Turning our economy around will take a lot of hard work – and it won’t happen overnight. That's why I'm fighting to make sure Orange County receives its fair share from Washington in the upcoming appropriations process for 2011. My office has been working closely with local governments, nonprofits, and other organizations to outline critical economic development projects that will help create jobs and get our community’s economy back on track.

AGRICULTURE

Smart Irrigation Controller Installation Program

Requested amount: $250,000

The project will install smart irrigation sprinklers on all large governmental and commercial tracks of land. These smart sprinklers vary the amount of water used based on daily weather conditions. This project is a valuable use of taxpayer funds because implementation of this technology will allow the county and surrounding municipalities to manage existing water supplies more efficiently and consequently take pressure off scarce resources of water. This project is consistent with the US Department of Agriculture; Natural Resources Conservation Service (NRCS) goal to conserve natural resources.

 

Great Park Community Farming and Agriculture Education

 

Requested amount: $425,000

Funds would expand the Farm and Food Lab, which currently serves as the education center for the Park’s agricultural operations. Funds will also provide support for infrastructure for the 107-Acre Community Farm, which will include a diverse set of food and fiber for harvesting and educational purposes. This project is a valuable use of taxpayer funds because the site will be a model for agricultural sustainability. Specifically, classes will serve to educate people about vegetable gardening techniques and most importantly, significant portions of the harvest will be donated to local food banks.

 

COMMERCE, JUSTICE AND SCIENCE

Advanced Technology for Cold Case Investigations

The purpose of this project is to improve the Orange County Office of the District Attorney's ability to solve cold cases and bring perpetrators to justice. This is a valuable use of taxpayer funds because the TracKRS Unit will assist in reducing the backlog of the 700 active DNA cold hits in Orange County by 75 percent to better protect the community from violent criminal offenders.

 

Asian Criminal Enterprise Initiative

Chapman University Family Violence Clinic

Improved Situational Awareness Capabilities

Independent Living Skills for At Risk Youth Program

Law Enforcement Technology Assistance

Orange County Family Court Veterans Project

Free Smart Textbooks of the Future: A Model Demonstration Project for Military Students

Free Smart Textbooks of the Future: A Model Demonstration Project for Military Students is a valuable use of taxpayer funds because it will provide one-time pilot funding to design and develop six comprehensive core general education courses for military personnel wherein all textbooks and collateral student learning and faculty teaching resources would be provided free to military students and their spouses.  This system will improve the quality and consistency of general education courses offered to service members worldwide.  Equally important, it will expand access to quality course content at a lower cost for all students.

 

Future Logistics Immersive Training Environment (FLITE)

The Future Logistics Immersive Training Environment (FLITE) is a valuable use of taxpayer funds because it is a low cost savings complement to Combatant Command (COCOM)-sponsored Joint Exercises which will provide realistic logistics training. This robust 3D training capability is built upon a Defense Advanced Research Projects Agency "Real World" platform and deployed in a resident and distributed web environment for individual, unit, collective (uniform, civilian interagency, coalition) and Joint Task Force training. Rapid fielding will benefit combatant commanders, service component combat development, doctrine and training commands.

 

Heroes and Healthy Families-Mental Health Support for Active Duty Military

Heroes and Healthy Families-Mental Health Support for Active Duty Military Personnel is a valuable use of taxpayer funds because this program will respond to the escalating suicide rates and combat stress-related arrests of military personnel in Southern California. The Family Violence Project and the leadership of the USMC Base Camp Pendleton joined forces to create “Heroes and Healthy Families,” a collaborative program that trains active duty military personnel to recognize and respond to combat stress disorder, suicide risk, substance addiction, risk-taking behaviors and family violence.  Expansion of the “Heroes and Healthy Families” will result in significantly increased mental health support for our service personnel and thus enhanced combat readiness.

 

I-CAN! E-File Program

I-CAN! E-File Program is valuable use of taxpayer funds because it will provide service members in California, Michigan, Montana, New York, Pennsylvania, and Washington with a free tax-preparation internet program that would replace daunting and complex Internal Revenue Service forms.  For service members, this program will prepare and e-file their federal return for earnings related to their active duty wages, as well as outside employment if the service member is also employed locally. This program will be especially beneficial for service members who are deployed out of their home state. Service members and their families will also have access to online chat support for software assistance Monday-Saturday.

