When the Republicans took control of Congress in 1995, I initiated this Choice Scorecard to detail the legislative actions taken by Congress. The final document represents the 104th - 109th Congresses. Please note that while not all of the votes became law, the overwhelming majority of all votes were anti-choice. Actions listed as “pro-choice” often referred to anti-choice measures which one branch of Congress rejected, rather than an actual pro-choice measure that passed. This Report serves as a reminder that the state of women’s reproductive health varies vastly depending on who is serving in the Majority.
