Measures Considered:

National Defense Authorization Act--Agreement: Senate continued consideration of the motion to proceed to consideration of S. 3454, to authorize appropriations for fiscal year 2011 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year.

During consideration of this measure today, Senate also took the following action:
By 56 yeas to 43 nays (Vote No. 238), three-fifths of those Senators duly chosen and sworn, not having voted in the affirmative, Senate rejected the motion to close further debate on the motion to proceed to consideration of the bill.

National Mediation Board--Agreement: A unanimous-consent-time agreement was reached providing that on Thursday, September 23, 2010, at 10:30 a.m., the Republican Leader, or his designee, be recognized to move to proceed to the consideration S.J. Res. 30, providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the National Mediation Board relating to representation election procedures, that there be 2 hours of debate on the motion to proceed, D976with the time equally divided and controlled between Senators Harkin and Isakson, or their designees; that upon the use or yielding back of time, Senate vote on adoption of the motion to proceed; that if the motion is successful, then there be 1 hour of debate with respect to the joint resolution, with the time divided as indicated above; that upon the use or yielding back of time, the joint resolution be read for a third time, and Senate vote on passage of the joint resolution; provided further, that if the motion to proceed is defeated, then no further motion to proceed to the joint resolution be in order; provided further, that no amendments or any other motions be in order to the joint resolution and all other provisions of the statute governing consideration of the joint resolution remaining in effect during the pendency of this agreement.