 

Military Photomedicine

Mine Resistant Ambush Protected Vehicle Virtual Trainer (MRAP-VVT)

The Mine Resistant Ambush Protected Vehicle Virtual Trainer (MRAP-VVT) is a valuable use of taxpayer funds because it will allow California National Guard Soldiers the chance to become familiar with MRAP vehicles prior to their combat deployments.  At the present time there are no MRAP vehicles or Virtual Trainers in California to provide Soldiers with training opportunities.

 

Naval Sea Cadet Corps

Naval Sea Cadet Corps (NSCC) is valuable use of taxpayer funds because it focuses on the development of youth ages 11-17, serving almost 9,000 Sea Cadets and adult volunteers in 387 units country-wide. It promotes interest and skill in seamanship and aviation and instills strong moral character in an anti-drug and anti-gang environment.  Summer training onboard Navy and Coast Guard ships and shore stations is a challenging training ground for developing self-confidence and self-discipline, promotion of high standards of conduct and performance and a sense of teamwork.  Funds will be utilized to “buy down” the out-of-pocket expenses for training to $125/week. NSCC instills every Cadet with a sense of patriotism, courage and the foundation of personal honor.

 

100 Meter Indoor Small Arms Range

The 100 Meter Indoor Small Arms Range is a valuable use of taxpayer funds because the 24-hour capable, small arms range in Southern California will support over 15,000 military members within 30 miles of the Joint Forces Training Base who could take advantage of this range.  This range will greatly enhance the training opportunities for soldiers preparing for both their federal and state missions, especially in support of the global war on terrorism.

 

Ultra-High Efficiency, Zero-Pollutant-Emission Hybrid Fuel Cell/Gas Turbine (FC/GT) Power Generation

The FC/GT technology allows for a reduced carbon footprint, reduced emission of criteria pollutants, fuel independence, and the capture and use of heat that would be otherwise exhausted in to the atmosphere.

 

US Air Force Academy Diversity Outreach Program

DOD Programmatic Requests

PE 0603573N Advanced Surface Machinery Systems

Recipient:  US Navy

An increase of $13.0 million to PE 0603573N, Advanced Surface Machinery Systems, is a valuable use of taxpayer funds because it will provide the Navy with additional resources for further researching and developing reduced fossil fuel use, increased combat power and reduced green house gas emissions.  It is critical that the Navy conduct a program that provides for consideration of alternative sources of products and technologies.

 

Breast Cancer Research Program

Recipient:  Defense Health Program

The Breast Cancer Research Program is a valuable use of taxpayer funds because it has resulted in unprecedented progress toward the reliable prevention, detection and treatment of breast cancer and has established itself as a model medical research program.

 

PE 0603648D8Z, Joint Capability Technology Demonstrations

Recipient:  Department of Defense

 

The $2 million increase to PE 0603648D8Z, Joint Capability Technology Demonstrations, is a valuable use of taxpayer funds because it can assist in addressing the growing need for greater reliability, speed and security resiliency for our traditional networking systems.

 

PE 2020A 423, Logistic Support Activities

Recipient:  U.S. Army

 

An increase of $9.0 million to PE 2020A 423, Logistic Support Activities, is a valuable use of taxpayer funds because it will assist in addressing the Army's need for advanced technology which will provide soldiers with the required information on the battlefield and the capability for soldiers to monitor the status of their peers on the battlefield.

 

PE 0602105A, Materials Technology

Recipient:  U.S. Army 

 

An increase of $10.0 million to PE 0602105A, Materials Technology, is a valuable use of taxpayer funds because it will allow the Army to continue working to develop lightweight armor.

In the FY10 Defense Authorization Bill, the House Armed Services Committee directed the DoD to create a PE for body armor in Procurement and Research and Development.  Body armor is critical to the protection of our soldier and should be at the forefront of our defense budget; however DoD did not provide a PE for it in the FY11 defense budget.

