Flood Damage Reduction Study for Village of Valley View, Ohio

Identification of the magnitude and frequency of flooding and the areas subject to flooding.  Feasibility study to develop alternative measures and plans for flood damage reduction.  Consider downstream impacts, environmental impacts and economic costs.


City of Independence $366,150

Cuyahoga County Sanitary Engineer         $800,000

West Sprague Road Pump Station Replacement and Sanitary Sewer Project

A majority of the home sewage treatment systems designed for 88 area homes in the area have failed and the city is responsible for eliminating the illicit discharges from these failed systems.  The pump station that currently services the remaining 68 homes is in need of extensive repair or replacement.  This project will replace the pump station and expand the sanitary sewer system to eliminate the home sewage treatment systems.


Cuyahoga County Sanitary Engineer         $300,000

Linden Lane Pump Station Replacement

A majority of the home sewage treatment systems designed for 145 area homes in the area have failed and the city is responsible for eliminating the illicit discharges from these failed systems.  The pump station that currently services the remaining 84 homes is in need of extensive repair or replacement.  This project will replace the pump station and expand the sanitary sewer system to eliminate the home sewage treatment systems.


City of Parma       $487,500

Parkhaven/Broadview Sanitary Sewer Project (Conversion of Septic System)

Replacement of existing in-site failing septic systems with new sanitary sewers.  The West Creek Watershed area in Parma has been identified by the Ohio EPA as having pollution problems due to improper and/or inadequate domestic sewage disposal facilities.  


City of Parma       $574,789

Tuxedo Avenue Water Main Replacement

Construction of a new water main on Tuxedo Avenue will reduce head losses and increase pressure for fire fighting flow periods.  The project will affect 165 households, 662 students and 70 employees in the area.

Dentzler/Glencairn Sanitary Sewer Project (Conversion of Septic System)

Replacement of failing septic systems with new sanitary sewers per EPA mandate to eliminate all unpermitted discharges within the West Creek Watershed Area.


City of Rocky River $5,850,000

Sanitary Sewer Overflow Elimination Project: Lakeview/Hampton Area

Elimination of known sanitary sewer overflows in accordance with US EPA draft findings and orders: storm and sanitary sewer replacement and point repairs. It will also reduce the number of sanitary bypasses at the Rocky River Waste Water Treatment Plant that occur during storm situations.


City of Cleveland $219,000,000 

Riverbed Slope Stabilization Project

Addresses the potential for major embankment and bulkhead failures as articulated by the USACE.  A landslide is slowly moving towards the river below as a result of historic geologic processes and relatively recent land use.  


Northeast Ohio Regional Sewer District $8,622,038 

Environmental Restoration and Flood Damage Reduction Project

1st Sub-Project: Repair of the Walworth Run Outfall – Phase 2, an existing concrete arch and spillway that has lost stability and may result in collapse of retaining walls for the Cuyahoga River.  

2nd Sub-Project: Chevrolet Branch of Big Creek Watershed Restoration, a storm water management project to minimize flooding in Parma and Cleveland, which requires funding to design and construct 2 inter-community storm water management basins.

3rd Sub-Project: Brandywine Creek Watershed Restoration, 

4th Sub-Project: Mayfair Lake Dam Removal and Stream Restoration

5th Sub-Project: West Creek Stream Restoration

These three stream restoration projects include utilization of a natural stream channel design approach and the consideration of ecological improvements.


Below please find a comprehensive list of all projects that have been submitted to my office in consideration for Congressionally directed support in a Fiscal Year 2010 Appropriations bill.


Project: Breadboard Electrical Measurement System; $500000

Organization: 24 plug, Inc.; 5005 Rockside Road, Suite 600, Cleveland, OH 44131

This project will build and test breadboard circuits to measure electrical energy use within buildings such as houses, apartments or businesses. This is a valuable use of taxpayer funds because it supports emerging technologies that will create high-paying, long-term jobs in Ohio.

 

 

 

Project: American Red Cross of Greater Cleveland Infrastructure Improvements. $455000

Organization: American Red Cross of Greater Cleveland; 3747 Euclid Avenue, Cleveland, OH, 44115

The Infrastructure Improvements for the Red Cross of Greater Cleveland consist of a new generator and boilers for the facilities. This is a valuable use of taxpayer funds because it will assist in disaster relief and meeting the emergency health care needs of the community.

