray auto workers.  

The facts are these:  

The proposed $25 billion bailout of Detroit now appears to have been hijacked by the powerful environmental lobby.  

The November 19 Wall Street Journal asks:  

“When is $25 billion in taxpayer cash insufficient to bail out Detroit's auto makers?” Answer: “When the money is a tool of Congressional industrial policy to turn GM, Ford and Chrysler into agents of the Sierra Club and other green lobbies.” 

According to the Wall Street Journal, the auto bailout has degenerated into a tool to “make Detroit a subsidiary of the Sierra Club.”  

We hear proponents of the auto bailout endlessly say it’s about jobs.  

But the truth is, this bailout appears to be about environmental lobbies taking over the U.S. auto industry.  

The Wall Street Journal explains:  

“In their public statements, proponents describe the bailout as an attempt to save jobs, American manufacturing and the middle-class way of life. But look closely and you can see that what's really going on is an attempt to use taxpayer money to remake Detroit in the image of the modern environmental movement. Given a choice between greens and blue-collar workers, Congress puts the greens first.”  

And just how did this attempt at a green takeover of Detroit come about?  

Congress approved $25 billion for Detroit earlier this year for “green retooling.” President Bush proposed to revise that $25 billion and allow it be used for Detroit’s general purposes by eliminating the green conditions.  

But the Wall Street Journal reported, “Democratic leaders refused. They are insisting instead that the Bush Administration give Detroit another $25 billion in cash.”

"The Bush Administration's proposal is unacceptable," declared my colleague Senate Majority Leader Harry Reid. 

The Wall Street Journal asked, “If the problem is so urgent, why keep the green chains on that first $25 billion? GM in particular is saying that it may have to declare bankruptcy by the end of the year without a taxpayer capital injection. Aren't jobs at stake?”  

But jobs do not appear to be the overriding concern when it comes to the proposed auto bailout.  

A November 13 commentary in the Chicago Sun-Times bluntly declared that Congress should “attach environmental strings to the Big Three bailout.”  

“The auto industry occupies a critical position, not just in the U.S. economy, but also in the struggle to cope with climate change and the energy crisis. The government has immense leverage right now to force the Big Three to make progress on multiple fronts and should not be afraid to use it,” Andrew Leonard wrote in the Sun-Times. 

“President-elect Barack Obama has spoken many times of his ambitious plans to steer the U.S. toward a future where Americans are driving fuel-efficient cars that run on renewable energy. If the government is going to bail out the auto industry, it should do so only with the explicit requirement that the Big Three accelerate down that road as fast as they can,” Leonard demanded.

One of the key “green strings” that the environmental lobby wants to impose on Detroit is making the Corporate Average Fuel Economy (CAFE) standards more draconian.   

My colleague, Democratic Senator Bill Nelson, wants conditions on the auto bailout that would mandate auto companies increase their average fuel economy to 40 miles per gallon in 10 years and then 50 miles per gallon a mere two years later in 2020. Nelson also reportedly wants requirements for an “increased production of hybrids, flex-fuel and electric vehicles,” according to Congress Daily.  

My colleague, Democratic Senator Dianne Feinstein, has also tied auto bailout money to increased CAFE standards. “Congress should require that the automakers shift to a new business model that focuses on hybrid, electric, and other next generation vehicle technologies,” Senator Feinstein wrote on November 14.  

Senator Feinstein even expands the mandates to include costly global warming concerns by “requiring NHTSA to use the Energy Information Administration (EIA)'s most accurate gasoline price projection and consider global benefits from reducing greenhouse gas emissions when setting CAFE standards.”  

The Wall Street Journal countered with a common sense alternative to increasing CAFE standards.  

“If Congress wants to ease the immediate burden on Detroit, it could also ease the onerous fleet-mileage standards (CAFE rules) that force the companies to make cars domestically that are unprofitable. A mere tweak would help a lot -- for example, simply allow Detroit to meet CAFE standards by counting the cars it makes at home and abroad. This alone might save Chrysler from bankruptcy. But Congress won't budge on that simple change.”  

This latest bout of environmental thuggery is not an isolated incident. The legislative goals of Democrats and their environmental allies reveal that saving jobs is not their highest priority.   

President-elect Obama has pledged to grant California a global warming motivated waiver to allow the state to demand its own standards of emission reductions from new autos. This would essentially allow a state by state approach, thus creating a patchwork of regulatory compliance regimes in addition to the federal standard that would be even more costly for automobile manufacturers.  

