Community-Based Services for At-Risk Youth

The purpose of this proposed initiative is to reduce the number of youth placed in out-of-state residential treatment centers by 60% or more, from 25 to less then 10.  Fairfax County will partner with a local non-profit organization(s) in the creation of evidence-informed community-based treatments for youth in out-of-state residential placement and their families.  Reducing Fairfax County’s out-of-state placements by 15 individuals would save approximately $1.5 million in local funds.

 

Court Services Juvenile Outreach Program

This funding request will support the Arlington County Court Services Unit’s intervention services to juveniles and their families who are at risk, with the goal of providing them with the competencies needed to function as responsible law-abiding citizens.  The requested funding would support the creation of a new Boys Outreach Program in addition to providing operational support funding for community-based services to juveniles and their families.  Arlington County Juvenile and Domestic Relations Court currently operates a Girls’ Outreach Program, a ten month after school, day-treatment program serving female clients between the ages of 13 and 17 who have been referred through the court, schools or family.  Arlington County has a need to establish a similar program for boys in Arlington and Falls Church.

 

Detention Center Security Upgrades

The Alexandria, VA Detention Center holds over 150 federal prisoners daily.  Many of these detainees are high-profile or terrorism-related targets.  This request would fund the procurement and installation of a motion detection system and monitoring equipment; installation of additional security fencing and razor ribbon around the perimeter of facility grounds.  Both aspects of project will enhance the overall security of the facility to prevent unauthorized entry/intrusion onto facility grounds.

 

Domestic Violence Program

The Women’s Center’s domestic violence programs assist victims of domestic violence by providing a variety of services, including a multilingual domestic violence resource room, with access to a computer and telephone. Trained system advocates provide support, safety planning, court accompaniment, referrals to legal resources and social services, and information about protective orders. An attorney network provides no-charge initial phone consultations. Educational programs and training for allied professionals are offered regularly.  Funding for this program will allow The Women’s Center to continue to provide services to individuals and families who experience domestic violence in the 8th Congressional District.

 

Elevated Tactical System

The Alexandria Police Department wishes to purchase an elevated tactical system that will give tactical teams more options in approaching critical incidents that require unique and innovative means of entering or using upper level floors of buildings.  The elevated tactical system can be used as a Sniper platform, launching platform for multi-story entries, bus assaults, and rescue platform for any other incident that requires the accessing of upper level structures.  This device will increase the tactical capabilities for the City of Alexandria and the entire National Capital Region.

 

Homelessness and Domestic Violence Services

To respond to an urgent need for services to vulnerable immigrant women and girls, the Tahirih Justice Center seeks funding to provide acutely needed direct legal services, as well as social and medical service referrals to women and girls in the Washington, DC metropolitan area and the Houston-Galveston metropolitan area.

 

Internship and Civic Programs for At-Risk Youth

The JASON Project

Since its founding in 1989, The JASON Project, a nonprofit subsidiary of National Geographic Society has helped inspire and motivate more than 7,000,000 students and teachers to become more proficient in science.  This funding will be utilized to embed NASA science and NASA scientists into upcoming curriculum units and to motivate students to become proficient in science and to pursue STEM-related careers.  It will enable JASON to make its online curricula and advanced interactivity for students and teachers available free to students and teachers across the country.

 

Mentoring Programs for At-Risk Youth

Virginia Mentoring Partnership seeks to expand and enhance the impact and availability of mentoring for at-risk children and youth in the 8th District through a comprehensive approach that includes supporting 20 new and existing mentoring programs, increasing the number of existing mentors by 10%, strengthening existing programs and increasing retention of volunteers through regional training and technical assistance programs, and enhancing training curriculum.  According to the National Research Council’s Panel on High-Risk Youth, at least seven million youth are at risk of failing to achieve productive adult lives.  Mentoring programs can provide at-risk children with the opportunity for greater educational attainment and more positive social attitudes and relationships.

