Currently, the VA denies gun ownership rights to veterans for whom they appoint a fiduciary to assist in managing their financial affairs, a decision based solely on a veteran’s capacity to manage his or her VA funds and not on information relevant to a veteran’s capacity to own and purchase firearms.

Would move $556,170 from the American Battle Monuments Commission Salaries and Expenses account to the Vocational Rehabilitation Loans Program account for the purpose of fully-funding the estimated 3,286 loans the Department of Veterans Affairs will make in FY2011. These loans are capped at $1,095 and are available to service-connected disabled veterans enrolled in vocational rehabilitation programs when the veteran is temporarily in need of additional assistance. Loans of this sort are generally paid back within one calendar year.