 

 

 

Project: Berea Children’s Home Behavioral Health Care Children's Cottage Renovation Project; $500000

Organization: Berea Children’s Home and Family Services; 434 Eastland Road, Berea, OH 44017

This project will improve residential cottages at Berea Children's Home that are vital to the treatment of abused children. This is a valuable use of taxpayer funds because the compassionate and effective treatment of abused children is helps the children grow into mature, healthy adults.

 

 

 

Project: I480/Tiedeman Road Interchange Improvement; $887040

Organization: City of Brooklyn, Ohio; 7619 Memphis Avenue, Brooklyn, OH 44144

The funds will be used to repair, rehabilitate and reconstruct Industrial Parkway, located in the southwestern area of the City of North Olmsted. This is a valuable use of taxpayer funds because it will ensure the continued economic viability of the city as well as create jobs.

 

 

 

Project: Noise Monitoring System Upgrade; $320000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

The Noise Monitoring System provides reliable and consistent noise data to measure the success of noise reduction strategies in the communities surrounding Cleveland Hopkins Airport. This is a valuable use of taxpayer money because it improves the quality of life of residents living around the Airport.

 

 

 

Project: Services to Senior Citizens; $480600

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This project would provide seniors and disabled adult homeowners with assistance with several major home maintenance tasks, including gutter repair/cleaning, tree removal, or home repairs. This is a valuable use of taxpayer funds because it would provide services to residents who otherwise would not be able to afford them or complete on their own.

 

 

 

Project: Health Centers Infrastructure; $500000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This project will pay for infrastructure renovations and improvements to City-owned health centers.  This is a valuable use of taxpayer funds because these Centers provide vital health services to the City's most high-risk and vulnerable residents.

 

 

 

Project: Market Square Park Redevelopment; $1000000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This project would renovate and upgrade Market Square Park, located in the  Ohio City neighborhood of Cleveland.  This is a valuable use of taxpayer funds because it will enhance the beauty of the city, provide a gathering place for residents, and contribute to civic pride.

 

 

 

Project: Terminal Apron Overlay, Burke Lakefront Airport, Cleveland, OH; $1140000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This work will include improvements to the terminal apron at Burke Lakefront Airport. This is a valuable use of taxpayer funds because the Airport is an important economic engine in the region, and it will improve the safety of Airport patrons.

 

 

 

Project: Burke Lakefront Airport Runway 6R/24L; $1235000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This project includes an overlay of the existing runway 6R/24L, including striping and grooving. Runway 6R/24 L requires an overlay due to years of use and deteriorated pavement condition which now requires rehabilitation. This is a valuable use of taxpayer funds because  it will expand capacity at the airport and enhance safety.

 

 

 

Project: Perk Park; $1517250

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This project includes the design and construction of Perk Park, located on Chester Avenue on Cleveland's East Side. This is a valuable use of taxpayer funds because a rejuvenated Perk Park will contribute to the economic well-being of the city and the health of the residents. This project was not submitted. This is a worthy project, and I look forward to exploring the many ways to honor the life and contributions of Ralph Perk.

 

 

 

Project: Rehabilitation of Taxiway A, Cleveland Hopkins International Airport, Cleveland, OH; $2025000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This work will include full removal and replacement of concrete pavement on Taxiway A at Cleveland Hopkins International Airport. This is a valuable use of taxpayer funds because the Airport is an important economic engine in the region, and it will improve the safety of Airport patrons.

 

 

 

Project: Lead Safe Cleveland: Home Based Day Care Centers; $2400000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This project would include education and outreach to home-based day care providers, regarding the dangers of lead-based paint. This is a valuable use of taxpayer funds because lead exposure puts young children at a increased risk of developmental and physical problems.

 

 

 

Project: Lakefront West Edgewater Park Access Improvements; $2500000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

The Access Improvement project will entail the construction of facilities to increase pedestrian, bicycle and vehicular access to Lakefront West Edgewater Park, one of Ohio's most highly visited parks. This is a valuable use of taxpayer funds because it will improve access to park resources for community residents and improve the safety of park visitors.

