The Committee will receive testimony on S. Res. 416, by Senator Harkin, amending the Standing Rules of the Senate to provide for cloture to be invoked with less than a three-fifths majority after additional debate; and S. Res. 619, by Senator Tom Udall, expressing the sense of the Senate that the Senate of each new Congress is not bound by the Rules of previous Senates.
