The hearing examined the rapid proliferation of interagency contracting vehicles in recent years. It reviewed the potential benefits and shortcomings of interagency contracting as well as the potential impact these vehicles may have on competition. The hearing also reviewed the reasons behind the increase in interagency contracting vehicles and whether agencies are creating and using these vehicles responsibly.

The hearing assessed the need for increased oversight and reform, with a second hearing to follow at a future date, asking agency officials to address the issues raised in Part I.