 

 

 

Project: East 93rd Street Bridge Replacement; $3000000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This project will replace the East 93rd Street Bridge, located over the Norfolk Southern and Greater Cleveland Regional Transit Authority Railroad Tracks, which is in critical condition. This is a valuable use of taxpayer funds because repair of the bridge is vital to the safety of the community.

 

 

 

Project: Columbus Road Bridge Rehabilitation; $3000000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

Columbus Road Bridge is in critical condition and requires total replacement.  The Bridge consists of a 242 foot Vertical Lift Span and North/South Approach Span to accommodate marine traffic. This is a valuable use of funds because Columbus Road Bridge is a vital artery for the transportation of goods and services to certain parts of the city.

Project: Bridge Projects Funding Shortfall; $4000000

This project will assist in the construction of eight bridges throughout the City of Cleveland. The bridges are very important to the local economy. This is a valuable use of taxpayer funds because these bridges will improve community safety and contribute to Cleveland's continued economic development efforts.

 

 

 

Project: Taxiway L Rehabilitation; $5025000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

This work will include  removal and replacement of concrete pavement on Taxiway L at Cleveland Hopkins International Airport. This is a valuable use of taxpayer funds because the Airport is an important economic engine in the region, and it will improve the safety of Airport patrons.

 

 

 

Project: 800MHz APCO Project 25 Digital Trunked Radio System; $25000000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

The project will assist the City of Cleveland, working with the County, to advance a countywide interoperability system for first responders. This is a valuable use of taxpayer funds because it will make the community safer and help community fire, EMS and police respond to emergencies efficiently and collaboratively.

 

 

 

Project: Municipal Solid Waste Project; $45000000

Organization: City of Cleveland; 601 Lakeside Avenue, Cleveland, OH 44114

The Municipal Solid Waste project will update the City's wastewater system, which is in need of repair and modernization. This is a valuable use of taxpayer funds because it will lead to a healthier and more energy efficient city.

 

 

 

Project: Detroit Avenue Improvement; $1250000

Organization: City of Lakewood; 12650 Detroit Avenue, Lakewood, OH 44107

This project will implement public right-of-way improvements on Detroit Avenue in the City of Lakewood. This is a valuable use of taxpayer funds because it will improve public safety, advance economic development in the city, and create jobs.

 

 

 

Project: Industrial Parkway Rehabilitation; $343872

Organization: City of North Olmsted; 5200 Dover Center Road, North Olmsted, OH 44070

The project is the construction of a Diverging Diamond at the IR-480/Tiedeman Road Interchange. This is a valuable use of taxpayer funds because it will improve an important economic development artery in Northeast Ohio and create jobs.

 

 

 

Project: Dover Center Road Reconstruction; $500000

Organization: City of North Olmsted; 5200 Dover Center Road, North Olmsted, OH 44070

The Dover Center Road Reconstruction Project will repair 1.53 miles of roadway that has suffered serious degradation. This is a valuable use of taxpayer funds because it will improve the safety and quality of the community, as well as create jobs for the area.

 

 

 

Project: Grantwood Drive Sanitary Sewer Conversion; $605000

Organization: City of Parma; 6611 Ridge Road, Parma, OH 44129

The EPA has mandated the evacuation of all sewers in the City of Parma. The project will assist with the construction of sanitary sewers along easements and right of ways in the Grantwood area of Parma, OH. This is a valuable use of taxpayer funds because it will relieve the financial strain on the affected residents by providing a lower assessment rate, and it is expected that home values may increase, or at least level off, when septic is replaced with sanitary utilities.

Project: Bradenton Boulevard Sanitary Sewer Conversion (Army C0rps 594); $2000000

The project will assist with the construction of sanitary sewers along easements and right of ways along Bradenton Boulevard in the city of Parma, OH. This is a valuable use of taxpayer funds because it will relieve the financial strain on the affected residents by providing a lower assessment rate, and it is expected that home values may increase, or at least level off, when septic is replaced with sanitary utilities.

 

 

 

Project: Ohio Compressed Natural Gas (CNG) Project; $500000

Organization: Clean Fuels Ohio; 3400 North High Street, Suite 430, Columbus, OH  43202

The Ohio Compressed Natural Gas (CNG) Project will develop clean natural gas fueling stations throughout the state. This is a responsible use of taxpayer funds because it will provide for the lower cost purchase of natural gas-powered vehicles and the development of natural gas stations across Ohio through a group purchasing process.

