The Rules Committee is planning to meet the week of May 8th to grant a rule which may limit the amendment process on H.R. 701, the Conservation and Reinvestment Act (CARA).

Any Member who wishes to offer an amendment should submit 55 copies of the amendment and one copy of a very brief explanation of the amendment to the Rules Committee in room H-312 of the Capitol by 5 p.m. on Monday, May 8th. A copy of the form used to submit amendments to the Rules Committee is on the back of this letter. Amendments should be drafted to the text of an amendment in the nature of a substitute which is available at the Resources Committee and will be posted on their web site by 12 noon, May 4th.

Members should use the Office of Legislative Counsel to ensure that their amendments are properly drafted and should check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House.