The Wall Street Journal summed up this attempted hostile green takeover and the efforts to create an “Environmental Motor Company” this way:   

“All of this shows that Democrats don't merely want to save jobs. They want an entirely different American auto industry that serves goals other than selling cars to consumers. The green lobbies have disliked Detroit for decades -- for resisting fleet mileage standards and having the audacity to make SUVs, trucks and other vehicles that people have wanted to buy but that violate modern environmental pieties. For the greens, the bailout is their main chance to remake Detroit according to their dictates.”  

The Journal continued:  

“The more realistic alternative to this utopian green vision is to let GM or Chrysler file for Chapter 11 like any other company that can't pay its bills. The immediate costs would be severe, but at least bankruptcy would provide the political and legal means for them to evolve into smaller, more competitive companies. Taxpayers shouldn't be asked to finance a green industrial policy promoted by lobbyists and Congressmen who know nothing about what it takes to make a car -- much less make a profit.”

Dr. James Koermer, a meteorology professor at Plymouth State University presentation it titled “Inconvenient Science." Excerpt: Kevin McGuire, a fellow professor at PSU, said Koermer's presentation was "very well done." "I agree that there are a lot of uncertainties," McGuire said about the causes and nature of global climate change. […] During a presentation at the university on Wednesday, Koermer explained why there are a growing number scientists, such as himself, who don't subscribe to the popular theory on global warming. […]Koermer said just because he doesn't think man-made carbon dioxide is contributing significantly to climate change, it does not mean he is opposed to the increased use of renewable fuel sources. […] "Over millions of years there have been periods when we have been hotter than we are today," Koermer said. He added that while humans do have an impact on the climate, it is minimal compared to natural phenomena. He also said that humans are not the biggest producers of carbon dioxide and that the gas is not the most abundant green house gas in the atmosphere. That title goes to water vapor, which is produced by the world's oceans.

"What I'd do with the IPCC report is to put it in the trash can because that's all it's worth," said Dennis Hollars, who holds a doctorate in astrophysics from New Mexico State University. […]  Hollars, meanwhile, claimed that carbon dioxide was an insignificant component of the earth's atmosphere and that, rather than being the purveyor of doom it is currently viewed as today, it is needed in order for plants to grow.

Meteorologist says ‘don’t believe it’ to claims that October was 2nd Warmest – November 18, 2008

Excerpt: This is not surprising as NOAA has become the biggest outlier in recent months. They have thanks to Tom Peterson and Tom Karl a global data base that is worth nothing. There is little or no adjustment for urbanization, land use changes, no adjustment for bad station siting (69% of the 560 US climate stations surveyed by Anthony Watts team of volunteers were poor or very poorly sited), 2/3rds of the stations globally dropped out around 1990, the number of missing months increased tenfold in the FSU and Africa after 1990, and changes in instrumentation like here in the US that Tom Karl himself found produced a warm bias of 0.5F. Unfortunately satellite data extends only back to 1979.

A surreal scientific blunder last week raised a huge question mark about the temperature records that underpin the worldwide alarm over global warming. On Monday, Nasa's Goddard Institute for Space Studies (GISS), which is run by Al Gore's chief scientific ally, Dr James Hansen, and is one of four bodies responsible for monitoring global temperatures, announced that last month was the hottest October on record. 

This was startling. Across the world there were reports of unseasonal snow and plummeting temperatures last month, from the American Great Plains to China, and from the Alps to New Zealand. China's official news agency reported that Tibet had suffered its "worst snowstorm ever". In the US, the National Oceanic and Atmospheric Administration registered 63 local snowfall records and 115 lowest-ever temperatures for the month, and ranked it as only the 70th-warmest October in 114 years. So what explained the anomaly? GISS's computerised temperature maps seemed to show readings across a large part of Russia had been up to 10 degrees higher than normal. But when expert readers of the two leading warming-sceptic blogs, Watts Up With That and Climate Audit, began detailed analysis of the GISS data they made an astonishing discovery. The reason for the freak figures was that scores of temperature records from Russia and elsewhere were not based on October readings at all. Figures from the previous month had simply been carried over and repeated two months running. 

The error was so glaring that when it was reported on the two blogs - run by the US meteorologist Anthony Watts and Steve McIntyre, the Canadian computer analyst who won fame for his expert debunking of the notorious "hockey stick" graph - GISS began hastily revising its figures. This only made the confusion worse because, to compensate for the lowered temperatures in Russia, GISS claimed to have discovered a new "hotspot" in the Arctic - in a month when satellite images were showing Arctic sea-ice recovering so fast from its summer melt that three weeks ago it was 30 per cent more extensive than at the same time last year. 