 

 

 

Project: Green Corps Urban Youth Program; $543500

Organization: Cleveland Botanical Garden; 11030 East Boulevard, Cleveland, OH 44106

In the Green Corps Urban Youth entrepreneurial job training program, Cleveland’s at-risk youth, ages 15 – 18, work in neighborhood gardens while developing job and entrepreneurial skills and contributing to community improvement. This is a valuable use of taxpayer funds because it will help to reach more at-risk children to engage them in positive activities and promotes job skill development, problem-solving skills, and personal and social competence.

 

 

 

Project: Sustainable Greenhouse/Liquid Crystal Research; $460205

Organization: Cleveland Botanical Gardens; 11030 East Boulevard, Cleveland, OH 44106

Cleveland Botanical Garden is researching and testing the feasibility of adapting liquid crystal (LC) technology to create more sustainable, energy-efficient greenhouses. This is a valuable use of taxpayer funds because it will produce economic gains for growers via extended growing seasons and increased plant productivity, as well as more viable agriculture in extreme climates.

 

 

 

Project: LifeLong Learning Center; $1500000

Organization: Cleveland Museum of Art; 11150 East Boulevard, Cleveland, OH 44106

The Lifelong Learning Center for the Arts (LLC) is scheduled to open in 2012. The LLC will comprise several distinct functional areas where visitors of all ages can become oriented, educated, and involved with the Museum's permanent collection. This project is a valuable use of taxpayer funds because it will expose high-risk and low-income students to the arts.

 

 

 

Project: Building Skills in Today's Youth; $100000

Organization: Cleveland Playhouse; 8500 Euclid Avenue, P.O. Box 1989, Cleveland, OH  44106-2032

This project will employ the unique powers of theater to engage young people. Students receive professional development through internships, apprenticeships, and fellowships that build work skills and provide first job experiences. This is a valuable use of taxpayer funds because the project will develop skills for productive futures, narrow achievement gaps, build literacy rates in high-risk communities, and raise graduation rates.

 

 

 

Project: Moving the Visually Disabled to Employment; $1500000

Organization: Cleveland Sight Center; 1909 East 101st Street, Cleveland, OH 44106

Moving the Visually Disabled to Employment incorporates a state-of-the art call center to create technology driven, competitive employment opportunities, allowing visually disabled persons to find/retain employment. This project is a valuable use of taxpayer funds because recent studies have demonstrated that it can save the federal and state governments million in public support (SSI/SSDI) and Medicare/Medicaid over the next five year by providing full-time employment to those who have historically relied on entitlement programs. Savings for entitlement programs will continue at nearly $900,000 annually.

 

 

 

Project: Science and Sustainability Education; $500000

Organization: Cleveland Zoological Society; 3900 Wildlife Way, Cleveland, OH 44109

The Zoo's conservation education programs strive to foster respect and appreciation for wildlife, and a better understanding of how human cultures coexist with wildlife. This is a valuable use of taxpayer funds because it exposes underserved, low-income students to unique education and experiences.

 

 

 

Project: Port Relocation - East Waterfront Park and Recreation District Study; $350000

Organization: Cleveland-Cuyahoga County Port Authority; 1375 East 9th Street, Suite 2300, Cleveland, OH  44114

This project will study the waterfront and public park areas surrounding the proposed location for Port Relocation. This is a valuable use of taxpayer funds because This project is a responsible use of taxpayer funds because it will ensure that important public parks and recreation amenities are accommodated, and preserved and/or improved in conjunction with the larger Port Relocation project.

 

 

 

Project: Port Relocation - Design/Engineering/Planning; $1050000

Organization: Cleveland-Cuyahoga County Port Authority; 1375 East 9th Street, Suite 2300, Cleveland, OH  44114

This funding will be used to continue the design, engineering and planning necessary to relocate the Port Authority maritime operations from their current downtown site to the East 55th Street location. This project is a valuable use of taxpayer funds because it will ensure that before a large public project is constructed that it will be expertly planned, designed and engineered, and the project will advance the economic viability of the region.