 

PE 0603720S, Microelectronics Technology Development and Support

Recipient:  Department of Defense

 

An increase of $5.0 million to PE 0603720S, Microelectronics Technology Development and Support, is a valuable use of taxpayer funds because it will assist in addressing DoD's need for improving critical components used in defense and aerospace applications through microelectronic manufacturing.

 

Line #77, Night Vision Devices

Recipient:  U.S. Army

 

An increase of $6.0 million to Line #77, Night Vision Devices, is a valuable use of taxpayer funds because, it will assist in addressing the soldiers' growing need for Night Vision Devices. Night Vision Devices are essential to the survivability and lethality of the warfighter, and while the Army has an unmet requirement for such lights, it is not adequately budgeting for these essential tools.  There have been numerous reports from the troops that they are buying life saving illumination tools with their own money because the Army is not issuing them to the troops.

PE 0603747N, Undersea Warfare Advanced Technology

Recipient:  U.S. Navy

 

An increase of $1.5 million to PE 0603747N, Undersea Warfare Advanced Technology, is a valuable use of taxpayer funds because it will assist in addressing the growing need in the Navy for high efficiency, high power portable energy sources for unmanned underwater vehicles especially in a time of war.

 

Tuberous Sclerosis Complex Research Program

Recipient:  Defense Health Program

Research on Tuberous Sclerosis Complex (TSC) is a valuable use of taxpayer funds because it is having a significant impact on our understanding of epilepsy, autism, cancer and diabetes. The TSC program at DOD is critical to ongoing progress.

 

PE 0603004A, Weapons and Munitions Advanced Technology

An increase of $6.0 million to PE 0603004A, Weapons and Munitions Advanced Technology, is a valuable use of taxpayer funds because it will assist in addressing the need for the further development and testing of our current ammunitions, platforms and guns.

 

ENERGY & WATER

Santa Ana River Mainstem, CA

This funding would be used for continuing construction of the Santa Ana River Mainstem Project including the Prado Dam. This project was authorized in 1986 and again in 1996 under the Water Recourses Development Act. Currently, the Santa Ana River is labeled as the worst flood threat west of the Mississippi River by the US Army Corps of Engineers. This project is a valuable use of taxpayer funds because it will allow for the construction of a new dam, and environmental mitigation and enhancement in surrounding counties, which is essential for providing enhanced flood protection for the region. This project is consistent with the US Army Corps of Engineers flood control mission in Southern California.

 

iCel Storage System Project

Requested amount: $2,500,000

When completed, this project will be capable of storing enough energy to serve up to 166 households. This is a valuable use of taxpayer funds because it will help address resource adequacy requirements allowing Anaheim to have an internal renewable source of power that can be utilized during peak periods. Additionally, this project is consistent with the Department of Energy's mission to Promote America’s energy security through reliable, clean, and affordable energy.

 

Westminster, East Garden Grove, Ca

This funding will be used for the Army Corps of Engineers' comprehensive study of the Westminster Watershed, including the East Garden Grove-Wintersburg Channel and the Bolsa Chica Flood Control Channel. This is a valuable use of taxpayer funds because the study will allow the development of a rehabilitation plan that will consider flood control, ecosystem restoration, recreation and water quality solutions.

 

Hydrogen Fuel Cell Project

Requested amount: $5,000,000

Orange County Sanitation District (OCSD) operates anaerobic digesters that convert wastewater treatment bi-products into digester gas. The digester gas is a renewable fuel that is captured and burned in OCSD's two existing internal combustion engines. OCSD would utilize funds to install 15 MW fuel cells to meet future energy demands, due to the scheduled completion of secondary treatment upgrades. This project is a valuable use of taxpayer funds because the upgrade of fuel cells would meet future energy demands, reduce emissions by 92% and provide sufficient hydrogen gas to power hydrogen vehicles.

