In 2003, the campaign to end what was then known as a “prohibition of concurrent receipt” had languished for sixteen years with no progress despite the support of hundreds of Representatives and most of the Senate. Side by side with several major Veterans Service Organizations, then-Freshman Representative Jim Marshall launched a renewed effort to eliminate the Disabled Veterans Tax. Offering a discharge petition, a legislative tactic to bring stalled legislation to a vote on the floor of the House of Representatives, Rep. Marshall challenged Congress to “put up or shut up,” and veterans nationwide pressured their Congressmen to act. Rapidly, Members of Congress joined the effort and within a few months, the necessary 218 signatures were in sight. With pressure mounting in Congress for complete and immediate repeal, the House leadership compromised. They offered a repeal of the Disabled Veterans Tax for those veterans who are 50% disabled – or greater. Unfortunately, this partial repeal would be phased-in over the course of ten years. In November of 2003, this partial repeal was implemented.

Its now 2010, and Congress still hasn’t met America’s obligation to the majority our disabled military retirees. Four years after partial repeal of the Disabled Veterans Tax and there’s been no movement, no change, and still hundreds of Members of Congress say they support complete repeal.

With a change in Congressional leadership, the time has come for a renewed effort to eliminate the Disabled Veterans Tax. The leadership of the Veterans Affairs committee – and the House as a whole – have demonstrated time and again their support for complete elimination. Indeed, Veterans Affairs Committee Chairman Filner is a co-sponsor of H.R. 333.

H.R. 333 is supported by every major Veterans Service Organization.