 

 

 

Project: Veterans Outreach and Business Development Center; $1500000

Organization: Cuyahoga Community College; 700 Carnegie Avenue, Cleveland, OH 44115

The federal government has committed to serve America's veterans and their families with dignity and compassion in recognition of their service to this nation. The Cuyahoga Community College Veterans Outreach Business Development Program is a valuable use of taxpayer funds because it assists veterans in small business development and workforce training, providing comprehensive support that includes the educational opportunities, assessments, interventions and counseling needed for economic self sufficiency and sustainability.

 

 

 

Project: Alternative Energies Applied Workforce Training Program; $2446000

Organization: Cuyahoga Community College; 700 Carnegie Avenue, Cleveland, OH 44115

This project will provide education and training of technical workers in the installation, repair and maintenance of all alternative energy technologies. This is a valuable use of taxpayer funds because it will prepare workers to compete in the field of advanced technologies and help America compete in the global advanced technology economy.

 

 

 

Project: Ohio & Erie Canal Towpath Trail; $4000000

Organization: Cuyahoga County Board of County Commissioners; 1219 Ontario Street, Fourth Floor, Cleveland, OH 44113

This project will fund the segment of the Towpath Trail stretching from Harvard Avenue to Wendy Park. This includes the design/construction of trailheads, interpretive exhibits, right of way improvements and environmental remediation/regeneration work. This is a valuable use of taxpayer funds because it will improve the quality of life for Cleveland residents and advance remediation efforts of previously industrialized areas.

 

 

 

Project: Medical Mart Convention Center: Pedestrian Connector; $5000000

Organization: Cuyahoga County Board of County Commissioners; 1219 Ontario Street, Fourth Floor, Cleveland, OH 44113

This project will construct a pedestrian connector between the new Medical Mart and the Convention Center. This is a valuable use of taxpayer funds because it will be at the center of an economic renaissance for Northeast Ohio that engages the medical and bio research industries as well as providing cascading economic benefit to our community's overall economic well-being.

 

 

 

Project: Cuyahoga County Fatherhood Initiative; $1000000

Organization: Cuyahoga County Board of County Commissioners; 310 West Lakeside Avenue, Suite 500, Cleveland, OH 44113

The Cuyahoga County Fatherhood Initiative (CCFI) seeks to strengthen families in our community by encouraging fathers to play a more active role in nurturing and raising their children. Research demonstrates the positive impact of fathers upon the lives of their children. Children suffer when they are separated physically and emotionally from their fathers. The project is a responsible use of taxpayer funds because interventions such as these, early in a child's life, will lessen the long term investment of tax dollars in social services and other community expenses.

 

 

 

Project: Invest in Children - Universal Pre-Kindergarten; $1000000

Organization: Cuyahoga County Board of County Commissioners; 310 West Lakeside Avenue, Suite 565, Cleveland, OH 44113

The project will make high quality pre-kindergarten programs more affordable and more accessible for low and moderate income families. This is a valuable use of taxpayer funds because research clearly demonstrates that public investment in high quality early childhood education yields a return of up to 16% and decreases the reliance on social supports later in life.

 

 

 

Project: Cuyahoga County’s Prisoner Re-entry Into Society Program; $2000000

Organization: Cuyahoga County Board of County Commissioners; 310 West Lakeside Avenue, Suite 700, Cleveland, OH 44113

The purpose of the project is to assist policy makers, community leaders, service providers and faith-based organizations to address the challenges posed by ex-offenders as they return to the community. The project directs local, state and federal resources toward prudent, comprehensive and cost-effective solutions. The project is a valuable use of taxpayer funds because it creates a seamless system for prisoner reentry that focuses on increasing public safety and reducing recidivism.

 

 

 

Project: Lake Erie Offshore Wind Energy Project; $5000000

Organization: Cuyahoga County Department of Development; 112 Hamilton Avenue, 4th Floor, Cleveland, OH 44114

The Lake Erie Offshore Wind Energy Project will harness wind as a clean, renewable energy source. This is a valuable use of taxpayer funds because it will help the area become more energy independent and create employment in a host of fields related to wind energy (construction, shipping, maintenance, energy, and support).