A GISS spokesman lamely explained that the reason for the error in the Russian figures was that they were obtained from another body, and that GISS did not have resources to exercise proper quality control over the data it was supplied with. This is an astonishing admission: the figures published by Dr Hansen's institute are not only one of the four data sets that the UN's Intergovernmental Panel on Climate Change (IPCC) relies on to promote its case for global warming, but they are the most widely quoted, since they consistently show higher temperatures than the others.  

If there is one scientist more responsible than any other for the alarm over global warming it is Dr Hansen, who set the whole scare in train back in 1988 with his testimony to a US Senate committee chaired by Al Gore. Again and again, Dr Hansen has been to the fore in making extreme claims over the dangers of climate change. (He was recently in the news here for supporting the Greenpeace activists acquitted of criminally damaging a coal-fired power station in Kent, on the grounds that the harm done to the planet by a new power station would far outweigh any damage they had done themselves.)Yet last week's latest episode is far from the first time Dr Hansen's methodology has been called in question. In 2007 he was forced by Mr Watts and Mr McIntyre to revise his published figures for US surface temperatures, to show that the hottest decade of the 20th century was not the 1990s, as he had claimed, but the 1930s. 

Another of his close allies is Dr Rajendra Pachauri, chairman of the IPCC, who recently startled a university audience in Australia by claiming that global temperatures have recently been rising "very much faster" than ever, in front of a graph showing them rising sharply in the past decade. In fact, as many of his audience were aware, they have not been rising in recent years and since 2007 have dropped. 

Dr Pachauri, a former railway engineer with no qualifications in climate science, may believe what Dr Hansen tells him. But whether, on the basis of such evidence, it is wise for the world's governments to embark on some of the most costly economic measures ever proposed, to remedy a problem which may actually not exist, is a question which should give us all pause for thought.

Fellow Canadians, it's time to start thinking of "fixing" global warming the same way we do "ending" child poverty. Or "settling" native land claims. Or "shortening" medical wait times.

Like these other issues, "fixing" global warming has become yet another meaningless promise that all politicians of all stripes will be paying lip service to in perpetuity.

One they will spend billions of our dollars "fixing" year after year. To no avail.

In the end, "fixing" global warming will be a boon only to present and future generations of lobbyists, activists, consultants and other rent-seekers who will be, in the famous phrase coined by Tom Wolfe, "mau-mauing the flak catchers" into eternity."

Mau-mauers" are the professional whiners who perpetually haunt the corridors of federal, provincial and municipal governments, demanding ever-increasing amounts of our money to "fix" global warming.

In response, the "flak catchers" -- complicit and cowed politicians -- will keep shovelling our money out the door to appease them, although nothing will ever be "fixed," prompting new demands for more money.

Don't look to the media for help.They're still trying to explain why U.S. president-elect Barack Obama -- the guy they've been describing for months as the jolly green giant, who would leave Prime Minister Stephen Harper choking in the dust on global warming -- has a weaker climate change plan than Harper.

A BETTER PROMISE

Yep. Harper's promising to reduce Canada's man-made greenhouse gas (GHG) emissions to 3% below 1990 levels by 2020. Obama's only promising 1990 levels by 2020.

Then again, both promises are nonsense because:

(a) neither Harper nor Obama can promise anything beyond one, four-year election cycle;

(b) both targets fall laughably short of what the Kyoto accord calls for; 

(c) even if the handful of industrialized countries required to reduce emissions under Kyoto achieved their targets (most, including us, won't), the fact the developing world, led by China and India, is exempt means Kyoto actually guarantees GHG emissions will go up, not down;

(d) both Obama and Harper support a cap-and-trade market in carbon dioxide, which has been a fiasco in Europe, where emissions are rising.

On the "bright" side, if Al Gore is right and humanity has only a few decades to change its ways before unstoppable man-made global warming fries us or drowns us, then we're only looking at having to pay billions of dollars annually in worthless attempts to "fix" the climate, for a relatively short time.

Which would in a twisted way be comforting, if Gore himself wasn't living an obscenely high-carbon consumption lifestyle, along with his celebrity friends, while lecturing the rest of us to take a vow of poverty, beyond the one we're already being force-fed because of the global recession.

And no, neither Gore nor his pals can wipe out their huge carbon footprints on the Earth by retroactively purchasing "carbon offsets," as they claim.

One effective way Sorry. The only effective way to reduce your GHG emissions is not to emit them in the first place.

Indeed, to paraphrase environmental journalist George Monbiot: "Every time someone dies as a result of floods in Bangladesh, every pseudo-environmentalist politician, movie star, rock star, rap star and professional athlete shopping on Rodeo Drive, should be dragged out of the store and drowned."

After all, if we're going to be stupid about this, and, trust me, our politicians are, let's get serious.
