Who We Are: CAO Senior Management

Jerry Bennett

Jerry Bennett

As Deputy CAO for Assets, Furnishings and Logistics Jerry Bennett oversees units that warehouse, deliver, repair and construct House furniture; track, remove and dispose of House equipment; processes payments for House goods and services; design and print graphic work; and provide a variety of photographic services.

 

Bennett started working at the House – in a mail folding room – in 1969. All told, Bennett has had eight different jobs in the House.

Carol Black

Carol Black

Administrative Counsel Carol Black's primary function is to advise the CAO on whether the actions of the organization conform to applicable laws regarding the proper use of government funds, procurement guidelines and Congressional Accountability Act issues. Black’s department is responsible for reviewing Member District Office and vehicle leases to ensure compliance with Committee on House Administration regulations. She and her team also advise Members and staff as requested.

 

Black earned both her undergraduate and law degrees from the University of South Carolina.

Bob Lane

Bob Lane

Bob Lane serves as Deputy Chief Administrative Officer for Strategic Initiatives. Lane manages all House restaurants, cafeterias and other contract vendors as well as First Call staff responsible for coordinating a wide range of Member office services. In addition, Lane guides the implementation of several major House initiatives including the Wounded Warrior Program, Green the Capitol and hearing room renovations.

 

Before assuming his current position, Lane served as the director of the CAO-run Green the Capitol Program. Lane is a graduate of the University of Arkansas at Fayetteville and holds a master's degree from Arizona State University.

Lou Magnotti

Lou Magnotti

Lou Magnotti is Deputy CAO and the Chief Information Officer (CIO) for the U. S. House of Representatives. Building on his nine years as the Chief Information Security Officer, Magnotti accepted the role of CIO in November 2008. Lou’s teams are responsible for providing sustainable, state of the art technology services and solutions to the entire House community, including Enterprise Applications, Operations, Infrastructure, Communications, Business Continuity & Disaster Recovery, Web Solutions, IT Security and IT Customer Support.

 

Magnotti earned a Master's degree in Computer Science from James Madison University and brings almost 30 years of government and industry experience.

Ali Qureshi

Ali Qureshi

Ali Qureshi serves as Senior Deputy Chief Administrative Officer and as a senior advisor to the Chief Administrative Officer. He is responsible for House operations and oversees about a dozen departments, including: House Information Resources; Administrative and Financial Services; Strategic Initiatives and Assets, Furnishings and Logistics. Qureshi has more than five years experience with the CAO and a background as a consultant in the private sector.

 

He has a graduate degree from the Wharton School of Business and Penn Engineering and a bachelor's degree in environmental engineering from Wilkes University in Pennsylvania.