 

 

 

Project: Pleasant Valley/Bagley Road; $3000000

Organization: Cuyahoga County Engineer; 2100 Superior Viaduct, Cleveland, OH 44113

This project consists of the widening of Pleasant Valley/Bagley Road from the existing two-lane pavement to a new five lane concrete curbed pavement. Reach Out and Read is a national program that promotes literacy and language development in infants and young children, targeting disadvantage and poor children and families. Through fifteen years of peer-reviewed and published research, an extensive body of documentation now clearly demonstrates the importance of promoting early language and literacy skills so that children have the essential reading skills to begin school successfully. Yet today, a large number of children do not receive the necessary support and assistance to develop these skills and begin kindergarten read to learn. To close this gap, the federal government provides funding for a variety of literacy programs and strategies that reach children and parents, and the professionals who interact with them. ROR has proven to among the most effective strategies to promote early language and literacy development and school readiness: pediatricians and other healthcare providers guide and encourage parents to read aloud to their children from their earliest years of their life, and send them home from each doctor visit with books and a prescription to read together. Currently, nearly 50,000 doctors and nurses have been trained in ROR’s proven strategies, and more than 3,500 clinics and hospitals nationwide are implementing the program, reaching more than 25% of America’s at-risk-children. This project will begin to build the Stephanie Tubbs Jones Tri-City Regional Recreation, Wellness and Workforce Development Center operated by the YMCA of Greater Cleveland. This is a valuable use of taxpayer funds because the Center will provide valuable social services to the community, as well as engendering social and emotional health.

Title:  Ukrainian Village Streetscape Improvement Project

Amount Requested:  $5,280,000

Project Description:  Design and construction of improved streetscape along State Rt. 94.  Streetscape to include utility redesign, brickscapes, shelters, benches, and lighting.

 

Title:  Clifton Boulevard Enhancement Project

Amount Requested:  $14,000,000

Project Description:  Enhancement and transit project will yield a landscaped median, sidewalk and landscape improvements, historic amenities, roadway improvements, signalization improvements and public transit improvements. 

 

Title:  Southwest General Health Center Expansion/Job Creation Initiative and Old Oak Boulevard Relocation

Amount Requested:  $2,560,000

Project Description:  The Old Oak Boulevard relocation project will relocate 1,400 feet of roadway to allow Southwest General Hospital to proceed with its proposed relocation and expansion of the emergency room as well as the construction of a new bed tower facility. 

 

Title:  Brookpark Rapid Transit Station

Amount Requested:  $7,000,000

Project Description:  Reconstruction of the Brookpark Rapid Transit Station, including all construction related activities required to construct a new station, bus layover and drop-off area, and 1,000 space parking area. 

 

Title:  Enclosed Pedestrian Walkway

Amount Requested:  $8,000,000

Project Description:  Plan, design, and construct an enclosed pedestrian walkway to connect the Rock and Roll Hall of Fame and Great Lakes Science Center.

 

Title:  Granger Road/Transportation Blvd. Intersection Improvement

Amount Requested:  $5,700,000

Project Description:  The widening and improvement of the intersections of Granger Road and Transportation Blvd.  Transportation Blvd. would be widened from its current four lanes to six,

 

Title:  Lake Link Trail and Lakefront Connector Bridge

Amount Requested:  $12,000,000

Project Description:  Creating a safe off-road pedestrian/cyclist recreational trail that is also designed to retain and treat urban stormwater and support biodiversity within this heavily urbanized setting.  The adjoining pedestrian and bicycle bridge Lakefront Connector Bridge will connect with the Lake Link Trail to provide direct public access to Lake Erie. 

 

Title:  West Creek Greenway and Neighborhood Connector Project

Amount Requested:  $2,200,000

Project Description:   Acquisition, planning, design, engineering, and construction of the West Creek Greenway Trail and Neighborhood Connector Plan.  This West Creek Greenway is a proposed 21-mile inter-modal recreational corridor.

 

Title:  Transportation Corridor Connector Construction and Revitalization of Robert Bishop Drive (Highland Hills, Ohio)

Amount Requested:  $2,400,000

Project Description:  Robert Bishop Drive will be improved and connected to the newly renovated loop road completed in phase one.  The project includes demolition, earthwork, site improvements, and site utilities for 3,970 lineal feet.  This road will connect the students and the community to three new educational and workforce training buildings and public greenspaces. 