 

Mid-Atlantic STEM Learning Centers

Funding will be used to upgrade a set of three pilot Challenger Learning Centers (the Mid-Atlantic Alliance team) to a more accessible and engaging experience for teachers, students, and the general public in order to increase science, technology, engineering and mathematics literacy.  It would involve integrating digital video, audio, and robotic technologies into new the design of an updated facility.  This project would specifically leverage the unique simulation experience to engage more participants via remote participation and therefore support more classroom involvement across each of the three states: Maryland Virginia and Tennessee.  The changing demographics of our country make it imperative that the science community and NASA in particular, attract diverse youth who will be able to meet the needs of a versatile technical and scientific future workforce.

 

Ocean Exploration and Science Education for At-Risk Youth

This multi-faceted program is an exciting live ocean exploration after-school-based program that will expose 100,000 young people across the country to ocean exploration by following Dr. Ballard’s research ship, Nautilus.  The program will engage youth in scientific exploration, support increased school attendance school, and increase student awareness of potential careers in STEM fields.  Importantly, the Sea Research Foundation will partner with the Boys & Girls Clubs of America to distribute the program to after-school sites across the country and in Northern Virginia.

 

Oyster Restoration

Post-Adoption Support Program

The Center for Adoption Support and Education, an organization that provides post-adoption counseling and education services to children and their families, is seeking federal support to expand its programs in Fairfax, Prince William, Arlington, Alexandria and Loudoun.  With this support CASE could serve an additional 40-50 families as well as another 100-200 people through community educational forums, and school outreach programs.  CASE’s services have been shown to help secure families and most importantly keep children from engaging in destructive behaviors such as drug and alcohol abuse, crime or suicide.

Sexual Violence Protection and Victim Services

Federal funding will support the nationally significant anti-sexual assault initiatives that are authorized by Congress at $3,000,000 annually through FY10.  These include two national hotlines for sexual assault victims, the National Sexual Assault Hotline (800-656-HOPE) and the National Sexual Assault Online Hotline (rainn.org), which have served over 1 million victims and have received Congressional recognition for their success.  Federal support would also fund RAINN’s public education and outreach programs, such as RAINN Day (a peer education program currently active on almost 1,400 college campuses nationwide).

 

Specialized Care for Child Abuse Victims

The requested funding would assist Childhelp in providing these important services to more children in Fairfax County and the surrounding region who have suffered abuse.  Specifically, the Childhelp Children’s Center of Virginia would work to: a) enhance trauma-focused therapeutic services to victims of abuse and their families; b) extend the continuum of care to include improved victim advocacy and greater access to Victim Compensation Funds; c) enhance cultural competency; d) develop partnerships with community mental health providers and a coordinated referral system; e) enhance working relationships with law enforcement, county agencies and the courts; and f) upgrade medical records capabilities.  In fiscal year 2009, the center provided 5,390 services to over 2,660 child abuse victims, their non-offending family members and other at-risk children.

 

Virginia Internet Safety 101 Programs

Virginia Law Enforcement Training

VCPI addresses the critical issues facing our law enforcement officers through the delivery of high quality and effective training.  VCPI has trained over 27,000 Virginia law enforcement officers in the past 10 years in dozens of topics including gangs, leadership, homeland security, domestic violence, language acquisition, and much more at the request of law enforcement.  Funding will be used to conduct training in direct response to specific requests from Virginia’s law enforcement.  Given the state budget situation, without federal funding VCPI will simply not be able to provide needed services to VA law enforcement.

This funding will help continue the existing, successful partnership between The City of Alexandria Court Service Unit, the Alexandria City Public Schools and the Alexandria Seaport Foundation, a private non-profit organization, for a program designed to combine classroom hands-on math workshops, summer programming and after school jobs.  It serves 5th through 12th graders at risk for delinquent and/or gang activity and lacking in math and related technology skills, providing them job skills necessary for future employment.
