USCG Authorization Critical to Maritime Security


September 28, 2010 (WASHINGTON) – Today, Rep. Bennie G. Thompson (D-MS), Chairman of the Committee on Homeland Security, released the following statement regarding the passage of legislation reflecting agreement between the House and Senate to authorize the Coast Guard. After approval from the Senate, H.R. 3619, the “Coast Guard Authorization Act of 2010” will go to the President.

“The comprehensive bill will provide the U.S. Coast Guard with much-needed resources and tools necessary to secure our Nation’s maritime environment in a post-9/11 world. This bipartisan legislation includes strong port security provisions that will enable the Coast Guard to improve and expand its ability to protect the public as well as defend our maritime border. In addition, it provides important safeguards for maritime workers. It is my hope that the Senate will move as expeditiously as possible to pass this long-overdue legislation.”

The bill authorizes $8.8 billion in discretionary spending for FY 2011, an increase of $337 million over the President’s FY 2011 request, and an increase of $262 million over FY 2010 enacted levels. It also authorizes an end-of-year strength for active duty personnel of 47,000, which is an increase of 1,500 from the FY06 authorized level of 45,500. The bill also includes many security related enhancements and provides new resources to combat terrorism, engage in interdiction, law enforcement, and advanced tactical maritime security operations. Additionally, the bill makes necessary improvements to the TWIC program and the security around especially hazardous cargo.
