Quadrennial Homeland Security Review Released


February 1, 2010 (WASHINGTON) – Today, Rep. Bennie G. Thompson, Chairman of the House Committee on Homeland Security, released the following statement on the Department of Homeland Security’s transmittal of the first Quadrennial Homeland Security Review (QHSR). The QHSR was mandated under section 2401 of the Implementing the Recommendations of the 9/11 Commission Act of 2007 (P.L. 110-53) to require a comprehensive examination of the Nation’s homeland security strategy as well as recommendations for long-term strategy and priorities of the Nation for homeland security to guide the programs, assets, capabilities, budget, policies, and authorities of the Department of Homeland Security and other Federal partners involved in securing the Homeland. “I commend Secretary Napolitano for today’s release of the first-ever Quadrennial Homeland Security Review (QHSR) together with the Department of Homeland Security’s fiscal year 2011 budget request. Taken together, these two documents set forth the Obama Administration’s strategic vision and resource needs for securing the homeland and promoting resilience in the face of terrorism and other threats. The Secretary has assured me that an assessment of the organizational alignment of the Department of Homeland Security with this strategic framework, another requirement of the Implementing the Recommendations of the 9/11 Commission Act of 2007, is underway and should be transmitted to Congress later in the year,” said Chairman Thompson.

“In looking at the QHSR, I am pleased that it recognizes homeland security as an ‘enterprise’ that is the shared responsibility of Federal, State, local, and tribal governments as well as the private sector. That is certainly the approach that I have advocated on this Committee. Additionally, the inclusion of ‘Safeguarding and Securing Cyberspace’ as an identified homeland security mission is another strength in this strategic framework. This decision is supported by years of oversight work by this Committee into the global cyber threat and associated vulnerabilities to government systems and critical infrastructure.”
