H.R. 292, Department of Veterans Affairs Energy Sustainability Act of 2009

On January 8, 2009, H.R. 292, the Department of Veterans Affairs Energy Sustainability Act of 2009, a bipartisan bill to establish within the Department of Veterans Affairs (VA) an energy sustainability program based on a strategic plan for energy sustainability and management was introduced.  Addressing our nation’s energy problem calls for Congress to adopt a multi-faceted approach to include the use of alternative fuels, restructuring building systems, and encouraging the use of energy efficient systems and vehicles.  H.R. 292 includes provisions that address the following issues:

Energy Efficient Homes and Vehicles for Severely Disabled Veterans:

  • Provide grants of up to $10,000 each for high efficiency systems to veterans who qualify for specially adapted housing grants.
  • Provide grants in the additional amount necessary to purchase alternative fuel vehicles to veterans who qualify for specially adapted auto grants.

Green buildings for VA Facilities:

  • Require a feasibility study for the installation of energy efficient and renewable energy systems in VA buildings, using solar technologies, energy efficient roof and building envelope systems, wind technology and wood-based bio-fuels.
  • Create a VA Office of Energy Management and an Energy Advisory Committee with VA officials and private sector experts on energy
  • Enable the VA to work directly with national laboratories to meet energy sustainability goals.
  • Authorize a VA pilot program for sale of air pollution emission reduction credits (ERCs).
  • Require a report on the installation of already funded alternative fuel stations at VA facilities.
