Creation of High Risk Pools The recent health care bill signed into law favors enacting high risk pools – but only temporarily as it would be set to expire in 2014 under the Senate bill. The GOP plan creates Universal Access Programs that expand and reform high-risk pools and reinsurance programs to guarantee that all Americans, regardless of pre-existing conditions or past illnesses, have access to affordable care – while lowering costs for all Americans.