 

Title:  Detroit and Bradley Road Intersection

Amount Requested:  $2,500,000

Project Description:  Widen the intersection of Detroit Road (SR-254) and Bradley Road (CR-60) from three lanes to five lanes from 500 feet in all directions.  The project also includes new storm drainage, water main relocation, traffic signalization, ADA requirements and signage. 

 

Title:  Gordon Square Intermodal Facility

Amount Requested:  $6,400,000

Project Description:  Construct an Intermodal facility in the Gordon Square Arts District.  The Intermodal Center will add 274 critically needed parking spaces to the burgeoning Detroit Shoreway neighborhood.  The intermodal Facility will provide residents and visitors with access to lifestyle enhancements like temporary and long-term bike storage, and enabling opportunities like dedicated space for hybrid car-sharing and low emission vehicles; and plug-in-charging stations for electric vehicles powered by solar panels to be installed on the roof of the facility

 

Title:  Columbus Road Lift Bridge

Amount Requested:  $6,800,000

Project Description:  These funds will be used for the reconstruction, rehabilitations and replacement of the Lift Span, Electrical Systems, Mechanical Systems and Towers and by reusing and or/ rehabilitating the existing foundations. 

 

Title:  Cleveland Streetscape Projects

Amount Requested:  $18,560,000

Project Description:  The project will reconstruct roadway pavement and sidewalk areas.  Specific improvements will include new roadway pavement, new curbs, new sidewalks, lighting upgrades, and streetscape amenities.  The streetscape amenities will vary by segment but will include street trees, paver strips, public art, burial of utility lines, and installation of street furniture such as benches and bike racks.

 

Title:  Detroit Road reconstruction & Economic Revitalization

Amount Requested:  $8,600,000

Project Description:  Reconstruction of Detroit Road from the West City line to Wright Avenue

 

Title:  IR480.Tiedeman Road Interchange Modification

Amount Requested:  $6,500,000

Project Description:  Construction of a Diverging Diamond at the IR-480.Tiedeman Road Interchange.  The request is for construction, including ramp widening, median/guard rail treatment on bridge deck, directional islands, new signage, and new signalization. 

 

Title:  Market Square Park and Transit Waiting Environment

Amount Requested:  $1,520,000

Project Description:  Enhancing pedestrian connections at West 25th and Lorain Avenue, improve services and the waiting environment for thousands of daily transit users, increase walkability through park redesign, and install amenities including public art, benches, tables, and greatly increased landscaping/green space.

 

Title:  State Route 252 Highway Rail At-Grade Crossings Improvements

Amount Requested:  $575,000

Project Description:  Rehabilitate and enhance highway rail at-grade crossing with linger lasting more durable highway surface.  Addition of lights and gates to constrain motorists.

 

Title:  Ohio & Erie Canal Towpath Trail

Amount Requested:  $4,000,000

Project Description:  The multi-phase project, when completed will provide for the completion of the last 6 miles of the 101 mile Towpath Trail. 

 

Title:  Cleveland Arterial Street Program

Amount Requested:  $20,000,000

Project Description:  This specific allocation of $20 million, which includes $4,000,000 of City General Obligation Bonds would be part of the overall master plan of maintaining the 280 miles of the Cleveland arterial road network.

 

Title:  Pleasant Valley/Bagley Road

Amount Requested:  $3,000,000

Project Description:  This project consists of the widening of Pleasant Valley/Bagley Road from the existing two-lane pavement to a new five lane concrete curbed pavement from West 130th Street to York Road in the Cities of Parma and Middleburg Heights.  The project also includes the replacement of a bridge.

Cuyahoga County Sanitary Engineer         $800,000

West Sprague Road Pump Station Replacement and Sanitary Sewer Project

A majority of the home sewage treatment systems designed for 88 area homes in the area have failed and the city is responsible for eliminating the illicit discharges from these failed systems.  The pump station that currently services the remaining 68 homes is in need of extensive repair or replacement.  This project will replace the pump station and expand the sanitary sewer system to eliminate the home sewage treatment systems.