 

Serrano Creek Corridor Restoration and Low Impact Development Feasibility Study

Requested amount: $1,000,000

This funding would be for a feasibility study on restoration project design alternatives for

Serrano Creek that best restore native vegetation riparian and wetland and aquatic habitats. This is a valuable use of taxpayer funds because it will stabilize the banks and bed of the Serrano Creek using naturalized techniques that enhance habitat to the greatest extent practicable. In addition, it will protect homes, businesses and infrastructure adjacent to Serrano Creek from flood damage and it will provide for natural treatment of Serrano Creek flows. Finally, funds will also allow for the creation of habitat and wildlife linkages along Serrano Creek and via the Irvine Wildlife Corridor from the Cleveland National Forrest and Central NCCP/HCP conserved areas (to the north), through the Serrano Creek and Orange County Great Park, to the Coastal NCCP/HCP conserved areas (to the south).

 

Newport Bay Harbor (Lower Newport Bay)

The project consists of restoring the entrance, main, and upper channels, east and west jetties, and turning basin of Newport Harbor. This project is a valuable use of taxpayer funds because it will fund efforts to provide a complete authorized dredging cycle in the harbor, removing years of contaminated sediment deposits. In conjunction with the Upper Bay project, this project would complete the clean-up of the entire Newport Bay, restoring the lower Newport bay area, and creating a high value environmental resource for the region and a safe harbor for commercial boaters and the US Coast Guard, which has a cutter permanently stationed in the harbor.

HOMELAND SECURITY

Ready Set Go Program for Fire Mitigation Education

Southern Region Emergency Operations Center

Secondary Treatment Project Upgrade

This project will allow the Orange County Sanitation District to make upgrades required by the Clean Water Act, including construction of a Secondary Activated Sludge Facility, Trickling Filters, Sludge Dewatering and Order Control. This project is a valuable use of taxpayer funds because the water produced by secondary treatment technology will be used to supply the Orange County Water District's Groundwater Replenishment System, which ultimately provides Orange County with an additional source of drinking water. This project is consistent with the EPA's mission to ensure safe drinking water and protect ground water.

 

Anaheim Recycled Water Project

Requested amount: $500,000

This project will allow the City of Anaheim Public Utilities Department to construct a 100,000 gallon per day recycled water project. The project is a valuable use of taxpayer funds because it would provide a new source of water for the city, therefore reducing the need for water from other limited sources. The estimated water savings from this project is 112 acre-feet per year, or roughly 35 million gallons per year, which is enough to serve about 200 households. This project is consistent with the EPA's mission to ensure safe drinking water and protect ground water.

 

French Park Sewer Rehabilitation

Requested amount: $500,000

This project would support sewer pipe lining repairs in the historic French Park neighborhood of the City of Santa Ana and would affect publically-owned sewer mains that vary in size, from 6 inches to 15 inches, and in age, from the 1920's to the 1960's. This rehabilitation project is a valuable use of taxpayer funds because it would correct structural defects such as manhole deterioration, holes, cracks and root intrusions. In addition, this project is consistent with the EPA Office of Wastewater Management’s focus on controlling water in pipes and sewers.

 

LABOR –HHS- EDUCATION

The project will help adequately prepare students to diagnose and repair alternative fuel passenger vehicles (hybrids, electric vehicles, natural gas and diesel vehicles). This project is a valuable use of taxpayer funds because the project will help communities with the largest rates of childhood diabetes and obesity, criminal activity and poverty in the county. By creating a safe learning zone, disadvantaged children will have an opportunity to build physical fitness in a safe location.

The Independence from Dependence program is an existing shelter and supportive services program designed to help victims of abuse overcome dependence on abusers, dependence on substance use, and/or dependence on government (welfare). This project is a valuable use of taxpayer funds because the Women's Transitional Living Center (WTLC) has the only domestic violence shelter programs in the county that will work with human trafficking victims, boys over the age of 13, domestic violence victims with ongoing substance abuse and/or mental illness (dual diagnosis), male victims of violence, female transgender victims, and re-entry victims (victims being released from prison/jail). The Independence from Dependence program utilizes shelters, supportive services, outreach advocacy and outreach education to target the high-risk issues outlined above.

Additionally, funding will provide opportunities to work with virtual patients and staff from diverse cultures.

