Surface Transportation Reauthorization Project Requests

Congressman Steve Scalise is publicly listing all information regarding projects he has requested for funding in the upcoming surface transportation reauthorization bill. The projects listed below have not received funding but have only been submitted to the Committee on Transportation and Infrastructure for consideration on May 14, 2009.

The list includes projects requested of the Congressman by state and local governments as well as metropolitan planning organizations. It is possible that some of these projects will not receive funding, but the Congressman is hopeful that the Committee and the relevant federal agencies will consider these requests.

Canal Street, Jefferson Parish, LA
Roadway and Canal Bank Improvements and Stabilization, $3.2 million

To rehabilitate Canal Street by resurfacing the roadway and improving the drainage system from Orpheum Street to I-10 Service Road. This project will enhance safety and mobility by improving the riding surface and roadway drainage. It will also provide greater access to homes along the corridor and improve the overall aesthetics and durability of the corridor.

City Park Improvements, New Orleans, LA
Road, Trail, and Infrastructure Improvements/Multimodal Access, $3.1 million

To modernize and build roads, trails, multimodal facilities, and related infrastructure in and around the Park's Tri-Centennial Place Roadway and the Roosevelt Street, trail, and foot mall. These improvements will restore and connect car, public bus, bike, and foot access throughout the main entrances to the Park to the rest of the City.

Clearview at Earhart Interchange, Jefferson Parish, LA
Upgrade Transportation and Drainage, $10.2 million

To upgrade transportation and drainage on Clearview Parkway at the interchange area with Earhart Expressway by improving the drainage pumping capacity at the intersection and the outfall capacity of the adjacent St. Peters Ditch from the interchange to the West Metairie Canal. This project will help ensure that a major arterial roadway and hurricane evacuation route would be passable during an evacuation event, or even during daily activities. Both Clearview Parkway and the Earhart Expressway are extremely important to regional mobility.

Club Deluxe Road, Tangipahoa Parish, LA
Widening and Improvements, $4.5 million

To widen Club Deluxe Road near Hammond from US 51 Bypass to US 51 Business, including planning design, engineering, environmental review, and construction. This section of Club Deluxe Road is a heavily traveled roadway connecting two major highways. This project will improve safety and traffic flow, and it will also provide for greater access to commercial developments along this corridor.

Covington Bypass, St. Tammany Parish, LA
Design and construction between LA 21 and the Bootlegger corridor, $9.6 million

To complete the design, begin pre-construction activities and fund construction for the Covington Bypass. LA 21 is frequently used as a hurricane evacuation route to I-12. This project is critical to alleviating traffic congestion into and out of Covington and the LA 21/I-12 corridor. It will improve access to businesses around the LA 21 corridor such as the Ochsner medical complex.

I-12 at Northshore Boulevard, St. Tammany Parish, LA
Improvements to interchange, $10.4 million

To improve the existing diamond interchange, including the construction of a new six-lane bridge over I-12 with additional turn lanes and additional lane capacity for through traffic. All traffic signals will also be updated to maintain coordination and corridor progression. This project will improve operational efficiency and relieve traffic congestion, which has greatly increased due to major commercial and residential developments in the area. The improvements will enhance safety and mobility and allow further economic development to move forward.

LA Hwy 3241, Washington/St. Tammany Parishes
Design and right of way acquisition, $12 million

To design and acquire right-of-way for LA 3241 from I-12 to Bush, LA. LA Hwy 3241 has been under development for over 20 years. This project will provide a critical emergency evacuation route to residents in Southeast Louisiana and will provide an important connection to I-12 for Bush and Washington Parish. It will also facilitate economic growth in the region.

US 51, Tangipahoa Parish, LA
Widening from I-12 to LA Hwy 22, $8 million

To complete environmental review, design, and right-of-way acquisition for the widening of US 51 between Hammond and Ponchatoula. US 51 is a heavily traveled highway connecting I-12, I-55, and LA Hwy 22. This project will improve traffic flow and connectivity between Hammond and Ponchatoula, and will improve access to the businesses along this corridor.

US 190, St. Tammany Parish, LA
Widening from US 190B to LA 25, $6 million

To widen US 190 to a four lane section between US 190B and LA 25 in Covington. Project requires a new four lane bridge over the Bogue Falaya River. This project will alleviate severe congestion along the roadway that services the Claiborne Hills area of Covington and the western area of Abita Springs. It will markedly improve mobility in this part of St. Tammany and will improve access to commercial and industrial activities immediately north of Covington.