Cuyahoga County Sanitary Engineer         $300,000

Linden Lane Pump Station Replacement

A majority of the home sewage treatment systems designed for 145 area homes in the area have failed and the city is responsible for eliminating the illicit discharges from these failed systems.  The pump station that currently services the remaining 84 homes is in need of extensive repair or replacement.  This project will replace the pump station and expand the sanitary sewer system to eliminate the home sewage treatment systems.

City of Parma       $487,500

Parkhaven/Broadview Sanitary Sewer Project (Conversion of Septic System)

Replacement of existing in-site failing septic systems with new sanitary sewers.  The West Creek Watershed area in Parma has been identified by the Ohio EPA as having pollution problems due to improper and/or inadequate domestic sewage disposal facilities.

Tuxedo Avenue Water Main Replacement

Construction of a new water main on Tuxedo Avenue will reduce head losses and increase pressure for fire fighting flow periods.  The project will affect 165 households, 662 students and 70 employees in the area.

Dentzler/Glencairn Sanitary Sewer Project (Conversion of Septic System)

Replacement of failing septic systems with new sanitary sewers per EPA mandate to eliminate all unpermitted discharges within the West Creek Watershed Area.

Sanitary Sewer Overflow Elimination Project: Lakeview/Hampton Area

Elimination of known sanitary sewer overflows in accordance with US EPA draft findings and orders: storm and sanitary sewer replacement and point repairs. It will also reduce the number of sanitary bypasses at the Rocky River Waste Water Treatment Plant that occur during storm situations.

City of Cleveland $219,000,000 

Riverbed Slope Stabilization Project

Addresses the potential for major embankment and bulkhead failures as articulated by the USACE.  A landslide is slowly moving towards the river below as a result of historic geologic processes and relatively recent land use.  

Northeast Ohio Regional Sewer District $8,622,038 

Environmental Restoration and Flood Damage Reduction Project

1st Sub-Project: Repair of the Walworth Run Outfall – Phase 2, an existing concrete arch and spillway that has lost stability and may result in collapse of retaining walls for the Cuyahoga River.  

2nd Sub-Project: Chevrolet Branch of Big Creek Watershed Restoration, a storm water management project to minimize flooding in Parma and Cleveland, which requires funding to design and construct 2 inter-community storm water management basins.

3rd Sub-Project: Brandywine Creek Watershed Restoration, 

4th Sub-Project: Mayfair Lake Dam Removal and Stream Restoration

5th Sub-Project: West Creek Stream Restoration

These three stream restoration projects include utilization of a natural stream channel design approach and the consideration of ecological improvements.

Congressionally Directed Medical Research Program, Gulf War Veterans Illnesses Research Program (GWVIRP)

Recipient of Funds:

Research money will be competitively awarded through the Congressionally Directed Medical Research Program at Ft. Dietrich, MD.

Project Description:

The objective of the GWVIRP is to identify treatments and diagnostic markers for Gulf War illness and to prevent similar problems in future deployments. According to the November 2008 Report of the Congressionally-mandated Research Advisory Committee on Gulf War Veterans Illnesses, Gulf War illness affects at least 175,000 veterans, a 25% casualty rate, and is the result of neurotoxic exposures during the war. There are currently no effective treatments. The report called for a renewed federal research commitment and adequate funding to achieve these critical objectives, and singled out the GWVIRP for its "results-oriented direction and management," "a clear departure from previous federal Gulf War research programs," recommending $40 million for the GWVIRP.

$25 million is requested here to ensure that the increase in funding can be well utilized. The proposed FY10 program would fund additional pilot studies that began with FY06 Congressional funding, larger clinical trials of treatments that prove effective in earlier pilot studies, and a center of excellence to identify other promising treatment candidates.

Review of Agency Records Relating to Potential Health Risks Among Desert Storm Veterans

Project Description:

I am requesting language that directs the Secretary of Defense to order the review and release of DoD/service records that may have a bearing on the illnesses affecting Operation Desert Storm veterans. The requested language is designed to address the long-standing problem of the overclassification of millions of Operation Desert Storm-era records.  If declassified, the records could assist medical researchers working to unravel the precise cause of the illnesses afflicting an estimated 200,000 Desert Storm veterans. The language would require all Defense Department components to search their databases for such records, and declassify them if necessary and appropriate. The document search would encompass both operational and intelligence records.
