Today, U.S. Congressman Charlie Melancon (LA-03) gave a speech on the floor of the U.S. House of Representatives to raise public awareness that despite the oil spill in the Gulf, Louisiana seafood on the market is still safe to consume. The seafood industry is a major sector of Louisiana's economy, providing thousands of jobs and supporting hundreds of small businesses in the state.

"While the news coverage of the BP oil spill is constantly reminding us that we are facing the largest environmental disaster in our nation's history, it is imperative that we prevent another disaster from developing: The death of the Louisiana Seafood Industry," Congressman Melancon said. "I come to the floor today to let you know that Louisiana Seafood on the market is safe to eat."

Rep. Charlie Melancon testified before the House Committee on Transportation and Infrastructure. During his testimony, he urged the Committee to move forward on Morganza, a 64-mile system of levees, locks and floodgates in south Louisiana that will, when complete, protect about 120,000 people and 1,700 square miles of land. In his testimony, Melancon said:

"It is inexcusable to me that the Corps has failed to move this project forward, even after the long process of becoming authorized by this Committee. Worse yet, Federal dollars that could be better spent on construction are wasted on studies for elements already studied and settled upon."

In his comments, Melancon said, "Louisianians have worked hard to rebuild their homes and communities since Katrina," said Rep. Melancon. "Sadly, many are now having their lives turned upside down all over again. Through no fault of their own, these families are learning that their homes - their biggest investment - may be unlivable and even hazardous to their health. "

 

"I will continue working to find solutions to the defective Chinese drywall problem. The Drywall Victims Insurance Protection Act will give homeowners peace of mind that they won't lose their insurance while they repair homes affected by Chinese drywall."

Rep. Melancon Reacts to FDA Decision to Hold Oyster Ban

Reacting to news that the FDA has decided to hold off banning oysters harvested during summer months from the Gulf of Mexico, Melancon said, "Banning fresh Gulf oysters in the name of food safety is like killing a fly with a sledgehammer," said Congressman Melancon.

"Now it appears the FDA is coming to realize the harm this ban could have on Louisiana and is reaching for a fly swatter instead. I am pleased the FDA has listened to the arguments we in Louisiana have been making against this misguided policy, and will put the ban on hold while they determine the impact it could have on our state and its economy."

October 27, 2009 Rep. Melancon Rep. Charlie Melancon (D-LA) speaks on the floor of the House of Representatives in support of an amendment to protect the rights of assault victims to seek justice.

Rep. Melancon urges his colleagues to support an amendment to protect the rights of assault victims to seek justice. Inspired by the true story of Jamie Leigh Jones, a young woman who said she was sexually assaulted while working for a U.S. defense contractor in Iraq, the Franken Amendment would forbid federal dollars from going to companies that require their workers to sign away their right to seek justice as a condition of employment.

In his speech, Rep. Melancon said, "No American citizen should ever have to sign away his or her right to justice in order to get a job. And not a dime of taxpayer money should go to companies that would rather sweep an assault under the rug than allow our justice system to work. If we fail to enact this measure, we will have failed to protect the rights and values we were sworn to uphold when we took our oath of office. We can not let that happen."

On September 3, 2008, a video crew from C-SPAN followed Rep. Melancon as he traveled around south Louisiana to assess the damage in the aftermath of Hurricane Gustav. The eye of the hurricane passed directly through the Third Congressional District. Rep. Melancon met with local officials and emergency responders in Lafourche and Terrebonne Parish.

On June 24, 2008, U.S. Rep. Charlie Melancon spoke on the House floor in support of the Consumer Product Safety Modernization Act.

H Res. 4040 requires mandatory third-party testing of children's products. The bill mandates pre-market testing of many children's products for lead and other hazards by certified laboratories.

The resolution creates the toughest lead standard in the world for children's products. The bill bans lead beyond a minute amount in products intended for children under 12. It also mandates that the Consumer Product Safety Commission (CPSC) periodically review and revise this standard to require the lowest amount of lead that science and technology makes feasible to achieve.

On January 28, 2008, U.S. Rep. Charlie Melancon congratulated the Louisiana State University Fightin' Tigers football team for winning the 2008 Bowl Championship Series championship game.

Rep. Melancon and his colleagues from the Louisiana delegation introduced H Res. 933 commending the team for their achievement and congratulating the entire Louisiana State University community.

"Once again, the Fightin' Tigers have made us extremely proud to be Louisianians," said Rep. Melancon. "They showed remarkable dedication, discipline, and - above all - persistence in the face of adversity this season. Federal Spending

On December 11th, Rep. Charlie Melancon spoke on the House floor to urge his fellow representatives to adhere more strickly to the PAYGO rule. PAYGO, or pay-as-you-go, is a rule passed by the house that deals with the handling of further federal spending.

A PAYGO budget rule simply requires that Congress offset increases in spending or tax cuts through corresponding spending cuts or tax increases. It forces Congress to make the tough budget choices that are otherwise all too easy to avoid.

PAYGO forces Congress to find the money to pay for new initiatives before they are passed, which is even more crucial now considering the federal debt is upwards of 9 trillion dollars. It is the responsibility of Congress to stop this trend in government spending before it gets any worse.

 

Hurricane Protection

On November 6th, Rep. Charlie Melancon addressed the House floor in support of the WRDA Bill, a crucial piece of legislation for the future of the Louisiana Coast.

WRDA authorizes the closure of the Mississippi River-Gulf Outlet (dubbed the "Hurricane Highway" after Katrina) which funneled deadly flood waters into the heart of eastern New Orleans and St. Bernard Parish, destroying thousands of homes and devastating these communities.

Also authorized in WRDA is the comprehensive hurricane protection system known as Morganza to the Gulf, a 64-mile system of levees, locks and floodgates planned for south Louisiana.

Fiscal Responsibility

June 18, 2007 Rep.Melancon discusses Fiscal Responsibility Bill

On June 18, 2007 Representative Melancon gave an interview in support of increasing fiscal accountability in government. "Reigning in wasteful government spending is the first step in balancing our nation's budget and reducing the deficit," said Rep. Melancon.

The Blue Dog "Strengthening the Budget Process Resolution" ensures that members of Congress have a sufficient amount of time to properly examine legislation to determine its actual cost implications. The resolution also provides that lawmakers have at least three days to review the final text of any bill before casting their votes and requires that a full Congressional Budget Office (CBO) cost estimate accompany any bill or conference report that comes to the House floor. Finally, the resolution requires that a roll call vote take place on any legislation authorizing or providing new budget authority of at least $50 million, providing an unprecedented level of clarity and honesty in the legislative process.