Funding would be used to construct the second phase of a multi-story above grade parking garage structure and provide all necessary demolition and site improvement work.  Without this project, the Los Angeles Air Force Base (LAAFB) will continue to lease expensive off-site parking in the surrounding area, which also requires shuttle services between the off-site parking and the Base.  Continuing to use off-site parking is an ineffective use of resources, has a negative impact on base personnel, wastes valuable time, and reduces work force productivity.

This funding would complete the preliminary engineering, final design, and begin construction of the Anaheim Rapid Connection (ARC) fixed, elevated guideway project. ARC will be a high-capacity, collector-distributor system connecting the Metrolink commuter rail system at the Anaheim Regional Transportation Intermodal Center (ARTIC) to two of Anaheim’s major employment activity centers, the Platinum Triangle and the Anaheim Resort District. ARC will also provide convenient transfers to the California High-Speed Rail project, increase transit access, enhance mobility, and improve air quality in the region. ARC will serve a highly congested east-west corridor which currently accommodates over 40,000 vehicles every day.  This is a good use of tax payer funds because this fixed-guideway system will enhance transit options in Orange County while helping to stimulate and support economic development in the Platinum Triangle and Anaheim Resort District.

The ARTIC is an intermodal transportation center located in the City of Anaheim, along the Los Angeles to San Diego (LOSSAN) rail line. The project is bounded by State Route 57, the Santa Ana River, and Katella Avenue, and in close proximity to I-5. ARTIC will serve as a hub for many transit modes providing everything from conventional bus service to planned regional high technology transportation systems. In addition, ARTIC will strategically facilitate the proposed California High Speed Rail alignment. ARTIC would greatly expand the existing transportation infrastructure for Amtrak, Metrolink, resort transportation and bus service. This project is a valuable use of taxpayer funds because it will greatly increase the transit options in Orange County, providing critical improvements in mobility between a variety of high-profile, entertainment and business destinations throughout the region.

This funding supports the widening of Bristol Street between Civic Center to Seventeenth, and Warner to St. Andrews. Bristol Street is a major north-south artery that travels through the area of greatest population density in Orange County, while also providing critical capacity in an area lacking north-south freeways.  The project will widen the roadway from four to six lanes and includes the construction of new pavement, sidewalks, driveways, curbs, gutters, concrete bus turnouts, traffic signals, storm drains, water mains, sound walls, landscaped medians, linear parks, and decorative plazas at several intersections. This project is a valuable use of taxpayer funds because it will make needed improvements to critical infrastructure, enhance mobility, and improve air quality in the region.

This is a valuable use of taxpayer funds because it will ensure that the Fullerton community has facilities for a wide range of populations and activities, from the Fullerton Boys and Girls Club’s critical after-school services to essential programming and services for the senior community.

Improved traffic and redevelopment in this area will help support Garden Grove’s goal of enhancing economic development, investment and job growth in the area.

Orange County Children’s Therapeutic ARTS Center Building Renovation

This funding would support the building renovation for OCCTAC which provides at-risk youth and children with disabilities programs that combine the arts, academics, and creative therapies in Santa Ana, CA. OCCTAC has served 5,000 kids since its creation in 2000, and now is currently able to serve 1,000 kids a year. With this support, OCCTAC can move into a facility that would allow OCCTAC to serve more kids, and to provide a higher quality of services.  OCCTAC has a partnership with Taller San Jose to use graduates from the Taller San Jose Job Training Construction Program (working under a licensed general contractor) to complete the renovations. Funding for this project is consistent with the Economic Development Initiative priorities of community development, revitalization, redevelopment, and providing support for activities which benefit low and moderate-income persons. This is a valuable use of taxpayer funds because it will help support and expand OCCTAC’s work of empowering and teaching at-risk kids how to be leaders and avoid negative social problems like gangs, drugs, violence, and teen pregnancy. In addition this project will create much needed jobs for graduates of the Taller San Jose Job Training Construction Program.

The corridor would include a street car system that would extend the reach of Metrolink commuter rail system and improve transit options, mobility and access for travelers.  This is a valuable use of tax payer funds because this fixed-guideway system will help stimulate and support economic development by enhancing connectivity to the regional commuter rail system and providing a transit option for the Santa Ana Civic Center/downtown area in central Orange County, where a strong concentration of employment and activity centers are currently located.
