Job creation and economic recovery are my top priorities in Congress. We can only turn the economy around for small businesses and middle class families by putting Americans back to work. This means targeted tax credits that encourage small businesses to create jobs and provide access to affordable health care for their employees. My first piece of legislation was the Rural Jobs Tax Credit Act of 2010, a bill that would extend tax breaks to businesses that hire new employees in rural areas in the next two years. I was pleased to see a broader version of this bill signed into law earlier this year.
Whether it is by maintaining and strengthening existing infrastructure, like the Port of Oswego and Fort Drum, promoting the creation of green jobs through alternative energy projects, or supporting initiatives like the rooftop highway, the future of our economy will rely heavily on the development of our local infrastructure. I believe we can do more to help our communities identify and utilize local resources, whether it is the local workforce, a college or university, institutions like the Plattsburgh Airbase Redevelopment Corporation, or proximity to the Canadian border.
We must also ensure jobs stay in New York by eliminating tax breaks for companies that ship jobs overseas. Every community has its own unique resources that can be used to create jobs and grow our local economy, and we should be using tax incentives to promote our local resources, not those in other countries, as we work to increase the amount of exports Upstate New York sends overseas.
